Struggle against Imperialists' Ideological and Cultural Poisoning Called for
Pyongyang, February 26 (KCNA) -- The people of the revolutionary countries and other countries desirous of independence should decisively foil the imperialists' ideological and cultural poisoning with a revolutionary ideological offensive in order to achieve the independent development and prosperity of their countries and nations and victoriously advance the human cause of global independence, says Rodong Sinmun today in a signed article.

Now the international relations develop and relations between countries and nations become closer, while cooperation and exchanges get brisk in different fields. The imperialists regard this as a golden chance of widely disseminating their decadent bourgeois ideology and culture among other countries.
They are apt to utter such glossy words as "cultural exchange" and "development of human civilization." They label those countries which keep their doors shut to the ideological and cultural poisoning "closed society" and "dictatorial state" and force them to open their doors, advocating "freedom of thinking" and "theory of culture having no boundary."
The reality requires the world progressives to clearly see through the essence and danger of the imperialists' moves for ideological and cultural poisoning and heighten vigilance against them.
History proves that if ideology is neglected and ideological work given up in socialist society, the people will get ideologically ill, everything socialist will be degenerated and destroyed. And they will not be able to defend socialism no matter what strong economic and military potentials they have in case their socialist ideological position collapses.
Any attempt to allow the imperialists to disseminate the reactionary bourgeois ideology and culture and way of life under the signboard of "exchange and cooperation" would entail grave consequences.
It is necessary to strictly guard against the infiltration of the decadent imperialist culture which is like narcotic benumbing the sound spirit of the people and, at the same time, expose the reactionary nature and danger of the imperialists' ideological and cultural poisoning and take practical measures to frustrate it.

ABOUT THE PRESENT DAY INTERNATIONAL SITUATION AND THE FOREIGN POLICY OF RUSSIA’S RULING CIRCLES
The character of of the present-day international situation hardly very simple to evaluate. It is hard to call it stable, but it would be obviously mistaken to believe it to be explosive. More accurately it can be characterised as very unstable, fraught with many threats and dangers for international peace.
The general crisis of capitalism continues. However, imperialism having gained major positions and launch platforms from socialism, is attempting to not only to strengthen them, but to also develop an attack. The goal of defeating socialism in China, Vietnam, the DPRK and in Cuba remains the main aim of international imperialism, with this, mission No 1 for obvious reasons is the Peoples Republic of China. Together with this, imperialism is carrying out an attack against those countries which had preserved their anti-imperialist regimes (Iraq, under Saddam Hussein, Iran, Zimbabwe, and the Democratic Peoples Republic of Congo, and aims to suppress any tendencies which pose a threat to it in the foreign policies of such larges countries as India, Egypt, Brazil and Mexico, and defeat enclaves of the national-liberation movement in Columbia and Indonesia, India and in a number of other countries.
Naturally, special attention is paid by imperialism, especially US imperialism to Russia. All the significant aspects of the political, economic and social life of the country are held in their view. The main aim is to isolate Russia from the countries of the CIS (former Soviet republics), and to move the aggressive NATO bloc as close as possible to its borders, weaken Russia, divide it into separate parts and create the conditions for the unlimited plundering of its resources by international capital. At the same time, the USA have been acting and will act hand in hand with the Russian regime in order not to allow a revolutionary uplift in Russia and at any cost avert the revival of the Soviet Union. In the case of such a threat becoming a reality, direct intervention by the USA cannot be excluded with the connivance of the Russian regime.
Carrying out an attack on socialism and progressive forces, imperialism flexes its military muscles. The military budgets of the USA and other imperialist countries are increasing, and the armed forces are being updated in such a way that they correspond fully to the demands of a modern-day war. There has been no noticeable reduction in the militarization of the economy of the imperialist countries. The military-industrial complex are operating in a stable manner, without interruption, and mainly – re-orienting themselves over to the production of ever more modern-day type of weapons. The US war machine is tearing into space, and on the other hand, in connection with the sharp reduction in US financing of the International space station and the downing of the “Mir” space station, the future of Russian space program is placed under direct threat.
Many preparatory stages have been implemented, the US administration forcing through the construction of the so-called national anti-missile defence covering the entire territory of the USA, which creates the possibility for Washington to hide behind this shield and carry out acts of aggression around the world.
NATO continues to expand into the East. Poland, Czech republic, Hungary, Romania, Slovakia and the Baltic states. The present regimes in Ukraine and Georgia are eager to join NATO too. In Europe, fast reaction forces are being formed (50- 60 thousand strong). The EU is expanding, and with the adoption of Poland and Lithuania, Kalingradskaya Region is in an even more isolated position from Russia. The US-Japanese military alliance, and its sphere of action is spread into the regions of the Far East, Korea and Taiwan. 37 thousand US troops are stationed in South Korea. Talks have been underway on the forming of missile shields directed at the neutralization of the missile threat from China and the DPRK, Iraq (before the US invasion) and Iran, with growing plans to form a missile shield in the Pacific region.
Aiming to be the only superpower, the USA is trying to bring about the long-standing dream of American imperialism – to gain world domination. The main mechanisms in the achieving of this aim are NATO and other military blocs, scattered across all continents of the world. International economic organizations are used, such as International Bank for Reconstruction and Development and the IMF. The positions of the USA in the WTO are strengthening as well as in the organization of American states, in NAFTA, and an attack on the dominating political positions in the OBSE, towards the subordination of the activity of this common European organization to NATO strategy. All kinds of coaxing and strengthening regimes with which by one or another reason are given the role of the main strongholds of US expansion in this or that region (Israel in the Middle East, Argentina in Latin America, Georgia in the Trans-Caucasus, Uzbekistan in Central Asia, etc.).
For advancing American so-called “national interests”, a number of activities in the framework of the strategy of globalization and forcefully propagated conception “provision of human rights”, “humanitarian catastrophes” and allowing “limited sovereignty” of states.
Most important significance is given to the plans for reorganizing the United Nations, the aim being to undermine the basis of its activity – the rule of unanimity of the permanent members if the Security Council on questions of maintaining peace and security. With this, it is a lot easier for the US to take on the function of the world’s policeman by way, for example of imperialist interfering in the internal affairs if states under the flag of the United Nations and using its mechanisms. Nevertheless, in accordance with the decision by the NATO session in April 1999, the USA when necessary does not even have to take into account any decision by the UN, like in the case of Yugoslavia and in the case of present day Iraq.
Everything that has been said above, I repeat, does not mean the disappearance of a general crisis of capitalism. It, however, has been slowed down by the breakup of the Soviet Union and continues and is to a large extent – irreversible. It comes about in the continued existence and strengthening of socialist states, in the international workers’ and communist movement, although it in much is infected with opportunism, in the national liberation struggle of peoples against imperialism and neo-colonialism (Indonesia, Brazil, Columbia, Mexico, Ecuador and others). In connection with this, one needs to remind oneself of the inter-imperialist contradictions which over the past few years have appeared acutely in the relations between the USA and the EU, where Germany ever more plays the leading role, and also between the USA and Japan in the sphere of trade and economics. It is important to bear in mind the growing crisis phenomena in the economies of the countries of imperialism, including the USA.
It is especially important to talk about the deepening crisis in the relations of the main imperialist powers with the poorest and developing states of Asia, Africa and Latin America that is acceptable to signify as a conflict between the North and the South. The world’s attention was fixed to this problem in connection with the mass actions of the working people in front of the forums of the “globalizers” in Seattle, Nice, and in Davos. Former general secretary of the UN Kofi Annan in his report to the summit in the UN proclaimed the following facts: on the scale of the entire world, 1 billion people living in the developed countries receive 60% of the entire income of the world, but 3.25 billion people in the countries of low income earn less than 20%. And more: 20% of the world’s population earn less than 1 dollar per day. It is understandable that this is explosive material for imperialism.

