ABOUT THE PRESENT DAY INTERNATIONAL SITUATION AND THE FOREIGN POLICY OF RUSSIA’S RULING CIRCLES



The character of of the present-day international situation hardly very simple to evaluate. It is hard to call it stable, but it would be obviously mistaken to believe it to be explosive. More accurately it can be characterised as very unstable, fraught with many threats and dangers for international peace.

The general crisis of capitalism continues. However, imperialism having gained major positions and launch platforms from socialism, is attempting to not only to strengthen them, but to also develop an attack. The goal of defeating socialism in China, Vietnam, the DPRK and in Cuba remains the main aim of international imperialism, with this, mission No 1 for obvious reasons is the Peoples Republic of China. Together with this, imperialism is carrying out an attack against those countries which had preserved their anti-imperialist regimes (Iraq, under Saddam Hussein, Iran, Zimbabwe, and the Democratic Peoples Republic of Congo, and aims to suppress any tendencies which pose a threat to it in the foreign policies of such larges countries as India, Egypt, Brazil and Mexico, and defeat enclaves of the national-liberation movement in Columbia and Indonesia, India and in a number of other countries.

Naturally, special attention is paid by imperialism, especially US imperialism to Russia. All the significant aspects of the political, economic and social life of the country are held in their view. The main aim is to isolate Russia from the countries of the CIS (former Soviet republics), and to move the aggressive NATO bloc as close as possible to its borders, weaken Russia, divide it into separate parts and create the conditions for the unlimited plundering of its resources by international capital. At the same time, the USA have been acting and will act hand in hand with the Russian regime in order not to allow a revolutionary uplift in Russia and at any cost avert the revival of the Soviet Union. In the case of such a threat becoming a reality, direct intervention by the USA cannot be excluded with the connivance of the Russian regime.

Carrying out an attack on socialism and progressive forces, imperialism flexes its military muscles. The military budgets of the USA and other imperialist countries are increasing, and the armed forces are being updated in such a way that they correspond fully to the demands of a modern-day war. There has been no noticeable reduction in the militarization of the economy of the imperialist countries. The military-industrial complex are operating in a stable manner, without interruption, and mainly – re-orienting themselves over to the production of ever more modern-day type of weapons. The US war machine is tearing into space, and on the other hand, in connection with the sharp reduction in US financing of the International space station and the downing of the “Mir” space station, the future of Russian space program is placed under direct threat.

Many preparatory stages have been implemented, the US administration forcing through the construction of the so-called national anti-missile defence covering the entire territory of the USA, which creates the possibility for Washington to hide behind this shield and carry out acts of aggression around the world.

NATO continues to expand into the East. Poland, Czech republic, Hungary, Romania, Slovakia and the Baltic states. The present regimes in Ukraine and Georgia are eager to join NATO too. In Europe, fast reaction forces are being formed (50- 60 thousand strong). The EU is expanding, and with the adoption of Poland and Lithuania, Kalingradskaya Region is in an even more isolated position from Russia. The US-Japanese military alliance, and its sphere of action is spread into the regions of the Far East, Korea and Taiwan. 37 thousand US troops are stationed in South Korea. Talks have been underway on the forming of missile shields directed at the neutralization of the missile threat from China and the DPRK, Iraq (before the US invasion) and Iran, with growing plans to form a missile shield in the Pacific region.

Aiming to be the only superpower, the USA is trying to bring about the long-standing dream of American imperialism – to gain world domination. The main mechanisms in the achieving of this aim are NATO and other military blocs, scattered across all continents of the world. International economic organizations are used, such as International Bank for Reconstruction and Development and the IMF. The positions of the USA in the WTO are strengthening as well as in the organization of American states, in NAFTA, and an attack on the dominating political positions in the OBSE, towards the subordination of the activity of this common European organization to NATO strategy. All kinds of coaxing and strengthening regimes with which by one or another reason are given the role of the main strongholds of US expansion in this or that region (Israel in the Middle East, Argentina in Latin America, Georgia in the Trans-Caucasus, Uzbekistan in Central Asia, etc.).

