The strategic goal of our party is the revival of the USSR and socialism


                                      


31 years ago the Founding Congress of the AUCPB was held




The All-Union Communist Party of Bolsheviks (VKPB) was established on November 8, 1991 at the height of the anti-communist hysteria. The congress was held semi-legally in Leningrad.


The beginning of the unification of people devoted to socialism was the publication in the newspaper "Soviet Russia" on March 13, 1988 of the article "I can not compromise the principles" of the LTI teacher. Leningrad City Council Nina Alexandrovna Andreeva. The article essentially heralded the revival of Bolshevism.


The revival of the VKPB as a party of the Leninist type was prepared by the activities of the All-Union Society "Unity - for Leninism and Communist Ideals", established in May 1989, and the Bolshevik Platform in the CPSU, which was constituted on July 13-14, 1991 at the All-Union Conference in Minsk and dissolved as having fulfilled its task with the creation of the VKPB.  


The RSFSR, Ukraine, Belarus, Moldova, Kazakhstan, as well as the Transcaucasus, Central Asia and the Baltics were represented at the Founding Congress of the AUCPB. At the congress, N.A. Andreeva. The congress adopted the Program and Rules of the party. N.A.Andreeva was elected General Secretary of the Central Committee of the All-Union Communist Party of Belarus. She held this post until the end of her life (07/24/2020).


In his report, N.A. Andreeva revealed the origins of the bourgeois counter-revolution in the USSR, the causes of the crisis into which Gorbachev's perestroika brought the country, and substantiated the need to revive the party of the Leninist type.


The bourgeois counter-revolution in the USSR had prerequisites in the Soviet history of the last three decades, associated with petty-bourgeois influence on all spheres of society. The ideological overture of the restoration processes was the anti-Stalinist campaign that unfolded after the 20th Congress of the CPSU. The origins of the crisis in the USSR consisted in the erosion and destruction of the economic, political and ideological foundations of socialism.


The working class lost its leading role in society, lost its political organization. After the 20th Congress (February 1956), the CPSU was slipping into right-wing opportunism. During the years of perestroika, the positions of the opportunists naturally transformed into bourgeois restorationism.


The historical experience of the international working-class and communist movement has convincingly proved that without their own political party, armed with a scientific proletarian ideology, the working people are in no position to win, retain or strengthen their power.


The need to create a new party, the VKPB, was on the agenda, which was created on November 8, 1991, on the second day after Yeltsin banned communist activity (CPSU). The VKPB was the very first among other parties that call themselves communist today.


The founders of the party announced the inheritance of revolutionary traditions and a complete break with the anti-people policy of the opportunist leadership of the CPSU, responsible for the destruction of the socialist system, the collapse of the country and the liquidation of the party created by Lenin.


The congress adopted the name of the party - the All-Union Communist Party of Bolsheviks (VKPB), other names were rejected.  


The congress adopted the program of the AUCPB. The program formulated the ideological and political positions of the party, its strategic goals, and the main ways out of the crisis. The program was developed by the ideologist of the VKPB, Doctor of Philosophy, Professor V.I. Klushin. 


In his report at the Founding Congress of the AUCPB, N.A. Andreeva said: “ The theoretical basis of the party being created, not in words, but in deeds, should be fundamental Marxism-Leninism, considered as a philosophical, sociological, economic, socio-political justification for the world-historical mission of the working class - to create a classless society that does not know exploitation, oppression , wars, social injustice. Marxism-Leninism, cleansed of opportunist vulgarities and creatively developed in modern conditions .


The program of the All-Union Communist Party of Bolsheviks, adopted at its Constituent Congress, from the scientific proletarian-class positions, provides a deep and comprehensive analysis of the entire period of Soviet history, the period of great victories of the Soviet people under the leadership of the Bolshevik Party headed by V.I. Lenin and I.V. Stalin, the main causes and driving forces of the bourgeois counter-revolution in the USSR, the reasons for the degeneration of the CPSU as a party of the working class, determined the main goals and objectives of the party at this stage of the struggle in the field of economics, politics and ideology.


The program emphasizes that the VKPB does not close the causes of the counter-revolution on the betrayal of Gorbachev and his accomplices, but proceeds from the fact that without the objective and subjective prerequisites for capitulation that have been growing in the party and the country since the late 50s, Gorbachev's perestroika would have been impossible, clearing the way for the arrival to the power of the mafia bourgeoisie.


The AUCPB rejects the subjective-opportunistic approach in assessing a historical personality and proceeds from the fact that the main criterion for the significance of historical activity is the compliance of the policy pursued by this personality with the objective laws of the functioning and development of society. In this regard, the party resolutely rejects the anti-Leninist campaign, the anti-Stalinist hysteria, all the rabid anti-communism unleashed by the restorers and their ideologists.


The AUCPB proceeds not only from the need to abolish private ownership of tools and means of production as a source of appropriation by the exploiters of the unpaid labor of producers, but also from the inconsistency of the anarcho-syndicalist recipes for the transfer of public property to individual production teams. Under the conditions of the capitalist market, this becomes only a transitional step towards its privatization and its transformation into private property.