Now we go on to Russia’s foreign policy. In its character, it was and is an imperialist policy. With this, it cannot but tell on the special characteristic of Russian capitalism, (at the time of writing of this article) as wild, extremely corrupt, oligarchic and torn apart by the struggle between clans and also the character of the Russian state, extremely weakened by reforms, carved up territorially and isolated from its neighbours and having lost its own natural allies in the West, South and East. The wars in Chechnya unleashed by the Russian ruling circles, no matter what the plausible explanations they were covered by, leave an irremovable dark stain on the history of our fatherland and lead to the weakening of an already shaky position of Russia on the international arena.
Russia’s foreigh policy under Putin (at time of writing this article) –was a logical continuation of the policy of the Yeltsinist regime. The difference lies only in the fact that it has to operate in conditions, when the limit of possible of further concessions to the West are reduced, like shagreen leather, which makes it necessary for Russian diplomacy to display flexibilty and resourcefulness, fake firmness and inventiveness, widely use for its own ends, methods of information cover and propaganda, to attract under the guise of “professionals”, homegrown and foreign specialists for fooling the people and paralyzing their will. One has to immediately say that the Zyuganovites have provided a lot of assistance to the Russian establishment in this affair, which in the aim of getting closer to power have already for a whole year (at the time of this article) “pondered” over whether or not Putin’s foreign policy had been useful to Russia’s national interests, and had in all kinds of ways attempted to shield the president and write off all of his obvious sins in this area, onto the government and Ministry of Internal Affairs (MID), attributing to themselves to what they see as “achievement in the president’s foreign policy”.
How has Russia’s foreign policy been formed? It is completely obvious that it has been heavily influenced by pro-western groups, who have rootd themselves into the president’s administration, in the Security Council, in the MID, in economic, military, scientific and othe state departments since the time of Gorbachev and the counter-revolutiona ry coup of 1991. Groups of supporters of “Russia’s national interests”, it seems opposed them, those who had been selected by the president mainly from a number of former high ranking KGB personel, who had betrayed the Soviet Motherland and now under the guise of “patriots” are trying to occupy key positions of power (at time of writing). It is clear that both these groups which in different levels call themselves “Moscow” or “Petersburg” groups, directly and indirectly reflect the interests of comprador and national capital of Russia.
It is hardly surprising that with such a state of affairs, Russia’s foreign policy at one time connected fully by certain obligations in partnership with the USA and NATO and contantly being subjected to pressure on their part, and then even to open threats, differs in extreme inbalance, and actiosn being taken by it on the international arena, right up to even being contradictory and ambiguous in character. It would be, however, a deep mistake not to see with all of this its anti-people, pro-imperialist and capitulative character. This is very apparent in the ratification by the state Duma, with the president and government’s blessing, the START-2 treaty. We see such an act as an act of national betrayal, as stated in the Statement by the CC AUCPB and the All-Union information centre on questions of struggle against imperialism and neo-colonialism (VITs) from 14 April 2000. The period following this had confirmed the correctness of our judgement of this.
The recent proposals by Russia (at the time of article), directed at the USA and containing a plan to build a European anti-ballistic missile defence shield, envisaging defence from short-range to medium range missiles in exchange for the USA not withdrawing from the ABM Treaty of 1972, and as was expected, that was ignored by Washington. Moreover, they were interpreted in such a way that Russia, in general, recognizes the threat of missile attacks in Europe from “rogue states”, and meaning by this, weakening its earlier stated categorical rejection of plans to construct new US missile defence shield. In the same way, the new (at time of writing) US administration ignored the statements made by the Russian top brass about the possibility of adequate measures, if the USA withdraws from the ABM 1972. A clearly expressed policy on erecting a missile shield and Washington only finds ways of dragging Russian into talks, hoping and with grounds for this, that one way or another it will force Russian to make peace with this decision. One cannot let pass the fact that before this, Russia had completely normalized its relations with NATO, violated after the US aggression into Yugoslavia in March 1999. The opening in Moscow of the NATO Information Centre in Moscow in February 2002 had in a way completed this process, which was welcomed with joy by pro-Western minded circles in Russia.
In all of their contacts in the West and East, the president of the Russian Federation shows extreme caution in order not to hurt the USA. And it is no coincidence that in the conception of the foreign policy of the RF signed by Putin in July 2000 talks about the aim of Russia towards “preserving the infrastructure of Russian-American cooperation formed over a decade”, about the aim useful to the US “not to allow a pause in relations, breaks in the process of talks on mainly political, military and economic questions”. And really the “normalization” of relations of Russia and NATO is not a bridge to the further strengthening of a strategic partnership of Russia with US imperialism?
The policy of Russia on the Balkans and in the Middle East in essence is the encouragement of expansion and aggression actions by the USA in these strategically important regions. The principle judgment of this policy is given in the Statement of the CC AUCPB and VITs from 13 October 2000. The events in the Balkans at that time (the overthrowing of the S. Milosevich regime in Yugoslavia, the threat of withdrawal of Chernogory from the makeup of the sovereign republic of Yugoslavia, the prevocational actions encouraged by the imperialists of the puppet Albanian regime in Kosovo, Macedonia and Serbia, the activating of the activity illegally created with the assistance of Russia of the Hague Tribunal with the aim of arresting the Serbian leaders, and also in the Middle East with the resumption of the bombing of Iraq and other actions directed at the overthrowing of the anti-imperialist regime of Saddam Hussein, an unheard of concentration of the US Armed Forces in the Persian Gulf, fully confirms our analysis made in the above document of the CC AUCPB. Russia practically made peace with the scandalous violations of resolution 1244 from 12 June 1999 of the UN security Council on Kosovo, cannot and does not even have the desire to take the initiative to put in the UN Security Council the question on the speedy removal of all sanctions against Iraq. Bosnia and Herztogovina, Horvat and Slovenia began talking about entrance into NATO. Is there anything surprising in this, if Russia’s president publicly allowed in his speech, the entrance of Austria into NATO?
Russia’s president complained about them not wanting Russia to join NATO. But he may be calmed by the fact that NATO will eventually allow Russia to join NATO, but only when Russian has been completely weakened and when it can be fully manipulated, more so if they will be successful in splitting it up into small parts. Then the men of NATO will enter their star hour- to try and use Russian cannon fodder in a possible war against China.
V. Putin’s visits to China, DPRK, Vietnam and to Cuba naturally cannot be put down to the president and his encirclement’s love for socialism. The most “advanced” of the Zyuganovites may get mixed up on this one. Materials on the visits of Russia’s president to the socialist countries, including in the many documents published in printed matter can be read, so there is no need to cite them here. I just want to remind the reader that (at that time) Russia was preparing to sign a treaty on cooperation with China and a visit to Russia was on the horizon of leader of the DPRK, Comrade Kim Jong Il. What can be said concerning this? Firstly, we should be happy for our friends. This, in essence, is a break away from that political isolation that imperialism has attempted and attempts to unleash. This undoubtedly is a victory in the line of peaceful coexistence with capitalism, that is, of that same line which, obviously with corrections to the specifics, was carried out by V.I. Lenin in relation to capitalist countries. To a certain extent, this line carries class content and correlates with the principle of proletarian internationalism – the question again in much, tied in with the specifics of the situation in each of the countries. Of course, some people may grate on rumours when the Russian president is called an outstanding statesman and arrange luxurious receptions not only in China, but also in Pyongyang, Hanoi and Havana. However, these protocol special qualities cannot overshadow that true benefit which the socialist countries gain from cooperation with Russia, including and in the military sphere, but the class approach lies foremost in the true achievements of these countries in the construction of socialism. We have to also bear in mind also the firm anti-imperialist line of all the countries of socialism in the questions of peace and security, for instance on questions concerning the new US anti-ballistic missile shield, the situation in the Balkans and the Middle East, in Asia and other areas.
On the other hand, Russia’s policy in relation to the countries of socialism is dictated, firstly by the aim of tearing itself away from the habitual circle of mutual relations with mainly the West, and moreover, that NATO has all the more become arrogant and has not taken Russia’s interests into account. With this, it is impossible not to notice one interesting characteristic. Attempting to ease the crisis situation in the country, Russia’s ruling circles have actively occupied themselves with an ever more profitable business – the arms trade, and the suitable markets for this can be found in India and South Korea, only in China, Vietnam and other countries of socialism. Indeed Europe, he rich countries of the Persian Gulf, Latin America orientate themselves towards the West for the purchase of weapons and high hopes which the Russian arms dealers experienced at the start of the 90-s in relation to these regions, have disappeared like mirages in the desert. There are of course, other purely economic benefits which Russia gains from cooperation with the countries of socialism.
The president’s visits to the socialist countries, as was expected brought about heart-rending tears and true hysterics on part of the most reactionary, pro-Western forces in the Russian ruling circles. The rivers of filth and slander were unleashed on the leaders of socialist countries, who had dared to turn their faces towards Russia. It is completely obvious also that the activity of the USA and other imperialist powers, their agents of influence and the “fifth columns” is being activated, directed at undermining socialism in the People’s Republic of China, the DPRK, Vietnam and Cuba. In short, imperialism and Russian reaction are acting in this direction on a united front. And I repeat, mission No 1 here is the Chinese People’s Republic, where there is an acute class struggle, the outcome of which the fate of socialism will depend. The line of the AUCPB is clear and concise. It is expressed in the numerous congratulatory telegrams signed by the General Secretary of the AUCPB Comrade Andreeva, addressed to the General Secretary of the CC CPC Comrade Zen Zemin, in the materials adopted at the II Congress of the AUCPB on the world revolutionary process and in other documents of the Central Committee of the AUCPB. Therefore, and all publications in our party press on the Chinese problems naturally have to be reflected with this clear and concise line of the AUCPB.
A pleasant factor lies in the fact that in recent years, socialist countries have been strengthening their mutual relations including in international and regional affairs, providing mutual assistance to each other in solving pressing economic problems and exchanging experience of socialist construction. A sign of this happening was the 9-day visit by Kim Jong Il to China in January 2008. Namely these contacts with China, in full view, will play a defining view in the advancement of the proposal of the DPRK about the peaceful unification of Korea. Russia’s role in the relationship is hardly worth exaggerating, especially in the light of the negotiations on the supply of large batches of weapons to South Korea, which had been achieved after Putin’s visit to Seoul, and also by reason of a wild propaganda campaign against the DPRK, unleashed by the Russian mass media. Besides, much in this will depend on also the results of the visit to Russia by Comrade Kim Jong Il.
Some word now on the policy of Russia’s ruling circles in relation to the independent states, the former Soviet republics of the USSR. What is new here is that Russia at present, has been occupied with an almost cardinal re-look at integration in the framework of the CIS (Commonwealth of Independent States) and, as has been officially declared, the main emphasis will be now be placed on two-sided relations with these countries, like with the Baltic states. In essence, this is a recognition of the collapse in the policy of integration on a capitalist basis. To a large degree by fault of Russia, the formation of a Union state between Russia and Belarus is dragging its feet, and by this, pro-Western forces in Russia’s ruling circles are actively hindering this process. In these conditions, we have to continue to come out in favour of a development in the processes of integration across the entire territory of the Soviet Union, bearing in mind that this will be in one way or another further enable a merging of forces who are struggling for socialism. Together with this, it is important to unmask the imperialist tendencies in the policy of Russia’s ruling circles in these regions, bearing in mind the line of Russian reaction in line with international imperialism with the aim of carrying out reprisals against those who are unfavorable towards their regimes, and drag these countries into military blocks and imperialist strategies.
In the light of what has been said, it must be said that out tasks must be to consistently unmask the policy of imperialism and connivance by its aggressive actions on part of Russia’s ruling circles, with this we in no way should weaken our criticism of modern-day revisionism, including its position on international affairs. Large significance is placed on the organisation of mass acts of protest against the most outrageous appearance of the aggressive policies of imperialism. And finally, from here on, and not the last thing in significance – it is necessary to systematically study at all levels the Leninist theory of imperialism, the works of V.I. Lenin and J.V. Stalin, in which questions are dealt with about the struggle against imperialism and neo-colonialism.

SOCIALISM IS CREATING MIRICLES!
In December 2008, 36 years had passed since the day the Constitution of the DPRK was adopted. The fundamental law of the country, and a step undertaken by the Workers’ Party of Korea, the socialist system, the leadership of Kim Il Sung and Kim Jong Il being the main reasons for the great successes in this state. Even in our country – the USSR, there were never so many social guarantees. We’ll talk about these now.
1. In the DPRK, there is no crime, therefore there is no militia (police force).
2. Citizens of North Korea do not pay any taxes.
3. Young families, just starting out, are given apartments for free, with a area size of 120 sq.metres. And all the furniture and kitchen utensils are also supplied to them for free.
4. Thanks to the politics of “Juche” (“self reliance”), the planned, non-market economy, the DPRK is virtually not suffering from the world economic crisis.
5. Hair salons are completely free.
6. Twice a year, school children and students are given for free their uniform and study materials.
7. All newspapers are free.
8. Entrance to theatres in the DPRK are free (no need to buy tickets). Just go in and watch.
9. Health resorts are completely free.
10. In the DPRK there are hardly any divorces, although the right to divorce, is naturally guaranteed by the Constitution and laws of the country.
11. The education of the young up and coming generation in North Korea has achieved impressive successes. In the towns and villages you won’t see women smoking. Alcohol consumption is minimal and there is no drunkenness. The streets are very clean. A North Korean having throwing litter on the ground knows that he is creating problems for himself and the environment. All of this has been achieved by way of persuasion and not by means of punitive fines and bans.
This is by far not the entire list of achievements of socialism in the DPRK. We have only stopped on a few of its characteristics.
These are some of the great successes with a socialist system is capable of! Russia and the other republics of the USSR must aim towards this in order to solve all of today’s problems.
The fairytales about “famine in the DPRK” are so false and so untrue. The bourgeoisie arrogantly slanders the socialist state with one aim – so that workers and peasants do not find out the Truth, do not organise a Proletarian revolution in their own countries and did not use the example of the Soviet Union or the DPRK.
Comrades! To hell with all the bourgeoisie – the bloodsuckers, Zionists, Chubaises, Bushes and Putins –We shall do in the Soviet Union like what is done in the DPRK!

From the editorial board: On 18 January 2009, operation “Molten lead” ended. Israel declared a ceasefire. Afterwards, the HAMAS movement declared the same. According to information agencies, the Palestinians lost around 1300 people – killed, and 5 thousand wounded, 1446 of them being children. More than 400 of those wounded are in a serious or critical condition. The majority of those Palestinians who had been killed were peaceful residents. There were 13 Israelis killed and about 150 wounded. (According to HAMAS, during the land offensive phase of the war, 26-28 Israeli soldiers were killed). The present Israeli crimes are in much analogous to the crimes committed by the German fascists in the years of the Great Patriotic War in the USSR. For example, in Beit-Lakhin and Dzhebali, Israeli soldiers deliberately drove and locked into separate houses whole groups of peaceful residents, and then afterwards destroyed them by direct missile-artillery fire.
91st ANNIVERSARY SINCE THE FORMATION OF THE SOVIET ARMED FORCES
The CC AUCPB congratulates the veterans of the Great Patriotic War, veterans of the Armed Forces of the USSR and all Soviet citizens on the 91st anniversary of the formation of the Soviet Armed Forces.
The history of the Workers’-Peasants’ Red Army is an immeasurable part of the history of the Soviet state, the history of the struggle of the proletariat and toiling peasantry under the leadership of the party of Bolsheviks in defence of the achievements of the Great October Socialist Revolution, for the formation of a new socialist society against the forces of internal and foreign counter-revolution.
Up until the end of 1991, the Soviet Armed Forces, equipped with the latest achievements in military science and technology, were a reliable shield against the ambitions of the imperialist aggressors towards unleashing a third world war, a guarantor for the integrity and security of the Soviet state.
They were destroyed, just like the entire Soviet state, not on the basis of weakness, but by the betrayal of the highest echelons of power in the party and state apparatus of the USSR.
With the destruction of the Soviet state and the Soviet Armed Forces, Soviet military science has not suffered defeat, and it will still be in demand in the future, with the destruction of the forces of the temporarily victorious counter-revolution inside the USSR.