For advancing American so-called “national interests”, a number of activities in the framework of the strategy of globalization and forcefully propagated conception “provision of human rights”, “humanitarian catastrophes” and allowing “limited sovereignty” of states.

Most important significance is given to the plans for reorganizing the United Nations, the aim being to undermine the basis of its activity – the rule of unanimity of the permanent members if the Security Council on questions of maintaining peace and security. With this, it is a lot easier for the US to take on the function of the world’s policeman by way, for example of imperialist interfering in the internal affairs if states under the flag of the United Nations and using its mechanisms. Nevertheless, in accordance with the decision by the NATO session in April 1999, the USA when necessary does not even have to take into account any decision by the UN, like in the case of Yugoslavia and in the case of present day Iraq.

Everything that has been said above, I repeat, does not mean the disappearance of a general crisis of capitalism. It, however, has been slowed down by the breakup of the Soviet Union and continues and is to a large extent – irreversible. It comes about in the continued existence and strengthening of socialist states, in the international workers’ and communist movement, although it in much is infected with opportunism, in the national liberation struggle of peoples against imperialism and neo-colonialism (Indonesia, Brazil, Columbia, Mexico, Ecuador and others). In connection with this, one needs to remind oneself of the inter-imperialist contradictions which over the past few years have appeared acutely in the relations between the USA and the EU, where Germany ever more plays the leading role, and also between the USA and Japan in the sphere of trade and economics. It is important to bear in mind the growing crisis phenomena in the economies of the countries of imperialism, including the USA.

It is especially important to talk about the deepening crisis in the relations of the main imperialist powers with the poorest and developing states of Asia, Africa and Latin America that is acceptable to signify as a conflict between the North and the South. The world’s attention was fixed to this problem in connection with the mass actions of the working people in front of the forums of the “globalizers” in Seattle, Nice, and in Davos. Former general secretary of the UN Kofi Annan in his report to the summit in the UN proclaimed the following facts: on the scale of the entire world, 1 billion people living in the developed countries receive 60% of the entire income of the world, but 3.25 billion people in the countries of low income earn less than 20%. And more: 20% of the world’s population earn less than 1 dollar per day. It is understandable that this is explosive material for imperialism.

Now we go on to Russia’s foreign policy. In its character, it was and is an imperialist policy. With this, it cannot but tell on the special characteristic of Russian capitalism, (at the time of writing of this article) as wild, extremely corrupt, oligarchic and torn apart by the struggle between clans and also the character of the Russian state, extremely weakened by reforms, carved up territorially and isolated from its neighbours and having lost its own natural allies in the West, South and East. The wars in Chechnya unleashed by the Russian ruling circles, no matter what the plausible explanations they were covered by, leave an irremovable dark stain on the history of our fatherland and lead to the weakening of an already shaky position of Russia on the international arena.

Russia’s foreigh policy under Putin (at time of writing this article) –was a logical continuation of the policy of the Yeltsinist regime. The difference lies only in the fact that it has to operate in conditions, when the limit of possible of further concessions to the West are reduced, like shagreen leather, which makes it necessary for Russian diplomacy to display flexibilty and resourcefulness, fake firmness and inventiveness, widely use for its own ends, methods of information cover and propaganda, to attract under the guise of “professionals”, homegrown and foreign specialists for fooling the people and paralyzing their will. One has to immediately say that the Zyuganovites have provided a lot of assistance to the Russian establishment in this affair, which in the aim of getting closer to power have already for a whole year (at the time of this article) “pondered” over whether or not Putin’s foreign policy had been useful to Russia’s national interests, and had in all kinds of ways attempted to shield the president and write off all of his obvious sins in this area, onto the government and Ministry of Internal Affairs (MID), attributing to themselves to what they see as “achievement in the president’s foreign policy”.