The AUCPB stands for the sovereignty of the Soviet system as a form of state for the working class and its allies (the dictatorship of the proletariat).


The AUCPB believes that in order to reverse the restoration processes, a second edition of the socialist revolution is needed, with the participation of broad sections of the working people and the use of all forms and methods of struggle that the counter-revolution will impose. What can successfully organize and direct the anti-restoration struggle of the masses is not the parties of parliamentary reforms, but the parties of the revolutionary struggle for power. The strategic line of their policy should be to combine the struggle for socialism with popular uprisings for the mighty Soviet Union and the survival of the working people. The leading role here is to be played by such extra-parliamentary forms of struggle as the politicization of strikes and the general political strike.


The congress adopted the Party Rules. The guiding principle of the inner-party life of the AUCPB is democratic centralism, freed both from the bureaucratic perversions of the post-Stalinist CPSU, and from the anarchic disregard for party discipline and Bolshevik traditions. 


The AUCPB declared itself an integral part of the international communist and workers' movement. The AUCPB stands firmly on the positions of proletarian internationalism and Soviet patriotism.   


At the II Party Congress on February 25, 1996, it was decided to prepare a new (revised) version of the program of the AUCPB. At the congress, a commission was formed, which, among other things, included: N.A. Andreeva, candidate of technical sciences - chairman of the commission; IN AND. Klushin - Doctor of Philosophy, Professor; S.V. Khristenko - Candidate of Physical and Mathematical Sciences. Work on the new edition of the program was difficult. During this time, V.I. Klushin (10/17/1996).


Adopted at the III Party Congress on February 26-27, 2000, the new version of the program is the fruit of almost three years of collective work of the party. ON THE. Andreeva rightly noted that " today no one has proposed anything else, fundamentally capacious and better " ( N.A. Andreeva . For Bolshevism in the Communist Movement. Leningrad, 2002, p. 71).


In his speech at the 3rd Party Congress, N.A. Andreeva, already after repeated revisions of the draft, proposed replacing the epigraph to the Program, taken from the text of the International, with Lenin's words from “The Immediate Tasks of Soviet Power” - “ We do not need hysterical impulses. We need the measured tread of the iron battalions of the proletariat .” ON THE. Andreeva noted that the words of V.I. Lenin clearly orients everyone who will read our program that this is the program of a revolutionary proletarian party, the political organization of the PROLETARIAT, first of all ( N.A. Andreeva , ibid., p. 70).  


The historical significance of the Founding Congress of the AUCPB was that it broke with the opportunist leadership of the CPSU and created an independent political party expressing the fundamental interests of the working class.


At the congress there was a decisive and definite disengagement from all other trends and movements of a communist and near-communist orientation that arose on the ruins of the CPSU and whose ideological and political platforms were burdened with elements of conciliation, anarcho-syndicalism, anti-Stalinism and Trotskyism.


The congress laid the ideological, political and organizational foundations for a new party of the Leninist type, free from opportunism, irreconcilable in relation to the compromisers and capitulators, revolutionary in relation to the bourgeoisie and its state power. The AUCPB was created on the solid scientific foundation of modern Marxism-Leninism - BOLSHEVISM.


The strategic goals of the party are defined in its program - the restoration of our Socialist Motherland - the Union of Soviet Socialist Republics and SOCIALISM . The AUCPB seeks the revival of the USSR as a multinational socialist state of workers and peasants on the principles of the Leninist-Stalinist national policy. The Party's immediate tactical tasks are determined at each given stage of the struggle depending on the political situation, both domestic and foreign. 


We, the VKPB (Nina Andreeva), guided by the Marxist-Leninist methodology of scientific knowledge and revolutionary action, are convinced that we will achieve the strategic goals of the party. Our conviction in this is based on the knowledge of the objective laws of social development. The revival of the USSR and socialism is necessary and inevitable.


The socialist revolution depends on objective and subjective factors. On the whole, objective factors are evident: the productive forces of society have long outgrown capitalist relations and require their destruction. The subjective factor - the readiness of the masses for revolution and the presence of a revolutionary vanguard - depends on you and me, on our agitational and propaganda work among the masses, on improving and intensifying our party work. 


To carry out the proletarian revolution, a revolutionary situation is still needed, which does not yet exist today. But capitalism, with its inherent irreconcilable antagonistic contradictions between Labor and Capital, develops in waves, periods of peaceful calm are sooner or later replaced by periods of revolutionary onslaught of the working people on capitalism. Therefore, we must prepare for the revolution and prepare the working class.


Our main task today is “ to instill confidence in the minds of the working people that no matter how events develop today, the laws of history objectively work for socialism and communism and that the last word belongs to the peoples in solving all socio-political problems ” ( V.I. Klushin ).


Let us be worthy of our Teachers - V.I. Klushina and N.A. Andreeva and bring the cause of the revival of the USSR and socialism begun by them to victory!