RISE UP TO THE STRUGGLE FOR YOUR RIGHTS!
From the beginning of November 2008, the bourgeois authorities in Kiev led by mayor L. Chernovetsky, raised the city transport fares (underground, trolleybuses and trams) by 4 times – from 50 kopecks to 2 gryvna. As a result, the people of Kiev commuting to and from work each day on the transport have to pay no less than 8 gryvna (transport to the underground train and afterwards on the underground = 4 gryvna, and back, a further 4 gryvna). And already after raising the fares, the workers on the underground trains, speaking on TV declared that the underground is working at a loss. This means that the fares on city transport will be going up again.
At the same time, the representatives of the older generation clearly remember that under Soviet power, a ride on the underground train and on a bus stood at 5 kopecks, on a trolleybus – 4 kopecks, on a tram – 3 kopecks. The city transport in Kiev worked around the clock and not at a loss. And the workers of the city transport, especially those on the underground earned a good wage. And everybody was happy, both the passengers and the worker.
But this was Soviet power, the power of the working people, which constantly cared about the people.
Today’s bourgeois power cares only of one thing – of how stuff more profits into their wallets and get rich off the backs of ordinary people like you and I.
The price of bread is constantly going up, along with the prices of other most vital foodstuffs. And the tariffs on housing and communal services are growing along with a sharp decline on the quality of the services themselves. The cost of prescriptions for medicines etc. have all gone up.
WE CALL ON ALL THE RESIDENTS OF KIEV to rise up to a united struggle for their rights, for a lowering of the fares on city transport, for lowering of the prices on basis foodstuffs and medicines and for the lowering of tariffs for housing – communal services.

NOTES:
1. In Autumn 2007, the imperialist world has been hit by another deep crisis. It started out as a credit crunch on the mortgage market which developed in the USA and spread to other major states. In the following year the mortgage crisis had grew into a crisis of the entire financial system of imperialism, which had again begun in the USA and shaking to the very foundations the entire financial system of the world of capital.
By the end of last year, the financial crisis hit the real sector of the economy, slowing the rate of development of the leading states of the planet (that is, towards recession of the economy) – the USA, EU countries, Russia, China and others.
As a result, a number of banking institution have gone bankrupt, enterprises are closing down, millions of people are being thrown onto the streets and have no means of survival.
This crisis bears witness to the fact of the complete bankruptcy of capitalism at its highest imperialist stage and of the inevitable collapse of the entire imperialist system.
2. The world crisis has hit hard the economy of Ukraine, closely connected with the world imperialist economy and being it vassal.
In November 2008, GDP of Ukraine fell by 14.4% compared to November the previous year. Industry has been hit even harder. Many enterprises in all regions of Ukraine have started closing and are stopping production.
Unemployment is rising fast. Millions of people are being thrown onto the streets and have nothing to live on.
The state budget deficit of 2008 figures and the forecast for the first quarter of 2009 stands at up to 50 billion gryvna, that places under threat all social handouts. Millions of pensioners, government workers may remain without pensions and salaries.
Prices are fast rising on foodstuffs, vital products, tariffs in the housing –communal sector as well as transport.
Before the working people the ghost of death by starvation has appeared.
3. In these conditions the authorities in Ukraine have found nothing better other than to dump the responsibility for the collapse of the economy of Ukraine onto each other. The president for all deadly sins is blaming the Prime-Minister, that one replies with mutual accusations against the president.
In order to distract the attention of the working people of Ukraine away from the their developing problems as a result of the criminal anti-people’s policies in all branches of the bourgeois power, president Yushenko continues to force on people the anti-communist, anti-Stalin hysteria about the so-called “famine of 1932-1933” and is proudly boasting about how great Bander and Mazep and other traitors and butchers of the people of Ukraine are, forcefully pleasing their overseas US masters and carrying on anti-Russian policies, doing everything to pit brotherly Ukrainian and Russian peoples against each other.
We see now the classic “crisis of the uppers”, when the power can no longer run the state and is searching for a way out in mutual accusations and blackening of our glorious Soviet past.
A “crisis of the lowers” is growing, when the working people have no other way out of the catastrophic situation except to rise up to the struggle for their rights.
The AUCPB order that:
1. In this situation all party organisation of the AUCPB, every Bolshevik must actively take part in the struggle of the working people for their rights, to be in the vanguard in this struggle, instilling class consciousness into the ranks of the fighting people, giving the struggle a deliberate revolutionary character, directing the struggle of the working people towards their liberation from exploitation and oppression and the overthrowing of the power of capital.
With this aim, to activate the distribution of Bolshevik press material, to set up the systematic publication of leaflets exposing the anti-people’s actions of the local authorities and the management of enterprises and institutions that have stopped production and mercilessly thrown people onto the streets.
2. Large significance with this will be in the mastering by every Bolshevik, the skills of professional revolutionary work and struggle, knowing how to work in the depths of the masses, to carry out agitation-propagand a and organizational work in the masses, “with patience and willpower make professional revolutionaries of ourselves” (V.I. ABOUT THE PRESENT DAY INTERNATIONAL SITUATION AND THE FOREIGN POLICY OF RUSSIA’S RULING CIRCLES
The character of of the present-day international situation hardly very simple to evaluate. It is hard to call it stable, but it would be obviously mistaken to believe it to be explosive. More accurately it can be characterised as very unstable, fraught with many threats and dangers for international peace.
The general crisis of capitalism continues. However, imperialism having gained major positions and launch platforms from socialism, is attempting to not only to strengthen them, but to also develop an attack. The goal of defeating socialism in China, Vietnam, the DPRK and in Cuba remains the main aim of international imperialism, with this, mission No 1 for obvious reasons is the Peoples Republic of China. Together with this, imperialism is carrying out an attack against those countries which had preserved their anti-imperialist regimes (Iraq, under Saddam Hussein, Iran, Zimbabwe, and the Democratic Peoples Republic of Congo, and aims to suppress any tendencies which pose a threat to it in the foreign policies of such larges countries as India, Egypt, Brazil and Mexico, and defeat enclaves of the national-liberation movement in Columbia and Indonesia, India and in a number of other countries.
Naturally, special attention is paid by imperialism, especially US imperialism to Russia. All the significant aspects of the political, economic and social life of the country are held in their view. The main aim is to isolate Russia from the countries of the CIS (former Soviet republics), and to move the aggressive NATO bloc as close as possible to its borders, weaken Russia, divide it into separate parts and create the conditions for the unlimited plundering of its resources by international capital. At the same time, the USA have been acting and will act hand in hand with the Russian regime in order not to allow a revolutionary uplift in Russia and at any cost avert the revival of the Soviet Union. In the case of such a threat becoming a reality, direct intervention by the USA cannot be excluded with the connivance of the Russian regime.
Carrying out an attack on socialism and progressive forces, imperialism flexes its military muscles. The military budgets of the USA and other imperialist countries are increasing, and the armed forces are being updated in such a way that they correspond fully to the demands of a modern-day war. There has been no noticeable reduction in the militarization of the economy of the imperialist countries. The military-industrial complex are operating in a stable manner, without interruption, and mainly – re-orienting themselves over to the production of ever more modern-day type of weapons. The US war machine is tearing into space, and on the other hand, in connection with the sharp reduction in US financing of the International space station and the downing of the “Mir” space station, the future of Russian space program is placed under direct threat.
Many preparatory stages have been implemented, the US administration forcing through the construction of the so-called national anti-missile defence covering the entire territory of the USA, which creates the possibility for Washington to hide behind this shield and carry out acts of aggression around the world.
NATO continues to expand into the East. Poland, Czech republic, Hungary, Romania, Slovakia and the Baltic states. The present regimes in Ukraine and Georgia are eager to join NATO too. In Europe, fast reaction forces are being formed (50- 60 thousand strong). The EU is expanding, and with the adoption of Poland and Lithuania, Kalingradskaya Region is in an even more isolated position from Russia. The US-Japanese military alliance, and its sphere of action is spread into the regions of the Far East, Korea and Taiwan. 37 thousand US troops are stationed in South Korea. Talks have been underway on the forming of missile shields directed at the neutralization of the missile threat from China and the DPRK, Iraq (before the US invasion) and Iran, with growing plans to form a missile shield in the Pacific region.
Aiming to be the only superpower, the USA is trying to bring about the long-standing dream of American imperialism – to gain world domination. The main mechanisms in the achieving of this aim are NATO and other military blocs, scattered across all continents of the world. International economic organizations are used, such as International Bank for Reconstruction and Development and the IMF. The positions of the USA in the WTO are strengthening as well as in the organization of American states, in NAFTA, and an attack on the dominating political positions in the OBSE, towards the subordination of the activity of this common European organization to NATO strategy. All kinds of coaxing and strengthening regimes with which by one or another reason are given the role of the main strongholds of US expansion in this or that region (Israel in the Middle East, Argentina in Latin America, Georgia in the Trans-Caucasus, Uzbekistan in Central Asia, etc.).
For advancing American so-called “national interests”, a number of activities in the framework of the strategy of globalization and forcefully propagated conception “provision of human rights”, “humanitarian catastrophes” and allowing “limited sovereignty” of states.
Most important significance is given to the plans for reorganizing the United Nations, the aim being to undermine the basis of its activity – the rule of unanimity of the permanent members if the Security Council on questions of maintaining peace and security. With this, it is a lot easier for the US to take on the function of the world’s policeman by way, for example of imperialist interfering in the internal affairs if states under the flag of the United Nations and using its mechanisms. Nevertheless, in accordance with the decision by the NATO session in April 1999, the USA when necessary does not even have to take into account any decision by the UN, like in the case of Yugoslavia and in the case of present day Iraq.
Everything that has been said above, I repeat, does not mean the disappearance of a general crisis of capitalism. It, however, has been slowed down by the breakup of the Soviet Union and continues and is to a large extent – irreversible. It comes about in the continued existence and strengthening of socialist states, in the international workers’ and communist movement, although it in much is infected with opportunism, in the national liberation struggle of peoples against imperialism and neo-colonialism (Indonesia, Brazil, Columbia, Mexico, Ecuador and others). In connection with this, one needs to remind oneself of the inter-imperialist contradictions which over the past few years have appeared acutely in the relations between the USA and the EU, where Germany ever more plays the leading role, and also between the USA and Japan in the sphere of trade and economics. It is important to bear in mind the growing crisis phenomena in the economies of the countries of imperialism, including the USA.
It is especially important to talk about the deepening crisis in the relations of the main imperialist powers with the poorest and developing states of Asia, Africa and Latin America that is acceptable to signify as a conflict between the North and the South. The world’s attention was fixed to this problem in connection with the mass actions of the working people in front of the forums of the “globalizers” in Seattle, Nice, and in Davos. Former general secretary of the UN Kofi Annan in his report to the summit in the UN proclaimed the following facts: on the scale of the entire world, 1 billion people living in the developed countries receive 60% of the entire income of the world, but 3.25 billion people in the countries of low income earn less than 20%. And more: 20% of the world’s population earn less than 1 dollar per day. It is understandable that this is explosive material for imperialism.