How has Russia’s foreign policy been formed? It is completely obvious that it has been heavily influenced by pro-western groups, who have rootd themselves into the president’s administration, in the Security Council, in the MID, in economic, military, scientific and othe state departments since the time of Gorbachev and the counter-revolutiona ry coup of 1991. Groups of supporters of “Russia’s national interests”, it seems opposed them, those who had been selected by the president mainly from a number of former high ranking KGB personel, who had betrayed the Soviet Motherland and now under the guise of “patriots” are trying to occupy key positions of power (at time of writing). It is clear that both these groups which in different levels call themselves “Moscow” or “Petersburg” groups, directly and indirectly reflect the interests of comprador and national capital of Russia.

It is hardly surprising that with such a state of affairs, Russia’s foreign policy at one time connected fully by certain obligations in partnership with the USA and NATO and contantly being subjected to pressure on their part, and then even to open threats, differs in extreme inbalance, and actiosn being taken by it on the international arena, right up to even being contradictory and ambiguous in character. It would be, however, a deep mistake not to see with all of this its anti-people, pro-imperialist and capitulative character. This is very apparent in the ratification by the state Duma, with the president and government’s blessing, the START-2 treaty. We see such an act as an act of national betrayal, as stated in the Statement by the CC AUCPB and the All-Union information centre on questions of struggle against imperialism and neo-colonialism (VITs) from 14 April 2000. The period following this had confirmed the correctness of our judgement of this.

The recent proposals by Russia (at the time of article), directed at the USA and containing a plan to build a European anti-ballistic missile defence shield, envisaging defence from short-range to medium range missiles in exchange for the USA not withdrawing from the ABM Treaty of 1972, and as was expected, that was ignored by Washington. Moreover, they were interpreted in such a way that Russia, in general, recognizes the threat of missile attacks in Europe from “rogue states”, and meaning by this, weakening its earlier stated categorical rejection of plans to construct new US missile defence shield. In the same way, the new (at time of writing) US administration ignored the statements made by the Russian top brass about the possibility of adequate measures, if the USA withdraws from the ABM 1972. A clearly expressed policy on erecting a missile shield and Washington only finds ways of dragging Russian into talks, hoping and with grounds for this, that one way or another it will force Russian to make peace with this decision. One cannot let pass the fact that before this, Russia had completely normalized its relations with NATO, violated after the US aggression into Yugoslavia in March 1999. The opening in Moscow of the NATO Information Centre in Moscow in February 2002 had in a way completed this process, which was welcomed with joy by pro-Western minded circles in Russia.

In all of their contacts in the West and East, the president of the Russian Federation shows extreme caution in order not to hurt the USA. And it is no coincidence that in the conception of the foreign policy of the RF signed by Putin in July 2000 talks about the aim of Russia towards “preserving the infrastructure of Russian-American cooperation formed over a decade”, about the aim useful to the US “not to allow a pause in relations, breaks in the process of talks on mainly political, military and economic questions”. And really the “normalization” of relations of Russia and NATO is not a bridge to the further strengthening of a strategic partnership of Russia with US imperialism?

The policy of Russia on the Balkans and in the Middle East in essence is the encouragement of expansion and aggression actions by the USA in these strategically important regions. The principle judgment of this policy is given in the Statement of the CC AUCPB and VITs from 13 October 2000. The events in the Balkans at that time (the overthrowing of the S. Milosevich regime in Yugoslavia, the threat of withdrawal of Chernogory from the makeup of the sovereign republic of Yugoslavia, the prevocational actions encouraged by the imperialists of the puppet Albanian regime in Kosovo, Macedonia and Serbia, the activating of the activity illegally created with the assistance of Russia of the Hague Tribunal with the aim of arresting the Serbian leaders, and also in the Middle East with the resumption of the bombing of Iraq and other actions directed at the overthrowing of the anti-imperialist regime of Saddam Hussein, an unheard of concentration of the US Armed Forces in the Persian Gulf, fully confirms our analysis made in the above document of the CC AUCPB. Russia practically made peace with the scandalous violations of resolution 1244 from 12 June 1999 of the UN security Council on Kosovo, cannot and does not even have the desire to take the initiative to put in the UN Security Council the question on the speedy removal of all sanctions against Iraq. Bosnia and Herztogovina, Horvat and Slovenia began talking about entrance into NATO. Is there anything surprising in this, if Russia’s president publicly allowed in his speech, the entrance of Austria into NATO?

