STATEMENT by the Secretariat of the Central Committee of the AUCPB (Nina Andreeva) on the referendum in Novorossia and partial mobilization in Russia

By decision of the leadership of the Donetsk and Luhansk People's Republics, as well as the Zaporozhye and Kherson regions liberated from Ukrainian neo-Nazis, after the appeal of public organizations, on September 23-27, 2022, referendums are held on the entry of these territories into the Russian Federation.


The ballot paper in the DPR (LPR) includes the question: “Are you in favor of the Donetsk People’s Republic (Luhansk People’s Republic) joining the Russian Federation as a subject of the Russian Federation?” The ballots are printed only in Russian, which in the DPR (LPR) has the status of a state language.


The following question was put to the vote in the Zaporozhye region (Kherson region): “Are you in favor of secession of the Zaporozhye region (Kherson region) from Ukraine, formation of an independent state by the Zaporozhye region (Kherson region) and its entry into the Russian Federation as a subject of the Russian Federation?” Voting ballots are printed in two languages ​​- Ukrainian and Russian.


Almost simultaneously with the adoption in four regions of Novorossia of the decision to hold referendums on joining Russia, on September 21, 2022, President of Russia V. Putin signed the Decree “On the announcement of partial mobilization in the Russian Federation”. Partial mobilization was announced on the day the decree was published, i.e. from September 21, 2022. The published decree establishes that "Citizens of the Russian Federation called up for military service by mobilization have the status of military personnel serving in the Armed Forces of the Russian Federation under a contract."


The recent decisions taken in Novorossia and Russia are currently of great importance for the further development of events both around Ukraine and on a global scale.


As has been repeatedly noted in the documents of the AUCPB (Nina Andreeva), the main cause of the crisis situation on the territory of Ukraine and the entire territory of the USSR, as well as the aggravation of the general crisis of the world system of imperialism, fraught with the outbreak of World War III with the destruction of mankind, is the destruction of the Great Power - the Union of Soviet Socialist Republics - traitors to the Soviet Motherland. Long before the tragic events, the General Secretary of the Central Committee of the All-Union Communist Party of Belarus, N.A. Andreeva, warned the leadership of the CPSU and the Soviet public about the impending catastrophe and proposed effective measures, but, unfortunately, she was never heard in the highest instances of the CPSU, because the idea of ​​bourgeois reformism was gaining momentum there . NOBODY (!) From the top leadership of the party and the state showed due activity in the defense of the Soviet Motherland,


The most ugly forms of nationalism in the form of Bandera neo-Nazism are observed after the 2014 coup in Ukraine. Neo-Nazis staged a genocide of the people of Donbass, banned the use of the Russian language throughout Ukraine, and established a fascist dictatorship in the country. In view of the complete inability to negotiate the Kyiv regime, ruled by the imperialists of the West, who were preparing it for war with Russia, the Russian leadership decided to launch on February 24, 2022 a military special operation to demilitarize and denazify Ukraine.


The VKPB (of Nina Andreeva) supported the conduct of the anti-fascist operation, hoping that the leadership of the Russian Armed Forces would take advantage of the colossal technical advantage in comparison with the army of the neo-Banderist regime. However, having successfully launched the operation, the leadership of the VSR lost its advantage and did not develop success. Moreover, after the talks in Istanbul, it once again took the word of the neo-Bandera leadership of Ukraine - the puppet of the United States - and withdrew its troops from the territory of the Kyiv and Chernihiv regions, which Zelensky's puppeteers immediately took advantage of. It became clear that the Russian leadership, having believed the false promises of the Ukrainian negotiators, "fell for the bait" of their Western curators, whose goal is to drag out the military conflict in Ukraine. On this occasion, 30.03.


Then the completely incomprehensible actions of the Russian military leadership began: despite the warnings of military analysts that it is necessary to destroy communications on the territory of Ukraine (bridges, railway junctions, etc.), through which Western weapons are delivered to the country, still the most advanced types Western weapons were in the areas of clashes. Therefore, instead of the Soviet types of weapons, which were previously equipped with the Armed Forces of Ukraine and destroyed by the Russian military, Western equipment has now arrived, and the shelling of the peaceful cities of Donbass has intensified.


There was a lot of talk about strikes on decision-making centers, but for some reason this has not really been carried out yet. Having decided to fight with white gloves, refraining from attacks on Ukrainian authorities and infrastructure facilities, not daring to stop the pumping of hydrocarbons, protecting Ukrainian cities and population, the Russian military brought things to shelling our territories, attacks by Ukrainian sabotage groups on Russian border guards and riot police .


And, finally, as a cold shower for Russian society, which has long been waiting for the defeat of Ukrainian fascism, was the offensive of the Armed Forces of Ukraine from September 6 to September 10 near Kharkov, as a result of which Russian troops left the cities of Balakleya, Izyum, Kupyansk, etc., previously liberated from neo-Bandera. This story forced many to take off their rose-colored glasses and realize the need to change the tactics of the special military operation (SVO), as well as the entire style of public administration and work with society. Unfortunately, the result of the retreat of Russian troops from the territory of the Kharkov region was the return of neo-Banderites to the abandoned settlements, the restoration of the terrorist regime by them, the death of residents who collaborated with Russia and did not have time or for some reason could not evacuate, school teachers are subjected to special terror, switched to Russian programs.


At the same time, Moscow was celebrating City Day in a grand and pompous manner, launching 30,000 fireworks, and President Vladimir Putin personally opened the largest Ferris wheel in Europe. Everything was clearly worked out according to pre-drawn plans, because the “Set aside!” nobody gave.