Now we go on to Russia’s foreign policy. In its character, it was and is an imperialist policy. With this, it cannot but tell on the special characteristic of Russian capitalism, (at the time of writing of this article) as wild, extremely corrupt, oligarchic and torn apart by the struggle between clans and also the character of the Russian state, extremely weakened by reforms, carved up territorially and isolated from its neighbours and having lost its own natural allies in the West, South and East. The wars in Chechnya unleashed by the Russian ruling circles, no matter what the plausible explanations they were covered by, leave an irremovable dark stain on the history of our fatherland and lead to the weakening of an already shaky position of Russia on the international arena.
Russia’s foreigh policy under Putin (at time of writing this article) –was a logical continuation of the policy of the Yeltsinist regime. The difference lies only in the fact that it has to operate in conditions, when the limit of possible of further concessions to the West are reduced, like shagreen leather, which makes it necessary for Russian diplomacy to display flexibilty and resourcefulness, fake firmness and inventiveness, widely use for its own ends, methods of information cover and propaganda, to attract under the guise of “professionals”, homegrown and foreign specialists for fooling the people and paralyzing their will. One has to immediately say that the Zyuganovites have provided a lot of assistance to the Russian establishment in this affair, which in the aim of getting closer to power have already for a whole year (at the time of this article) “pondered” over whether or not Putin’s foreign policy had been useful to Russia’s national interests, and had in all kinds of ways attempted to shield the president and write off all of his obvious sins in this area, onto the government and Ministry of Internal Affairs (MID), attributing to themselves to what they see as “achievement in the president’s foreign policy”.
How has Russia’s foreign policy been formed? It is completely obvious that it has been heavily influenced by pro-western groups, who have rootd themselves into the president’s administration, in the Security Council, in the MID, in economic, military, scientific and othe state departments since the time of Gorbachev and the counter-revolutiona ry coup of 1991. Groups of supporters of “Russia’s national interests”, it seems opposed them, those who had been selected by the president mainly from a number of former high ranking KGB personel, who had betrayed the Soviet Motherland and now under the guise of “patriots” are trying to occupy key positions of power (at time of writing). It is clear that both these groups which in different levels call themselves “Moscow” or “Petersburg” groups, directly and indirectly reflect the interests of comprador and national capital of Russia.
It is hardly surprising that with such a state of affairs, Russia’s foreign policy at one time connected fully by certain obligations in partnership with the USA and NATO and contantly being subjected to pressure on their part, and then even to open threats, differs in extreme inbalance, and actiosn being taken by it on the international arena, right up to even being contradictory and ambiguous in character. It would be, however, a deep mistake not to see with all of this its anti-people, pro-imperialist and capitulative character. This is very apparent in the ratification by the state Duma, with the president and government’s blessing, the START-2 treaty. We see such an act as an act of national betrayal, as stated in the Statement by the CC AUCPB and the All-Union information centre on questions of struggle against imperialism and neo-colonialism (VITs) from 14 April 2000. The period following this had confirmed the correctness of our judgement of this.
The recent proposals by Russia (at the time of article), directed at the USA and containing a plan to build a European anti-ballistic missile defence shield, envisaging defence from short-range to medium range missiles in exchange for the USA not withdrawing from the ABM Treaty of 1972, and as was expected, that was ignored by Washington. Moreover, they were interpreted in such a way that Russia, in general, recognizes the threat of missile attacks in Europe from “rogue states”, and meaning by this, weakening its earlier stated categorical rejection of plans to construct new US missile defence shield. In the same way, the new (at time of writing) US administration ignored the statements made by the Russian top brass about the possibility of adequate measures, if the USA withdraws from the ABM 1972. A clearly expressed policy on erecting a missile shield and Washington only finds ways of dragging Russian into talks, hoping and with grounds for this, that one way or another it will force Russian to make peace with this decision. One cannot let pass the fact that before this, Russia had completely normalized its relations with NATO, violated after the US aggression into Yugoslavia in March 1999. The opening in Moscow of the NATO Information Centre in Moscow in February 2002 had in a way completed this process, which was welcomed with joy by pro-Western minded circles in Russia.
In all of their contacts in the West and East, the president of the Russian Federation shows extreme caution in order not to hurt the USA. And it is no coincidence that in the conception of the foreign policy of the RF signed by Putin in July 2000 talks about the aim of Russia towards “preserving the infrastructure of Russian-American cooperation formed over a decade”, about the aim useful to the US “not to allow a pause in relations, breaks in the process of talks on mainly political, military and economic questions”. And really the “normalization” of relations of Russia and NATO is not a bridge to the further strengthening of a strategic partnership of Russia with US imperialism?
The policy of Russia on the Balkans and in the Middle East in essence is the encouragement of expansion and aggression actions by the USA in these strategically important regions. The principle judgment of this policy is given in the Statement of the CC AUCPB and VITs from 13 October 2000. The events in the Balkans at that time (the overthrowing of the S. Milosevich regime in Yugoslavia, the threat of withdrawal of Chernogory from the makeup of the sovereign republic of Yugoslavia, the prevocational actions encouraged by the imperialists of the puppet Albanian regime in Kosovo, Macedonia and Serbia, the activating of the activity illegally created with the assistance of Russia of the Hague Tribunal with the aim of arresting the Serbian leaders, and also in the Middle East with the resumption of the bombing of Iraq and other actions directed at the overthrowing of the anti-imperialist regime of Saddam Hussein, an unheard of concentration of the US Armed Forces in the Persian Gulf, fully confirms our analysis made in the above document of the CC AUCPB. Russia practically made peace with the scandalous violations of resolution 1244 from 12 June 1999 of the UN security Council on Kosovo, cannot and does not even have the desire to take the initiative to put in the UN Security Council the question on the speedy removal of all sanctions against Iraq. Bosnia and Herztogovina, Horvat and Slovenia began talking about entrance into NATO. Is there anything surprising in this, if Russia’s president publicly allowed in his speech, the entrance of Austria into NATO?
Russia’s president complained about them not wanting Russia to join NATO. But he may be calmed by the fact that NATO will eventually allow Russia to join NATO, but only when Russian has been completely weakened and when it can be fully manipulated, more so if they will be successful in splitting it up into small parts. Then the men of NATO will enter their star hour- to try and use Russian cannon fodder in a possible war against China.
V. Putin’s visits to China, DPRK, Vietnam and to Cuba naturally cannot be put down to the president and his encirclement’s love for socialism. The most “advanced” of the Zyuganovites may get mixed up on this one. Materials on the visits of Russia’s president to the socialist countries, including in the many documents published in printed matter can be read, so there is no need to cite them here. I just want to remind the reader that (at that time) Russia was preparing to sign a treaty on cooperation with China and a visit to Russia was on the horizon of leader of the DPRK, Comrade Kim Jong Il. What can be said concerning this? Firstly, we should be happy for our friends. This, in essence, is a break away from that political isolation that imperialism has attempted and attempts to unleash. This undoubtedly is a victory in the line of peaceful coexistence with capitalism, that is, of that same line which, obviously with corrections to the specifics, was carried out by V.I. Lenin in relation to capitalist countries. To a certain extent, this line carries class content and correlates with the principle of proletarian internationalism – the question again in much, tied in with the specifics of the situation in each of the countries. Of course, some people may grate on rumours when the Russian president is called an outstanding statesman and arrange luxurious receptions not only in China, but also in Pyongyang, Hanoi and Havana. However, these protocol special qualities cannot overshadow that true benefit which the socialist countries gain from cooperation with Russia, including and in the military sphere, but the class approach lies foremost in the true achievements of these countries in the construction of socialism. We have to also bear in mind also the firm anti-imperialist line of all the countries of socialism in the questions of peace and security, for instance on questions concerning the new US anti-ballistic missile shield, the situation in the Balkans and the Middle East, in Asia and other areas.
On the other hand, Russia’s policy in relation to the countries of socialism is dictated, firstly by the aim of tearing itself away from the habitual circle of mutual relations with mainly the West, and moreover, that NATO has all the more become arrogant and has not taken Russia’s interests into account. With this, it is impossible not to notice one interesting characteristic. Attempting to ease the crisis situation in the country, Russia’s ruling circles have actively occupied themselves with an ever more profitable business – the arms trade, and the suitable markets for this can be found in India and South Korea, only in China, Vietnam and other countries of socialism. Indeed Europe, he rich countries of the Persian Gulf, Latin America orientate themselves towards the West for the purchase of weapons and high hopes which the Russian arms dealers experienced at the start of the 90-s in relation to these regions, have disappeared like mirages in the desert. There are of course, other purely economic benefits which Russia gains from cooperation with the countries of socialism.
The president’s visits to the socialist countries, as was expected brought about heart-rending tears and true hysterics on part of the most reactionary, pro-Western forces in the Russian ruling circles. The rivers of filth and slander were unleashed on the leaders of socialist countries, who had dared to turn their faces towards Russia. It is completely obvious also that the activity of the USA and other imperialist powers, their agents of influence and the “fifth columns” is being activated, directed at undermining socialism in the People’s Republic of China, the DPRK, Vietnam and Cuba. In short, imperialism and Russian reaction are acting in this direction on a united front. And I repeat, mission No 1 here is the Chinese People’s Republic, where there is an acute class struggle, the outcome of which the fate of socialism will depend. The line of the AUCPB is clear and concise. It is expressed in the numerous congratulatory telegrams signed by the General Secretary of the AUCPB Comrade Andreeva, addressed to the General Secretary of the CC CPC Comrade Zen Zemin, in the materials adopted at the II Congress of the AUCPB on the world revolutionary process and in other documents of the Central Committee of the AUCPB. Therefore, and all publications in our party press on the Chinese problems naturally have to be reflected with this clear and concise line of the AUCPB.
A pleasant factor lies in the fact that in recent years, socialist countries have been strengthening their mutual relations including in international and regional affairs, providing mutual assistance to each other in solving pressing economic problems and exchanging experience of socialist construction. A sign of this happening was the 9-day visit by Kim Jong Il to China in January 2008. Namely these contacts with China, in full view, will play a defining view in the advancement of the proposal of the DPRK about the peaceful unification of Korea. Russia’s role in the relationship is hardly worth exaggerating, especially in the light of the negotiations on the supply of large batches of weapons to South Korea, which had been achieved after Putin’s visit to Seoul, and also by reason of a wild propaganda campaign against the DPRK, unleashed by the Russian mass media. Besides, much in this will depend on also the results of the visit to Russia by Comrade Kim Jong Il.
Some word now on the policy of Russia’s ruling circles in relation to the independent states, the former Soviet republics of the USSR. What is new here is that Russia at present, has been occupied with an almost cardinal re-look at integration in the framework of the CIS (Commonwealth of Independent States) and, as has been officially declared, the main emphasis will be now be placed on two-sided relations with these countries, like with the Baltic states. In essence, this is a recognition of the collapse in the policy of integration on a capitalist basis. To a large degree by fault of Russia, the formation of a Union state between Russia and Belarus is dragging its feet, and by this, pro-Western forces in Russia’s ruling circles are actively hindering this process. In these conditions, we have to continue to come out in favour of a development in the processes of integration across the entire territory of the Soviet Union, bearing in mind that this will be in one way or another further enable a merging of forces who are struggling for socialism. Together with this, it is important to unmask the imperialist tendencies in the policy of Russia’s ruling circles in these regions, bearing in mind the line of Russian reaction in line with international imperialism with the aim of carrying out reprisals against those who are unfavorable towards their regimes, and drag these countries into military blocks and imperialist strategies.
In the light of what has been said, it must be said that out tasks must be to consistently unmask the policy of imperialism and connivance by its aggressive actions on part of Russia’s ruling circles, with this we in no way should weaken our criticism of modern-day revisionism, including its position on international affairs. Large significance is placed on the organisation of mass acts of protest against the most outrageous appearance of the aggressive policies of imperialism. And finally, from here on, and not the last thing in significance – it is necessary to systematically study at all levels the Leninist theory of imperialism, the works of V.I. Lenin and J.V. Stalin, in which questions are dealt with about the struggle against imperialism and neo-colonialism.