Russia’s president complained about them not wanting Russia to join NATO. But he may be calmed by the fact that NATO will eventually allow Russia to join NATO, but only when Russian has been completely weakened and when it can be fully manipulated, more so if they will be successful in splitting it up into small parts. Then the men of NATO will enter their star hour- to try and use Russian cannon fodder in a possible war against China.

V. Putin’s visits to China, DPRK, Vietnam and to Cuba naturally cannot be put down to the president and his encirclement’s love for socialism. The most “advanced” of the Zyuganovites may get mixed up on this one. Materials on the visits of Russia’s president to the socialist countries, including in the many documents published in printed matter can be read, so there is no need to cite them here. I just want to remind the reader that (at that time) Russia was preparing to sign a treaty on cooperation with China and a visit to Russia was on the horizon of leader of the DPRK, Comrade Kim Jong Il. What can be said concerning this? Firstly, we should be happy for our friends. This, in essence, is a break away from that political isolation that imperialism has attempted and attempts to unleash. This undoubtedly is a victory in the line of peaceful coexistence with capitalism, that is, of that same line which, obviously with corrections to the specifics, was carried out by V.I. Lenin in relation to capitalist countries. To a certain extent, this line carries class content and correlates with the principle of proletarian internationalism – the question again in much, tied in with the specifics of the situation in each of the countries. Of course, some people may grate on rumours when the Russian president is called an outstanding statesman and arrange luxurious receptions not only in China, but also in Pyongyang, Hanoi and Havana. However, these protocol special qualities cannot overshadow that true benefit which the socialist countries gain from cooperation with Russia, including and in the military sphere, but the class approach lies foremost in the true achievements of these countries in the construction of socialism. We have to also bear in mind also the firm anti-imperialist line of all the countries of socialism in the questions of peace and security, for instance on questions concerning the new US anti-ballistic missile shield, the situation in the Balkans and the Middle East, in Asia and other areas.

On the other hand, Russia’s policy in relation to the countries of socialism is dictated, firstly by the aim of tearing itself away from the habitual circle of mutual relations with mainly the West, and moreover, that NATO has all the more become arrogant and has not taken Russia’s interests into account. With this, it is impossible not to notice one interesting characteristic. Attempting to ease the crisis situation in the country, Russia’s ruling circles have actively occupied themselves with an ever more profitable business – the arms trade, and the suitable markets for this can be found in India and South Korea, only in China, Vietnam and other countries of socialism. Indeed Europe, he rich countries of the Persian Gulf, Latin America orientate themselves towards the West for the purchase of weapons and high hopes which the Russian arms dealers experienced at the start of the 90-s in relation to these regions, have disappeared like mirages in the desert. There are of course, other purely economic benefits which Russia gains from cooperation with the countries of socialism.

The president’s visits to the socialist countries, as was expected brought about heart-rending tears and true hysterics on part of the most reactionary, pro-Western forces in the Russian ruling circles. The rivers of filth and slander were unleashed on the leaders of socialist countries, who had dared to turn their faces towards Russia. It is completely obvious also that the activity of the USA and other imperialist powers, their agents of influence and the “fifth columns” is being activated, directed at undermining socialism in the People’s Republic of China, the DPRK, Vietnam and Cuba. In short, imperialism and Russian reaction are acting in this direction on a united front. And I repeat, mission No 1 here is the Chinese People’s Republic, where there is an acute class struggle, the outcome of which the fate of socialism will depend. The line of the AUCPB is clear and concise. It is expressed in the numerous congratulatory telegrams signed by the General Secretary of the AUCPB Comrade Andreeva, addressed to the General Secretary of the CC CPC Comrade Zen Zemin, in the materials adopted at the II Congress of the AUCPB on the world revolutionary process and in other documents of the Central Committee of the AUCPB. Therefore, and all publications in our party press on the Chinese problems naturally have to be reflected with this clear and concise line of the AUCPB.