Therefore, regarding the retreat near Kharkov, the country is waiting for the debriefing, shocked by the defeat, people want to know the specific culprits of this failure. The media commenting on the situation report: there were eight times more advancing non-Banderists than Russian troops defending the city near Kharkov. Then the question arises: where did the Russian intelligence look?


In an address before the start of the NWO, V. Putin sharply criticized the Soviet leadership for the mistakes allegedly made in 1940-1941. And some modern bourgeois figures criticize the Soviet leadership for the "bungling" shown in the initial period of the Great Patriotic War. Yes, there was “bungling” (for example, the commander of the Western Front, D. Pavlov, was shot for failures in leading defensive battles in Belarus in 1941), but there was no such total betrayal in the leadership of the country and the Red Army, which was shown in Gorbachev’s Yeltsin leadership in 1991.


As for the announced and already ongoing referendum in the DPR, LPR, liberated Zaporozhye and Kherson regions, the need for it is long overdue. In the Soviet Union, where the economy worked efficiently, and the Ukrainian SSR was a republic with advanced science, industry and agriculture, developing at an enormous pace, there were no contradictions between the regions, including interethnic ones. However, after the counter-revolutionary coup of 1991, problems began to arise, the roots of which were contained in the pre-revolutionary bourgeois past. The territory of Novorossia was formed as a result of the victories of the Russian army of the time of Catherine II over the Turks, after which the entire Black Sea region with Crimea went to Russia. On the annexed territory, the Novorossiysk province was formed with the center in Yekaterinoslav (Dnepropetrovsk). At the moment, the Novorossiya region actually includes eight regions: Luhansk, Donetsk, Kharkov, Zaporozhye, Dnepropetrovsk, Kherson, Nikolaev and Odessa. After joining the named lands from all over Russia, settlers went, and historically it so happened that most of the population of this region was Russian-speaking.


This population did not accept the fascist coup carried out by the neo-Banderists in Kiev in February 2014, who banned the Russian language and began to implement a policy of terror against the Russian-speaking population. The Russian-speaking population resisted the Nazis, the inhabitants of the Donetsk and Lugansk republics managed to defend their independence and create the DPR and LPR, and the resistance in Odessa and Kharkov was brutally suppressed by neo-Bandera. At present, the population of the DPR, LPR and the liberated Zaporozhye and Kherson regions, exhausted by fascist terror and war, wants to link their fate with Russia forever.


People living in these territories hope for protection from Russia. The situation will also change for the actions of the Russian army, it will no longer be assistance provided to the people living in territories that are subject to fascist aggression, but the defense of their Russian territory with all the advantages arising from this provision. The best opportunities also arise to increase the combat effectiveness of the Russian army with the complete subordination of the allied military formations of the DPR-LPR to a single Russian command.


As is known, the International Covenant on Economic, Social and Cultural Rights and the International Covenant on Civil and Political Rights of December 16, 1966 (both covenants - article 1) stipulate: “ All peoples have the right to self-determination. By virtue of this right, they freely determine their political status and freely pursue their economic, social and cultural development ... ". And this right must be exercised by the population of the above-named territories.


The Secretariat of the Central Committee of the All-Union Communist Party of Belarus (Nina Andreeva) supports the holding of referendums in the Donetsk and Lugansk People's Republics, as well as in the Zaporozhye and Kherson regions liberated from Ukrainian neo-Nazis, on the entry of these territories into the Russian Federation.


At the same time, the change in the state borders of the republics in no way contradicts the strategic goal of the All-Union Communist Party of Bolsheviks - the revival of the Union of Soviet Socialist Republics. As noted in the “Position of the Secretariat of the Central Committee of the All-Union Communist Party of Bolsheviks” dated August 3, 2017: “When the working people restore Soviet power on the territory of Ukraine, the future will show whether there will be one Ukrainian SSR again, or there will be several Soviet republics that will enter the USSR with new names. This, most likely, will be decided by the peoples of the Soviet regions of Ukraine in their referendums.” Our position remains unchanged: holding referendums is the most democratic form of resolving territorial issues.


Recent events on the territory of the former Ukraine: the failures of the Russian Armed Forces in the Kharkiv region, the increasing involvement of the imperialist West in the aggressive war against Russia, which sets the task of dismembering and destroying Russia, the NWO, which has dragged on for more than seven months, threatening to bring down the Russian economy, have shown that new decisions regarding the strengthening of the Russian army.  


In order to fulfill the tasks of the NVO for the demilitarization and denazification of Ukraine, it is necessary to liberate the entire territory of Ukraine from fascism . It is practically impossible to do this with the current size of the Russian contract contingent, besides, the stretching of the front for 1200 km does not allow for the necessary density of troops along its entire line.


The VKPB (Nina Andreeva) has always been an opponent of the contract system of army formation, adopted in bourgeois countries. Historical experience shows that mercenary armies that fight for money, and not for the Motherland, are inferior in morale to those whose patriotism is based on conscience.


Under the circumstances, the VKPB (Nina Andreeva) supports the partial mobilization announced in the Russian Federation, because there is no other way out.


The task of defeating fascism on the territory of Ukraine, protecting the sovereignty and integrity of Russia, which opposes the collective imperialist West, is noble and fair. The fascist regime in Ukraine is an obstacle to the struggle for SOCIALISM on the territory of the USSR.


We believe that it is necessary to intensify educational work in the Russian army on the examples of SOVIET patriotism, on the examples of the heroes of the Great Patriotic War.