SOCIALISM IS CREATING MIRICLES!
In December 2008, 36 years had passed since the day the Constitution of the DPRK was adopted. The fundamental law of the country, and a step undertaken by the Workers’ Party of Korea, the socialist system, the leadership of Kim Il Sung and Kim Jong Il being the main reasons for the great successes in this state. Even in our country – the USSR, there were never so many social guarantees. We’ll talk about these now.
1. In the DPRK, there is no crime, therefore there is no militia (police force).
2. Citizens of North Korea do not pay any taxes.
3. Young families, just starting out, are given apartments for free, with a area size of 120 sq.metres. And all the furniture and kitchen utensils are also supplied to them for free.
4. Thanks to the politics of “Juche” (“self reliance”), the planned, non-market economy, the DPRK is virtually not suffering from the world economic crisis.
5. Hair salons are completely free.
6. Twice a year, school children and students are given for free their uniform and study materials.
7. All newspapers are free.
8. Entrance to theatres in the DPRK are free (no need to buy tickets). Just go in and watch.
9. Health resorts are completely free.
10. In the DPRK there are hardly any divorces, although the right to divorce, is naturally guaranteed by the Constitution and laws of the country.
11. The education of the young up and coming generation in North Korea has achieved impressive successes. In the towns and villages you won’t see women smoking. Alcohol consumption is minimal and there is no drunkenness. The streets are very clean. A North Korean having throwing litter on the ground knows that he is creating problems for himself and the environment. All of this has been achieved by way of persuasion and not by means of punitive fines and bans.
This is by far not the entire list of achievements of socialism in the DPRK. We have only stopped on a few of its characteristics.
These are some of the great successes with a socialist system is capable of! Russia and the other republics of the USSR must aim towards this in order to solve all of today’s problems.
The fairytales about “famine in the DPRK” are so false and so untrue. The bourgeoisie arrogantly slanders the socialist state with one aim – so that workers and peasants do not find out the Truth, do not organise a Proletarian revolution in their own countries and did not use the example of the Soviet Union or the DPRK.
Comrades! To hell with all the bourgeoisie – the bloodsuckers, Zionists, Chubaises, Bushes and Putins –We shall do in the Soviet Union like what is done in the DPRK!

From the editorial board: On 18 January 2009, operation “Molten lead” ended. Israel declared a ceasefire. Afterwards, the HAMAS movement declared the same. According to information agencies, the Palestinians lost around 1300 people – killed, and 5 thousand wounded, 1446 of them being children. More than 400 of those wounded are in a serious or critical condition. The majority of those Palestinians who had been killed were peaceful residents. There were 13 Israelis killed and about 150 wounded. (According to HAMAS, during the land offensive phase of the war, 26-28 Israeli soldiers were killed). The present Israeli crimes are in much analogous to the crimes committed by the German fascists in the years of the Great Patriotic War in the USSR. For example, in Beit-Lakhin and Dzhebali, Israeli soldiers deliberately drove and locked into separate houses whole groups of peaceful residents, and then afterwards destroyed them by direct missile-artillery fire.
91st ANNIVERSARY SINCE THE FORMATION OF THE SOVIET ARMED FORCES
The CC AUCPB congratulates the veterans of the Great Patriotic War, veterans of the Armed Forces of the USSR and all Soviet citizens on the 91st anniversary of the formation of the Soviet Armed Forces.
The history of the Workers’-Peasants’ Red Army is an immeasurable part of the history of the Soviet state, the history of the struggle of the proletariat and toiling peasantry under the leadership of the party of Bolsheviks in defence of the achievements of the Great October Socialist Revolution, for the formation of a new socialist society against the forces of internal and foreign counter-revolution.
Up until the end of 1991, the Soviet Armed Forces, equipped with the latest achievements in military science and technology, were a reliable shield against the ambitions of the imperialist aggressors towards unleashing a third world war, a guarantor for the integrity and security of the Soviet state.
They were destroyed, just like the entire Soviet state, not on the basis of weakness, but by the betrayal of the highest echelons of power in the party and state apparatus of the USSR.
With the destruction of the Soviet state and the Soviet Armed Forces, Soviet military science has not suffered defeat, and it will still be in demand in the future, with the destruction of the forces of the temporarily victorious counter-revolution inside the USSR.

RISE UP TO THE STRUGGLE FOR YOUR RIGHTS!
From the beginning of November 2008, the bourgeois authorities in Kiev led by mayor L. Chernovetsky, raised the city transport fares (underground, trolleybuses and trams) by 4 times – from 50 kopecks to 2 gryvna. As a result, the people of Kiev commuting to and from work each day on the transport have to pay no less than 8 gryvna (transport to the underground train and afterwards on the underground = 4 gryvna, and back, a further 4 gryvna). And already after raising the fares, the workers on the underground trains, speaking on TV declared that the underground is working at a loss. This means that the fares on city transport will be going up again.
At the same time, the representatives of the older generation clearly remember that under Soviet power, a ride on the underground train and on a bus stood at 5 kopecks, on a trolleybus – 4 kopecks, on a tram – 3 kopecks. The city transport in Kiev worked around the clock and not at a loss. And the workers of the city transport, especially those on the underground earned a good wage. And everybody was happy, both the passengers and the worker.
But this was Soviet power, the power of the working people, which constantly cared about the people.
Today’s bourgeois power cares only of one thing – of how stuff more profits into their wallets and get rich off the backs of ordinary people like you and I.
The price of bread is constantly going up, along with the prices of other most vital foodstuffs. And the tariffs on housing and communal services are growing along with a sharp decline on the quality of the services themselves. The cost of prescriptions for medicines etc. have all gone up.
WE CALL ON ALL THE RESIDENTS OF KIEV to rise up to a united struggle for their rights, for a lowering of the fares on city transport, for lowering of the prices on basis foodstuffs and medicines and for the lowering of tariffs for housing – communal services.

Having listened and discussed the reports of the Secretary of the CC AUCPB Comrade A.A. Maevsky “The Deepening Crisis of Imperialism And Our Tasks” and “On Professional Bolsheviks- Revolutionaries”, the Buro of the CC AUCPB
NOTES:
1. In Autumn 2007, the imperialist world has been hit by another deep crisis. It started out as a credit crunch on the mortgage market which developed in the USA and spread to other major states. In the following year the mortgage crisis had grew into a crisis of the entire financial system of imperialism, which had again begun in the USA and shaking to the very foundations the entire financial system of the world of capital.
By the end of last year, the financial crisis hit the real sector of the economy, slowing the rate of development of the leading states of the planet (that is, towards recession of the economy) – the USA, EU countries, Russia, China and others.
As a result, a number of banking institution have gone bankrupt, enterprises are closing down, millions of people are being thrown onto the streets and have no means of survival.
This crisis bears witness to the fact of the complete bankruptcy of capitalism at its highest imperialist stage and of the inevitable collapse of the entire imperialist system.
2. The world crisis has hit hard the economy of Ukraine, closely connected with the world imperialist economy and being it vassal.
In November 2008, GDP of Ukraine fell by 14.4% compared to November the previous year. Industry has been hit even harder. Many enterprises in all regions of Ukraine have started closing and are stopping production.
Unemployment is rising fast. Millions of people are being thrown onto the streets and have nothing to live on.
The state budget deficit of 2008 figures and the forecast for the first quarter of 2009 stands at up to 50 billion gryvna, that places under threat all social handouts. Millions of pensioners, government workers may remain without pensions and salaries.
Prices are fast rising on foodstuffs, vital products, tariffs in the housing –communal sector as well as transport.
Before the working people the ghost of death by starvation has appeared.
3. In these conditions the authorities in Ukraine have found nothing better other than to dump the responsibility for the collapse of the economy of Ukraine onto each other. The president for all deadly sins is blaming the Prime-Minister, that one replies with mutual accusations against the president.
In order to distract the attention of the working people of Ukraine away from the their developing problems as a result of the criminal anti-people’s policies in all branches of the bourgeois power, president Yushenko continues to force on people the anti-communist, anti-Stalin hysteria about the so-called “famine of 1932-1933” and is proudly boasting about how great Bander and Mazep and other traitors and butchers of the people of Ukraine are, forcefully pleasing their overseas US masters and carrying on anti-Russian policies, doing everything to pit brotherly Ukrainian and Russian peoples against each other.
We see now the classic “crisis of the uppers”, when the power can no longer run the state and is searching for a way out in mutual accusations and blackening of our glorious Soviet past.
A “crisis of the lowers” is growing, when the working people have no other way out of the catastrophic situation except to rise up to the struggle for their rights.
The AUCPB order that:
1. In this situation all party organisation of the AUCPB, every Bolshevik must actively take part in the struggle of the working people for their rights, to be in the vanguard in this struggle, instilling class consciousness into the ranks of the fighting people, giving the struggle a deliberate revolutionary character, directing the struggle of the working people towards their liberation from exploitation and oppression and the overthrowing of the power of capital.
With this aim, to activate the distribution of Bolshevik press material, to set up the systematic publication of leaflets exposing the anti-people’s actions of the local authorities and the management of enterprises and institutions that have stopped production and mercilessly thrown people onto the streets.
2. Large significance with this will be in the mastering by every Bolshevik, the skills of professional revolutionary work and struggle, knowing how to work in the depths of the masses, to carry out agitation-propagand a and organizational work in the masses, “with patience and willpower make professional revolutionaries of ourselves” (V.I. In the name of the Central Committee of the All-Union Communist Party of Bolsheviks and from myself personally, I warmly congratulate YOU, the Great Son of the Nation, on the 17th Anniversary since the designation of YOU to the post of Supreme Commander in Chief of the Korean People’s Army.
Under YOUR leadership, the KPA has become even more mighty, and having equipped yourselves with a nuclear weapon – a threatening defence of the Dear Fatherland from the enemies abroad.
And let the great “five” which have for a long time possessed nuclear weapons express their disgruntlement, attempting on any pretext to force YOU into disarming. Compared to all of them, YOUR nuclear might from the outset was and is in reality only a means of defence from outside aggression. The DPRK has never intended and does not intend to attack other states on the strength of its own socialist essence, its humanism and desire to live in friendship with all states of the world regardless of their political direction. This concerns even the USA, which has brought so much trouble to the people of the DPRK and up till now violating human rights in relation to the DPRK, holding it in the grips of the most brutal embargo since the moment of the formation of this socialist state. Why does the USA so fervently demand the disarmament of the DPRK? In order to again wave the nuclear truncheon, demanding a change in the political system in the DPRK, chosen by the people of the DPRK themselves. The demands of the big “five states in relation to the nuclear question on Korean Peninsula”are made in violation if the UN Charter, where it specifically states that every sovereign state has the right to self defence and have the right to be equal to potential rivals. One cannot believe to be normal that 8 nuclear states have themselves obtained the absolute right to possess nuclear weapons, banning by this, other independent states from having them as a form of self-defence from imperialist predators. Therefore, we wish the DPRK further strengthening of its armed might, so that noone was under any illusion about going unpunished in relation to the country of morning calm.
We truly wish YOU, Deeply Respected Comrade KIM JONG IL to continue your policy of strengthening the country’s defence capability and mobility of the Armed Forces.
We have carefully studies the Letter of the CC WPK directed to the communist parties, with information about the achievement in the area of the economy in the past year and new problems arising in connection with the arrival to power in South Korea of a pro-American puppet. It is very sad to know that the peaceful process of unifying the nation, which has been making progress through talks, meetings and agreements has been put on hold. But the puppets of the USA, by not having the support of their own people, as a rule, will quickly exit from the political scene. Today, this is happening in Ukraine, and pro-American stooge Saakashvili’s power is swaying. Regimes of other American puppets which have been so much relying on US finances and military aid. I think that also Li Men Bak will hardly last the term at the post of president of South Korea. Now, when the DPRK is better able to defend itself than in previous years with the presence of its own nuclear weapon will have to endure this attack of US imperialism which is now in a state of agony, trying to drag the whole world into a chasm.
The truth of history is behind Socialism for such countries as the DPRK, and therefore You will definitely triumph. The invincible unity of the Leader, Army and People is monolithic which nothing is able to destroy. I sincerely wish speedy victory to the DPRK on all fronts of the Korean Revolution.
I wish YOU personally, Deeply Respected Comrade KIM JONG IL – the best of health and a high level of activity for many years to come. All of his – is a pledge for future victories in the DPRK.
I congratulate YOU, Great Leader on the 91st Birth date of the glorious female hero of the anti-Japanese struggle, passionate fighter and revolutionary Comrade KIM CHEN SUK. Her shining example is an example for the education of the young generation in the spirit of highest patriotism and selflessness in the name of bringing about the revolutionary ideas and freedom of their Motherland. With this famous date I congratulate in YOUR address, the heroic Korean people of the DPRK.
On 24 December, the Socialist Constitution of the DPRK was adopted, reinforcing the rights of citizens of the country. We congratulate the Korean citizens on this famous date. We need to more widely propagate this Fundamental Law of the DPRK in order to obscure the lies of the imperialist demagogues and political speculators concerning the alleged “human rights violations in the DPRK” – a vile fairytale, invented by American ideologues of war for justifying their own vile anti-human policy of seizing foreign territories and the desire to establish everywhere “the American world order”.