A pleasant factor lies in the fact that in recent years, socialist countries have been strengthening their mutual relations including in international and regional affairs, providing mutual assistance to each other in solving pressing economic problems and exchanging experience of socialist construction. A sign of this happening was the 9-day visit by Kim Jong Il to China in January 2008. Namely these contacts with China, in full view, will play a defining view in the advancement of the proposal of the DPRK about the peaceful unification of Korea. Russia’s role in the relationship is hardly worth exaggerating, especially in the light of the negotiations on the supply of large batches of weapons to South Korea, which had been achieved after Putin’s visit to Seoul, and also by reason of a wild propaganda campaign against the DPRK, unleashed by the Russian mass media. Besides, much in this will depend on also the results of the visit to Russia by Comrade Kim Jong Il.

Some word now on the policy of Russia’s ruling circles in relation to the independent states, the former Soviet republics of the USSR. What is new here is that Russia at present, has been occupied with an almost cardinal re-look at integration in the framework of the CIS (Commonwealth of Independent States) and, as has been officially declared, the main emphasis will be now be placed on two-sided relations with these countries, like with the Baltic states. In essence, this is a recognition of the collapse in the policy of integration on a capitalist basis. To a large degree by fault of Russia, the formation of a Union state between Russia and Belarus is dragging its feet, and by this, pro-Western forces in Russia’s ruling circles are actively hindering this process. In these conditions, we have to continue to come out in favour of a development in the processes of integration across the entire territory of the Soviet Union, bearing in mind that this will be in one way or another further enable a merging of forces who are struggling for socialism. Together with this, it is important to unmask the imperialist tendencies in the policy of Russia’s ruling circles in these regions, bearing in mind the line of Russian reaction in line with international imperialism with the aim of carrying out reprisals against those who are unfavorable towards their regimes, and drag these countries into military blocks and imperialist strategies.

In the light of what has been said, it must be said that out tasks must be to consistently unmask the policy of imperialism and connivance by its aggressive actions on part of Russia’s ruling circles, with this we in no way should weaken our criticism of modern-day revisionism, including its position on international affairs. Large significance is placed on the organisation of mass acts of protest against the most outrageous appearance of the aggressive policies of imperialism. And finally, from here on, and not the last thing in significance – it is necessary to systematically study at all levels the Leninist theory of imperialism, the works of V.I. Lenin and J.V. Stalin, in which questions are dealt with about the struggle against imperialism and neo-colonialism.

SOCIALISM IS CREATING MIRICLES!

In December 2008, 36 years had passed since the day the Constitution of the DPRK was adopted. The fundamental law of the country, and a step undertaken by the Workers’ Party of Korea, the socialist system, the leadership of Kim Il Sung and Kim Jong Il being the main reasons for the great successes in this state. Even in our country – the USSR, there were never so many social guarantees. We’ll talk about these now.

1. In the DPRK, there is no crime, therefore there is no militia (police force).

2. Citizens of North Korea do not pay any taxes.

3. Young families, just starting out, are given apartments for free, with a area size of 120 sq.metres. And all the furniture and kitchen utensils are also supplied to them for free.

4. Thanks to the politics of “Juche” (“self reliance”), the planned, non-market economy, the DPRK is virtually not suffering from the world economic crisis.

5. Hair salons are completely free.

6. Twice a year, school children and students are given for free their uniform and study materials.

7. All newspapers are free.

8. Entrance to theatres in the DPRK are free (no need to buy tickets). Just go in and watch.

9. Health resorts are completely free.

10. In the DPRK there are hardly any divorces, although the right to divorce, is naturally guaranteed by the Constitution and laws of the country.