LENIN IS ALWAYS WITH US
On 21 January 1924, Vladimir Ilych Lenin dies – the recognized leader of the world proletariat, creator of the Bolshevik party and the world’s first workers’ and peasant’s state – Soviet Russia which while Lenin was still alive (30 december 1922 was the I All-Union Congress of Soviets) grew to the scale of the Union of Soviet Socialist Republics – a brotherly union of equal nations, nationalities and national minorities. Under Lenin, the building of a new socialist society began on the base of a new level of development of productive forces on the basis of electrification of the entire country.
The use of electricity for the implementation of the country’s industrialization and collectivization of agriculture transformed the UNION OF SOVIET SOCIALIST REPUBLICS in an unseen before short historical period under the leadership of J.V. Stalin into the second world superpower which defeated fascism and put an end to the II World War. With this, peaceful existence of people of the world during a period of more than 50 years was provided.
The historic significance of V.I. Lenin has been so great and wide-scaled, that any epithet, who would have liked to use the characteristics of the intellect of this great giant, becomes tiny, and so unable to express even a part of the true contribution of V.I. Lenin in the development of civilization.
The works of V.I. Lenin according to the sheer number of publications and translations into many of the world’s languages occupies at second place in the world after the Bible. But indeed the Bible has a 2 thousand year old history, and V.I. Lenin – is almost of our present day.
Today, communists of the world in the conditions of the temporarily triumphed in the USSR counter-revolution, in the conditions of an expanding systemic crisis of imperialism are again and again turning to the works of the classics of Marxism-Leninism, analyzing the concrete situation of the modern world and trying to find that link, by words of V.I. Lenin, which can be stretched and help imperialism more quickly fall into a chasm and at the same time open up a way to the peoples of the world towards the building of a truly democratic society – a society of free people with equal rights. We need to know the works of V.I. Lenin in order to correctly utilize in our practical work, his huge, priceless intellectual ideological “baggage”. This is important also because “ideas become a force when they are embraced by the masses” (vol32 p332 Russian, article “Will the Bolsheviks keep hold of state power”)
Lenin teaches us communists HOW, by using the methodology of Marxism-Leninism, we need to analyze events that take place, HOW to draw the right conclusions from them, and HOW to use these conclusions in the practice of our struggle.
Let us take for example, just one question to which today there is so much speculation, distorted explanation and fooling of the masses with a pseudo-scientific interpretation of the conception. I mean with this, the question of democracy and human rights.
America, threatening all peace loving peoples with a nuclear truncheon, enviously defends its own and its own comrades-in- struggle in battle, the gained exclusively for themselves right to have nuclear weapons not for the sake of self-defence – for indeed nobody is getting ready to attack neither the US or its allies – satellites, sharks of imperialist business. The US is waving the nuclear truncheon over the world for terrifying all those who are brave enough to have their own opinion, yes and to have a specially important geo-strategic position, or to own large reserves of fossil raw materials or precious minerals. That is the way it is with Yugoslavia, Iraq, Afghanistan and the entire Middle East where without punishment under the patronage of the USA, with savageness behaves Israel – the US puppet, in relation to the Arab people. And in order to hide the savage bared teeth of the fascist policy of the US, they wave a false flag of humanism, allegedly concerned about “human rights” and “democracy” the essence of such a policy is the same as the fable by I.A. Krylov “the wolf and the lamb” – “You are to blame for wanting to eat me!”
The policy of American world globalization everywhere leads to the destruction of the statehood of countries taking a fancy to the US, to rivers of blood and tears of peaceful citizens, to the destruction of national cultures together with the peoples.
The fooling and stupefying of the masses masterly and professionally is being carried out by the lying bourgeoisie mass media – the loyal stooges of imperialism, excitedly boasting about this same bloody American “democracy” and “human rights”
What is in actual fact bourgeois democracy in the epoch of imperialism?
Lenin writes in his work “Proletarian revolution and renegade Kautsky”(Vol 37, p,251 Russian) that if one does not mock healthy reasoning and history, then it is clear thatone cannot talk of “pure democracy”, while different classes exist, but can only talk of class democracy. (In brackets saying, “pure democracy” is not only an ignorant phrase revealing a lack of understanding in the struggle of classes as well as the essence of the state, but also is a triply empty phrase, for in communist society, democracy degenerating and transforming into a habit, will die off, but will never be “pure democracy”)
“Pure democracy” is the false phrase of a liberal who is fooling the workers. History knows bourgeois democracy which replaces feudalism, and proletarian democracy which replaces bourgeois democracy”.
“Bourgeois democracy, at one time a great historic progress compared to the Middle Ages will always remain – and under capitalism cannot but remain – a narrow, cut off and false, hypocritical paradise for the rich, a trap and a deceit for those who are exploited, for the poor”. (p252).
In his work “The State and Revolution” v 33, p 99- 100) Lenin writes about “Democracy had huge significance in the struggle of the working class against the capitalists, for its liberation. But democracy is by now means the limit, but only one of stage along the road from feudalism towards capitalism and from capitalism to communism.
Democracy means equality. It is clear what great significance the struggle of the proletariat really is for equality and the slogan of equality, if to correctly understand it in the sense of the destruction of classes. But democracy means only formal equality. And following the implementation of equality of all members in relation to ownership over the means of production, that is to say, equality of labour, equal wages, and before humanity inevitably the question arises about the fact in order to advance further from formal equality to true equality…
The stages, the route of such practical measure that humanity will follow to get to this highest stage we do not know and neither can we. But it is important to explain how endlessy false the ordinary bourgeois idea is, as if socialism is something dead, frozen, once and for always, then in actual fact only with socialism begins the fast, true and actual mass participation of the majority of the population, and after that, the entire population, advancing forward in all areas of social and personal life”.
The life and activity of the Soviet people during the period of Soviet power completely confirmed the correctness of these Leninist words, when in a very short time we transformed a virtually illiterate country into a country with a highly developed culture, science, and a from a backward peasant country – into a highly developed industrial power, the first to launch an artificial satellite and Man into space, having placed nuclear power to the service of peaceful labour.
We, living at the start of the XXI century, were born, grew up, studies and worked under Soviet power. And therefore we know well the value of what Soviet power gave to the ordinary people, and WHAT socialist democracy means and what counter-revolution stole from us.
We also know well that today there is only one standing or more accurately, worthy means of existence – the struggle for Leninism – modern Bolshevism, the constant work in the propaganda of the ideas of Marxism-Leninism, in the mastering of Bolshevism by the masses in the name of the quickest approach of the inevitably impending and historically predetermined socialist revolution.
This is the sole thing for the sake of which is worth living and fighting for, in order to revive that what has been so talentless handed over to our class enemy

DIALECTICAL MATERIALIM AND MATERIALIST DIALECTIC – THE THEORETICAL AND METHODOLOGICAL BASIS OF THE SCIENCES ON HUMAN SOCIETY, NATURE AND TECHNOLOGY

The outstanding work of V.I. Lenin “Materialism and Empirocriticism” was written in a period of decline, decadency and break-up of feudal-bourgeois society in Tsarist Russia (February-October 1908).
New discoveries in science, in particular in physics which could be explained from the point of view of classic science of that period, built a number of scientists on an idealist platform.
The onslaught of reaction after the defeat of the first Russian revolution, led to the fact that in social-democratic circles of Russia, a number of comrades including Bolsheviks, slipped over onto positions of conciliation with religion and over to the positions of “god-searching”.
It was necessary to give a rebuff to these idealist tendencies, to placing everything onto its feet, onto true materialist soil, which was done by Lenin in his remarkable work.
The present situation in the period of the victory of counter-revolution and triumph of reaction, the period of the temporary defeat of socialism to a certain degree is similar to that 100 year old past, when this work was written by Lenin.
And in the present time, idealism and fideism has penetrated the communist and leftist movement, the flirting with the priesthood right up to an including the joint carrying out of various actions with religious organisations.
Lenin’s work with all its sharpness is directed against imperialism and fideism and is deeply materialistic. In his work, Lenin noted that the great service of Marx, “advancing far ahead along a sharply defined philosophical path” in actual fact consists “in this reluctance to consider bastardized projects of conciliation of materialism and idealism”. “Marx and Engels, Lenin notes further on – from the start and until the end were party members in philosophy, knew how to launch an offensive from the position of materialism against the pampering of idealism and fideism in all and every kind of “latest tendencies”.
It should be noted that Lenin, following Marx and Engels, examines materialism not metaphysically, but dialectically, that is to say, examines matter (the material world) in its continuous movement and development, revealing the internal source of this development – the struggle of opposites. Characterizing Marxism, Lenin notes: “In this philosophy of Marxism, moulded out of a single piece of steel, one must not take out neither one fundamental reference or one substantial part, and not depart from objective reality, or fall into the embrace of the bourgeois-reactiona ry lie”.
At the present time in the communist movement prevails a retreat from the most important, fundamental principles of Marxism-Leninism, that is, the permitting of private ownership, priority of parliamentary forms and methods of struggle over revolutionary ones, right up to the rejection of the path towards socialist revolution and establishing a dictatorship of the proletariat, that is to say, opportunism, revisionism and anti-Stalinism as the most dangerous form of modern-day revisionism.
Only getting back onto the track of revolutionary Marxism-Leninism, the theoretical basis, scientific footing of which is dialectical and historical materialism will help the modern-day working class, working masses of the ex-USSR, as well as on a world-wide scale, will achieve victory over imperialism and the most evil and most crafty enemy of all of humanity – US-NATO imperialism.

The developing world financial crisis is just another crisis of imperialism, and has yet again confirmed the correctness of the classics of Marxism-Leninism about the cyclical character of the development of capitalism at its highest imperialist stage. Every 10 – 11 years, a new crisis occurs in imperialist production, taking hold in its globalist phase, the entire capitalist world and deeper and deeper striking and shaking the very basis of capitalism. Imperialism is ever more getting tangled in its own contradictions and searches for a way out only in the unleashing of more wars, directed at the enslavement of peoples and countries, for the seizing of new sources of raw materials, markets of cheap labour power, in order to extend its existence for a certain period.
The main aim of capitalism, its stimulus, its motive and driving force is in the gaining of maximum profit. J.V. Stalin in his outstanding work “Economic problems of socialism in the USSR” thus outlines the main characteristics and demands of the fundamental economic law of modern capitalism (that is to say, imperialism) : “the gaining of maximum capitalist profit by way of exploitation, breakup and impoverishment of the majority of the population of a given country by way of enslaving and systematically pillaging the peoples of other countries, especially the backward countries, and finally by way of wars and the militarization of the economies used for gaining the biggest profits.”
But modern imperialism has already practically exhausted all internal reserves for its development. The unswerving and ambitious development of productive forces which imperialism itself is in need of due to stiff competition, is compelled to develop (with all its negative characteristics, inherent to imperialism, that is, by monopoly, control, by the closure up for a certain period of time of these or those scientific-technolo gical achievements as a result of all this competition) , and namely – in introduction of automation, robotization, computerization of production and new information technologies etc, has led to man being more and more squeezed out of the direct production process. But indeed, profit (as a transformed form of surplus value) is obtained only on the backs of exploitation of man by man. With the removal of man from the production process, the profit margin falls. The law of the tendency for the profit margin to drop was established by Marx in “Capital” (Vol. 3, part 3). With the squeezing of man out of the production process, surplus value and, correspondingly, the profit will aim towards zero. Capitalism lose all motivation to its own further development.
That is to say, modern-day and quickly developing production forces have placed a limit on the further development of capitalism and its imperialist stage; this is on the one hand; and on the other hand, they have created all the material prerequisites of a communist means of production.
And if Lenin at the beginning of the 20th century spoke imperialism being the eve of a social revolution of the proletariat, that between imperialism and socialism there are no intermediate stages, then imperialism at the start of the 21st century has created all the material prerequisites for a direct transition towards communist means of production (obviously, a certain period from capitalism to communism on the scale of the entire human civilization remains all the same, considering the backwardness and economic underdevelopment of a number of countries (with the inherent to this period extremely acute class struggle between the bourgeoisie who are departing from the historical arena and the proletariat and its allies who are taking its place).

The building of a classless communist society is the historical mission of the proletariat.
The proletariat is the only class in history which does not aim towards infinite power (the dictatorship of the proletariat) , but uses it for the liquidation of commodity production and commodity-monetary relations and, on the basis of this, for the liquidation of classes and the destruction of itself as a class.
Marxism-Leninism is the ideological- theoretical basis of this historic mission of the proletariat.
But with the dissolution of the working class itself in a classless communist society, Marxism-Leninism disappears, since its material carrier – the working class will not exist.
What then will be the theoretical basis of the impending classless communist society from which, according to Marx true history of mankind, human civilization starts?
The answer to this question was given by Stalin in his brilliant work “On dialectical and historical materialism”, in the preface to this work, written in the “Short course on the history of the CPSU (Bolshevik)”:
“Dialectical and historical materialism form the theoretical fundament of communism, the theoretic basis of a Marxist party”. (“History of the All-Union Communist Party of Bolsheviks”) (1945).
Thus, dialectical and historical materialism, the core, the “soul of Marxism” will be the theoretical fundament of a communist social-economic formation.
Engels in “Anti-Dǘring” emphasizes: “Once society takes ownership of the means of production, then commodity production will removed and together with that the denomination of the product over the producers. Anarchy within social production will be replaced by planned and conscious organisation. The struggle for separate existence will cease. With this, man, in the known sense will finally will be separated from the animal kingdom and from savage conditions of existence cross over to truly humane conditions. The conditions of life surrounding people and up till now dominating them, now fall under the power and control of people who for the first time become true and conscious masters of nature, because they become the masters of their own merging into society. The laws of their own social actions in opposition to people, up until now alien, the laws of nature ruling over them, will be used by people with full knowledge of the cause and with that, will be subordinated to their rule. Then the unification of people in a society which opposed the up until now as unleashed by higher nature and history, now becomes their own free affair. The objective, alien forces that had ruled up until now over history, come under the control of the people themselves. And only from this moment will people themselves begin to fully and consciously create their own history, only then, the social causes brought into action by them will have in a overwhelming and ever growing measure those consequences they desire. This is that leap by humanity from the kingdom of necessity into the kingdom of freedom.
To complete this liberating world campaign – such is the historic mission of the modern-day proletariat” (Engels).
Man, by large account differs from animals by two principle qualities. Man has reason and feelings, which not one animal has. Conscience is the alloy of these two qualities.
And the relationship between people in communist formation will also be built on the basis of reason, feelings and conscience (morals). In relations between people, the middle man – money will disappear – which deform these relations, giving them degenerate, hypocritical, false and malicious forms.

To end this short speech, I would like to say by the words of Lenin from the works examined by us today: “The only conclusion from the opinion shared by Marxists, is that the theory of Marx is the objective reality and consists in the following: going along the path of Marxist theory, we will get ever more closer to objective reality (never ever exhausting it); going along any other path we cannot get anywhere other than confusion and lies”.
We Bolsheviks count on the fact that the given scientific-practica l conference dedicated to the main philosophic work of V.I. WE SHALL DESTROY IMPERIALISM – THE LAST EXPLOITER SYSTEM ON EARTH!
“Imperialism is the eve of a social revolution of the proletariat” V.I. LENIN
91 years ago – on November 7 (25 October old style calandar) in 1917 the Great October Socialist Revolution was carried out. The working class of Russia under the leadership of V.I. Lenin overthrew the power of the bourgeoisie and the landowners, and established their own workers’ peasants’ Soviet power. On 30 December 1922, the Union of Soviet Socialist Republics was formed – a voluntary alliance of independent brotherly peoples and states.
Under the leadership of the party of Lenin-Stalin, the people built socialism, defeated fascism and liberated Europe from fascist slavery; it was the first country in the world to launch an artificial satellite and Man into space; it built the first nuclear power station and nuclear ice-breaker “Lenin”, and steadily moved along the path of scientific-technolo gical and social progress. The prosperity of Soviet citizens steadily grew, cultural and education levels were raised. Friendship and brotherhood of the peoples of the USSR, mutual help and assistance, the certainty in the morrow and social optimism were the most important moral-ethic qualities of socialism.
The arrival to power after the death of J.V. Stalin of petty the petty-bourgeois neo-Trotskyite clique of N.S. Khrushchev, the unleashed, starting from the XX Congress of the CPSU anti-Stalin campaign, laid the basis for the restoration of capitalism in our country. Gradually in the CC CPSU ripened the headquarters of counter-revolution which was brought about by the traitors-Gorbachevi sts under the guise of perestroika.
For already 17 years and the across the expanse of the ex-USSR, counter-revolution has been ruling. The working people of our country under the guise of de-nationalisation and privatization have been robbed of their common property: factories, manufacturing plants, mine shafts: the high productive collective agriculture system has been destroyed; education, health care, science and culture are eking out a meagre existence.
The revived bourgeoisie have become immeasurably wealthy. Its top layer has transformed into oligarchs, in possession of multi-billion US dollar wealth. The working people – the creators of all the material wealth, have been robbed and are doomed to extinction and poverty. Every year in Russia, the population is falling at a rate of 1 million people a year, and in Ukraine – by half a million. A decrease in the size of the population is happening in all the remaining republics of the ex-USSR. Unemployment and poverty, drug addiction and drunkenness, alcoholism and prostitution, epidemics of tuberculosis and AIDS have become the lot for millions of people.
During the years of so-called “independence”, Ukraine has practically been transformed into a US colony. Its present-day Orange leadership headed by V. Yushenko is faithfully serving US imperialism, leading the struggle for world domination and possession of huge miner-raw material resources of Russia. In Ukraine, nationalism had emerged, the fascist Banderites and OUN-UPA fighters are glorified – these gangsters, loyal servants of Adolf Hitler and butchers of Ukrainian, Polish, Jewish, Russian, Gypsy, Slovakian and other peoples. Carrying out the order of their overseas masters, Yushenko is aiming to drag Ukraine into NATO and pit the Ukrainian people against their brotherly Russian people and provoke them into a brother-killing conflict. And the start of this had already begun in the August 5 day War in 2008, unleashed by Georgia under M. Saakashvili (the same puppet of US capital as Yushenko) against the South Ossetian people. With the blessing of Yushenko, Ukraine supplied Georgia with weapons worth millions of US dollars which were used in the war against the Russian army, with the participation of Ukrainian military servicemen.
The unfolding world financial crisis speaks of an impending collapse of the system of imperialism. Attempting to delay its own death, the governments of leading imperialist countries are handing out multibillion dollar credits to rescue their own main banking and financial structures and institutions.
The government of Ukraine is hoping to receive IMF loans amounting to more than 16 billion dollars. And this is presented as concern for the welfare of the people and country. In reality, the ruling regime, despite the acute differences between the president and prime minister, it is trying to provide support to the major finance-industrial groups of Ukraine. And it is trying to do this on the backs of the working people, since us, the working people are the ones who are going to have to pay off the debt.
Which is why Yushenko and Timoshenko talk about the need to close down all social programmes in 2009, which will deliver another blow to the people’s living standards.
The financial crisis will deliver a blow to the real sector of the economy.
Unable to endure the competition with steel industries of China and Russia, steel plant in Ukraine are folding up, which had previously given 20% of GDP and 40% of currency input to the budget. The construction industry has frozen. Hundreds and thousands of newly unemployed people are being thrown onto the streets. In conditions of a worn out housing-communal sector, the residents are threatened with a cold winter.
The working people of Ukraine are up against the threatening reality of survival in conditions of an imperialist crisis.
The only way out of the current catastrophic situation, like 91 years ago, - is to rise up to the revolutionary struggle for your rights, for the revival of Soviet power, socialism, the rebirth of out great Soviet Motherland.

THE LENINIST-STALINIST ROUTE – TOWARDS VICTORY!
On 21 December 1879, Joseph Vissarionovich STALIN was born – leader of the Soviet people and working people of the whole world, outstanding statesman, political activist, successor and continuer of the cause of great V.I. Lenin.
With the name of J.V. Stalin is connected all our victories and achievements: the building of the world’s first workers’ and peasants’ state – the Union of Soviet Socialist Republics; the victory of socialism that was legally set in the Stalin Constitution of the USSR (5 December 1936); the defeat of fascism and liberation of the peoples of Europe from fascist slavery; the restoration of the people’s economy in the post-war years and the creation of the material prerequisites for the gradual transition over to the construction of communism.
With the name Stalin is connected and all the achievements of Ukraine. Namely in the Stalin years, the merging of all iconic Ukrainian lands in a single state took place – the Ukrainian Soviet Socialist Republic. Soviet power in Ukraine was established on 25 December 1917, straight after the victory of the Great October Socialist Revolution. And already by 1940, Ukraine in the makeup of the USSR had been transformed into one of the most highly developed countries of Europe, and was comparable to France in economic potential.
What “independent and sovereign” Ukraine has to offer now, we can all see. In terms of GDP were capita, Ukraine occupies third place among the poorest countries of Europe (worse off countries are Albania and Moldavia). Millions of unemployed, hundreds of thousands of homeless. Destroyed families, children thrown to arbitrariness of fate. The continuous price increases on vital foodstuffs, medicines, transport and housing-communal services. An AIDS epidemic and tuberculosis…..
The catastrophic situation in the housing-communal sphere which according to the media, is worn out by more than 60%. It is namely because of the number of accidents in this sphere, (i.e. gas explosions in housing resulting in deaths) has grown in the last 10 years by 5(!) times. Public transport has been left to ruin. 90% of all trolleybuses and trams have worked well past their useful operational time.
Interesting in connection with this, are the words spoken by the leader of the Libyan revolution, Colonel Gadaffi at the beginning of November 08 who was on a visit to Ukraine: “Agricultural life in Ukraine is similar to that of in Africa”. (6.11.08. “Ukrainian Novosti”). What is true, must be true. Under Stalin, Ukraine was one of the most highly developed countries in the world in economic potential, which at that time provided one of the highest living standards and transformed Ukraine into a highly developed missile-space power. The result of 17 years of “independence” – a continuous decline of Ukraine from the heights of scientific-technolo gical progress to the level of the most backward of African countries. This, according to Yushenko, is called the “devotion” to European-Atlantic values”

For “rescuing” the economy of Ukraine in the period of an ever deepening world financial crisis, the government of Timoshenko received from the IMF credit amounting to 16.5 billion US dollars for Ukraine.
In actual fact this credit was designated of rescuing Western banks which had invested their money in Ukraine. A large proportion of the credit will not get to Ukraine, but will go directly to the Western banking structures (which is why the IMF recommended such a measure). At the same time, this credit will have to be paid off by the Ukrainian taxpayer, that is, by you and I. In essence on the backs of Ukraine, its people, the Western economy is being rescued, the US economy – the main guilt party of the present crisis. (One should note that the US and the West are trying to put an end to the crisis on the backs of the weakest countries. In particular, the same IMF credits have been given to Hungary, Iceland as well as Ukraine, which are on the edge of default, that is, a financial collapse, brought about by the impossibility of making loans repayments; a default = not fulfilling repayment obligations, a cessation of payments).
At the same time, although a large amount of the credit will simply bypass Ukraine, the IMF handing out this credit has placed a whole number of demands on the National Bank of Ukraine. In particular, the Cabinet of Ministers has been instructed not raise the minimum wage to the level of the minimum needed to live; neither is there going to be a re-look at the conditions of indexation of welfare payouts or a raise wages of government employees in December 2008 –January 2009. Also the IMF is demanding for the next two years (2009 – 2011) that gas prices for domestic use, and which the population needs to be levelled the same as the price of imported gas, which will mean a growth in the price of gas for the population up to the level of world prices. Besides that, in the near future, the Cabinet of Ministers has to prepare a list of companies for privatization in 2009, as well as a market for the sale of land, the sale of agricultural land. And this means that Ukrainian peasants are being finally deprived of land which is being seized by local and foreign oligarchs and, with this, the process of transforming the Ukrainian peasantry in hired hands on their (by then, not their own) land. In actual fact, the process is complete, by Ukraine having accepted the given IMF demands (in the face of the president, premier and their loyal parliament, having adopted on 31 October the anti-crisis program put forward by the president, in the next 3 years has completely deprived the country of its economic and financial sovereignty, since all the decision in the financial-economic sphere will be taken only after the agreement of the IMF.
In the betraying of Ukraine’s national interests along with the interests of its working people, Yushenko’s and Timoshenko’s “patriotism” is included. In order to disguise their traitorous essence, Ukraine’s president has again, like a year ago, ignited a campaign on the 75th anniversary of the ‘golodomor’ (state initiated famine) in 1932-33.