11. The education of the young up and coming generation in North Korea has achieved impressive successes. In the towns and villages you won’t see women smoking. Alcohol consumption is minimal and there is no drunkenness. The streets are very clean. A North Korean having throwing litter on the ground knows that he is creating problems for himself and the environment. All of this has been achieved by way of persuasion and not by means of punitive fines and bans.

This is by far not the entire list of achievements of socialism in the DPRK. We have only stopped on a few of its characteristics.

These are some of the great successes with a socialist system is capable of! Russia and the other republics of the USSR must aim towards this in order to solve all of today’s problems.

The fairytales about “famine in the DPRK” are so false and so untrue. The bourgeoisie arrogantly slanders the socialist state with one aim – so that workers and peasants do not find out the Truth, do not organise a Proletarian revolution in their own countries and did not use the example of the Soviet Union or the DPRK.

Comrades! To hell with all the bourgeoisie – the bloodsuckers, Zionists, Chubaises, Bushes and Putins –We shall do in the Soviet Union like what is done in the DPRK!

MIDDLE EAST

From the editorial board: On 18 January 2009, operation “Molten lead” ended. Israel declared a ceasefire. Afterwards, the HAMAS movement declared the same. According to information agencies, the Palestinians lost around 1300 people – killed, and 5 thousand wounded, 1446 of them being children. More than 400 of those wounded are in a serious or critical condition. The majority of those Palestinians who had been killed were peaceful residents. There were 13 Israelis killed and about 150 wounded. (According to HAMAS, during the land offensive phase of the war, 26-28 Israeli soldiers were killed). The present Israeli crimes are in much analogous to the crimes committed by the German fascists in the years of the Great Patriotic War in the USSR. For example, in Beit-Lakhin and Dzhebali, Israeli soldiers deliberately drove and locked into separate houses whole groups of peaceful residents, and then afterwards destroyed them by direct missile-artillery fire.

91st ANNIVERSARY SINCE THE FORMATION OF THE SOVIET ARMED FORCES

The CC AUCPB congratulates the veterans of the Great Patriotic War, veterans of the Armed Forces of the USSR and all Soviet citizens on the 91st anniversary of the formation of the Soviet Armed Forces.

The history of the Workers’-Peasants’ Red Army is an immeasurable part of the history of the Soviet state, the history of the struggle of the proletariat and toiling peasantry under the leadership of the party of Bolsheviks in defence of the achievements of the Great October Socialist Revolution, for the formation of a new socialist society against the forces of internal and foreign counter-revolution.

Up until the end of 1991, the Soviet Armed Forces, equipped with the latest achievements in military science and technology, were a reliable shield against the ambitions of the imperialist aggressors towards unleashing a third world war, a guarantor for the integrity and security of the Soviet state.

They were destroyed, just like the entire Soviet state, not on the basis of weakness, but by the betrayal of the highest echelons of power in the party and state apparatus of the USSR.

With the destruction of the Soviet state and the Soviet Armed Forces, Soviet military science has not suffered defeat, and it will still be in demand in the future, with the destruction of the forces of the temporarily victorious counter-revolution inside the USSR.

RISE UP TO THE STRUGGLE FOR YOUR RIGHTS!

From the beginning of November 2008, the bourgeois authorities in Kiev led by mayor L. Chernovetsky, raised the city transport fares (underground, trolleybuses and trams) by 4 times – from 50 kopecks to 2 gryvna. As a result, the people of Kiev commuting to and from work each day on the transport have to pay no less than 8 gryvna (transport to the underground train and afterwards on the underground = 4 gryvna, and back, a further 4 gryvna). And already after raising the fares, the workers on the underground trains, speaking on TV declared that the underground is working at a loss. This means that the fares on city transport will be going up again.

At the same time, the representatives of the older generation clearly remember that under Soviet power, a ride on the underground train and on a bus stood at 5 kopecks, on a trolleybus – 4 kopecks, on a tram – 3 kopecks. The city transport in Kiev worked around the clock and not at a loss. And the workers of the city transport, especially those on the underground earned a good wage. And everybody was happy, both the passengers and the worker.

But this was Soviet power, the power of the working people, which constantly cared about the people.

Today’s bourgeois power cares only of one thing – of how stuff more profits into their wallets and get rich off the backs of ordinary people like you and I.

The price of bread is constantly going up, along with the prices of other most vital foodstuffs. And the tariffs on housing and communal services are growing along with a sharp decline on the quality of the services themselves. The cost of prescriptions for medicines etc. have all gone up.

WE CALL ON ALL THE RESIDENTS OF KIEV to rise up to a united struggle for their rights, for a lowering of the fares on city transport, for lowering of the prices on basis foodstuffs and medicines and for the lowering of tariffs for housing – communal services.

1. In Autumn 2007, the imperialist world has been hit by another deep crisis. It started out as a credit crunch on the mortgage market which developed in the USA and spread to other major states. In the following year the mortgage crisis had grew into a crisis of the entire financial system of imperialism, which had again begun in the USA and shaking to the very foundations the entire financial system of the world of capital.

By the end of last year, the financial crisis hit the real sector of the economy, slowing the rate of development of the leading states of the planet (that is, towards recession of the economy) – the USA, EU countries, Russia, China and others.

As a result, a number of banking institution have gone bankrupt, enterprises are closing down, millions of people are being thrown onto the streets and have no means of survival.

This crisis bears witness to the fact of the complete bankruptcy of capitalism at its highest imperialist stage and of the inevitable collapse of the entire imperialist system.

2. The world crisis has hit hard the economy of Ukraine, closely connected with the world imperialist economy and being it vassal.

In November 2008, GDP of Ukraine fell by 14.4% compared to November the previous year. Industry has been hit even harder. Many enterprises in all regions of Ukraine have started closing and are stopping production.

Unemployment is rising fast. Millions of people are being thrown onto the streets and have nothing to live on.

The state budget deficit of 2008 figures and the forecast for the first quarter of 2009 stands at up to 50 billion gryvna, that places under threat all social handouts. Millions of pensioners, government workers may remain without pensions and salaries.

Prices are fast rising on foodstuffs, vital products, tariffs in the housing –communal sector as well as transport.

Before the working people the ghost of death by starvation has appeared.

3. In these conditions the authorities in Ukraine have found nothing better other than to dump the responsibility for the collapse of the economy of Ukraine onto each other. The president for all deadly sins is blaming the Prime-Minister, that one replies with mutual accusations against the president.

In order to distract the attention of the working people of Ukraine away from the their developing problems as a result of the criminal anti-people’s policies in all branches of the bourgeois power, president Yushenko continues to force on people the anti-communist, anti-Stalin hysteria about the so-called “famine of 1932-1933” and is proudly boasting about how great Bander and Mazep and other traitors and butchers of the people of Ukraine are, forcefully pleasing their overseas US masters and carrying on anti-Russian policies, doing everything to pit brotherly Ukrainian and Russian peoples against each other.

We see now the classic “crisis of the uppers”, when the power can no longer run the state and is searching for a way out in mutual accusations and blackening of our glorious Soviet past.

A “crisis of the lowers” is growing, when the working people have no other way out of the catastrophic situation except to rise up to the struggle for their rights.

The AUCPB order that:

1. In this situation all party organisation of the AUCPB, every Bolshevik must actively take part in the struggle of the working people for their rights, to be in the vanguard in this struggle, instilling class consciousness into the ranks of the fighting people, giving the struggle a deliberate revolutionary character, directing the struggle of the working people towards their liberation from exploitation and oppression and the overthrowing of the power of capital.

With this aim, to activate the distribution of Bolshevik press material, to set up the systematic publication of leaflets exposing the anti-people’s actions of the local authorities and the management of enterprises and institutions that have stopped production and mercilessly thrown people onto the streets.

2. Large significance with this will be in the mastering by every Bolshevik, the skills of professional revolutionary work and struggle, knowing how to work in the depths of the masses, to carry out agitation-propagand a and organizational work in the masses, “with patience and willpower make professional revolutionaries of ourselves” (V.I. Lenin)