The capitalists of Ukraine as well as the major imperialist countries are aiming to get the working people to take on the burden of the crisis themselves. The conditions of the working people of Ukraine are worsening by the day.
The only way out of the present situation – lies not in parliamentary chatter and elections, but a transfer of the working people of Ukraine over to the Leninist-Stalinist route of revolutionary struggle and destruction of the power of capital.

ABOUT EVENTS IN THE MIDDLE EAST
American-Israeli Zionism once again ignited the fire of war in the Middle East, having begun military action by the Israeli Armed Forces from the sea and on land against the people of Palestine, having again occupied the Gaza Strip. Despite UN demands for a halt to the violence and killing of the peaceful population of Palestine, the Israelis threatened to “put an end to it” – the destroy the Palestinians who are under an Israeli blockade in the Gaza Strip. The world progressive community demanded an immediate end of Israel’s military operations. A working group of international meetings of communist and workers’ parties of the majority of countries of the world made a Statement on 30 December, condemning the actions of the Israeli war machine in support of the just struggle of the Palestinian people for the creation of an independent Palestinian state in the framework of the borders of 1967. Under this Statement, stand many signatures of the leaders of communist and workers’ parties. The AUCPB added its voice in support of the demands for a halt in the massacre of peaceful Palestinians by the Israeli war machine, having place its signature under the Statement.
In Beirut, Lebanon, on the 16 -18 of January an International Forum took place under the heading “For resistance, anti-imperialism, solidarity between peoples, and the alternatives”, in which the majority of leaders from communist and workers’ parties, national-liberation movements of the Middle East and other regions took part. General Secretary of the CC AUCPB comrade N.A. Andreeva sent a letter of support to the Presidium of this Forum, which we cite below..

Dear Comrades!
The all-Union Communist Party of Bolsheviks greets the organizers and participants of the Forum “For Resistance, Anti-Imperialism, Solidarity between Peoples, And the Alternatives” and wishes them true success in the work of the forum.
We fully support the just struggle of the Arab people of the Middle East for their statehood and independence, for their historical choice of development of the country, for peaceful co-existence in this explosive region of the world.
We recognize well that regardless of the various Resolutions that have been adopted by the UN, there can be no peace in this region whilst the Israeli Nazis are committing outrages here, carrying out the policy of world Zionism, whilst ALL Arab states and all patriotic forces of the Middle East do no unify in a joint struggle against the common enemy – American-Israeli Zionism.
We fully support the heroic struggle of all Palestinian patriots for their country’s independence and we heartedly support the principled position and revolutionary struggle of the patriots of the Islamic resistance movement “HAMAS”.
We understand that the struggle is being waged unfairly. The human loss on the two sides on 11 January 09 – 854 peaceful Palestinians killed and only 13 Israeli military servicemen – this bears witness to the weak organizational ability and extremely weakly equipped weapons of the “HAMAS” patriots compared to the regular army of Israel, freely obtaining from the USA unlimited numbers of the latest weapons systems and huge financial aid from the US at the same time.
The situation bears witness to the fact that in the Middle East a deliberate destruction of the peaceful Palestinian people is underway in bringing about the plans of Israel – USA, the plans of WORLD ZIONISM for the complete take over of Palestine. Lately, Israeli troops have been using phosphorus bombs banned by the UN. Israel has stated its intention to strengthen military pressure on the Palestinians in the Gaza Strip (the third stage in the “molten lead” operation), despite the deepening humanitarian crisis there.
We wish the much suffering Palestinian people the quickest success in driving out the Israeli occupiers from the Gaza Strip, the return of Palestinians to their iconic Motherland, the creation of a free and independent Palestinian state in the framework of the 1967 borders with the capital – East Jerusalem.
Without an unification of efforts of all the Arab world in the struggle against world Zionism, the fire of war in the Middle East will be constantly burn, at times, getting less and then flaring up again.
We – the All-Union Communist Party of Bolsheviks (AUCPB) call on all Arab states of the Middle East to unite politically and practically in relation to American- Israeli Zionism, call on all patriotic forces, national-liberation movements, communist and workers’ parties and progressive social-political organisations to unity of actions in support of the just patriotic struggle of all the progressive forces of Palestine, in the support of the patriotic organisation – the Islamic resistance movement “HAMAS”.

In the name of the Central Committee of the All-Union Communist Party of Bolsheviks and from myself personally, I warmly congratulate YOU, the Great Son of the Nation, on the 17th Anniversary since the designation of YOU to the post of Supreme Commander in Chief of the Korean People’s Army.
Under YOUR leadership, the KPA has become even more mighty, and having equipped yourselves with a nuclear weapon – a threatening defence of the Dear Fatherland from the enemies abroad.
And let the great “five” which have for a long time possessed nuclear weapons express their disgruntlement, attempting on any pretext to force YOU into disarming. Compared to all of them, YOUR nuclear might from the outset was and is in reality only a means of defence from outside aggression. The DPRK has never intended and does not intend to attack other states on the strength of its own socialist essence, its humanism and desire to live in friendship with all states of the world regardless of their political direction. This concerns even the USA, which has brought so much trouble to the people of the DPRK and up till now violating human rights in relation to the DPRK, holding it in the grips of the most brutal embargo since the moment of the formation of this socialist state. Why does the USA so fervently demand the disarmament of the DPRK? In order to again wave the nuclear truncheon, demanding a change in the political system in the DPRK, chosen by the people of the DPRK themselves. The demands of the big “five states in relation to the nuclear question on Korean Peninsula”are made in violation if the UN Charter, where it specifically states that every sovereign state has the right to self defence and have the right to be equal to potential rivals. One cannot believe to be normal that 8 nuclear states have themselves obtained the absolute right to possess nuclear weapons, banning by this, other independent states from having them as a form of self-defence from imperialist predators. Therefore, we wish the DPRK further strengthening of its armed might, so that noone was under any illusion about going unpunished in relation to the country of morning calm.
We truly wish YOU, Deeply Respected Comrade KIM JONG IL to continue your policy of strengthening the country’s defence capability and mobility of the Armed Forces.
We have carefully studies the Letter of the CC WPK directed to the communist parties, with information about the achievement in the area of the economy in the past year and new problems arising in connection with the arrival to power in South Korea of a pro-American puppet. It is very sad to know that the peaceful process of unifying the nation, which has been making progress through talks, meetings and agreements has been put on hold. But the puppets of the USA, by not having the support of their own people, as a rule, will quickly exit from the political scene. Today, this is happening in Ukraine, and pro-American stooge Saakashvili’s power is swaying. Regimes of other American puppets which have been so much relying on US finances and military aid. I think that also Li Men Bak will hardly last the term at the post of president of South Korea. LENIN IS ALWAYS WITH US
On 21 January 1924, Vladimir Ilych Lenin dies – the recognized leader of the world proletariat, creator of the Bolshevik party and the world’s first workers’ and peasant’s state – Soviet Russia which while Lenin was still alive (30 december 1922 was the I All-Union Congress of Soviets) grew to the scale of the Union of Soviet Socialist Republics – a brotherly union of equal nations, nationalities and national minorities. Under Lenin, the building of a new socialist society began on the base of a new level of development of productive forces on the basis of electrification of the entire country.
The use of electricity for the implementation of the country’s industrialization and collectivization of agriculture transformed the UNION OF SOVIET SOCIALIST REPUBLICS in an unseen before short historical period under the leadership of J.V. Stalin into the second world superpower which defeated fascism and put an end to the II World War. With this, peaceful existence of people of the world during a period of more than 50 years was provided.
The historic significance of V.I. Lenin has been so great and wide-scaled, that any epithet, who would have liked to use the characteristics of the intellect of this great giant, becomes tiny, and so unable to express even a part of the true contribution of V.I. Lenin in the development of civilization.
The works of V.I. Lenin according to the sheer number of publications and translations into many of the world’s languages occupies at second place in the world after the Bible. But indeed the Bible has a 2 thousand year old history, and V.I. Lenin – is almost of our present day.
Today, communists of the world in the conditions of the temporarily triumphed in the USSR counter-revolution, in the conditions of an expanding systemic crisis of imperialism are again and again turning to the works of the classics of Marxism-Leninism, analyzing the concrete situation of the modern world and trying to find that link, by words of V.I. Lenin, which can be stretched and help imperialism more quickly fall into a chasm and at the same time open up a way to the peoples of the world towards the building of a truly democratic society – a society of free people with equal rights. We need to know the works of V.I. Lenin in order to correctly utilize in our practical work, his huge, priceless intellectual ideological “baggage”. This is important also because “ideas become a force when they are embraced by the masses” (vol32 p332 Russian, article “Will the Bolsheviks keep hold of state power”)
Lenin teaches us communists HOW, by using the methodology of Marxism-Leninism, we need to analyze events that take place, HOW to draw the right conclusions from them, and HOW to use these conclusions in the practice of our struggle.
Let us take for example, just one question to which today there is so much speculation, distorted explanation and fooling of the masses with a pseudo-scientific interpretation of the conception. I mean with this, the question of democracy and human rights.
America, threatening all peace loving peoples with a nuclear truncheon, enviously defends its own and its own comrades-in- struggle in battle, the gained exclusively for themselves right to have nuclear weapons not for the sake of self-defence – for indeed nobody is getting ready to attack neither the US or its allies – satellites, sharks of imperialist business. The US is waving the nuclear truncheon over the world for terrifying all those who are brave enough to have their own opinion, yes and to have a specially important geo-strategic position, or to own large reserves of fossil raw materials or precious minerals. That is the way it is with Yugoslavia, Iraq, Afghanistan and the entire Middle East where without punishment under the patronage of the USA, with savageness behaves Israel – the US puppet, in relation to the Arab people. And in order to hide the savage bared teeth of the fascist policy of the US, they wave a false flag of humanism, allegedly concerned about “human rights” and “democracy” the essence of such a policy is the same as the fable by I.A. Krylov “the wolf and the lamb” – “You are to blame for wanting to eat me!”
The policy of American world globalization everywhere leads to the destruction of the statehood of countries taking a fancy to the US, to rivers of blood and tears of peaceful citizens, to the destruction of national cultures together with the peoples.
The fooling and stupefying of the masses masterly and professionally is being carried out by the lying bourgeoisie mass media – the loyal stooges of imperialism, excitedly boasting about this same bloody American “democracy” and “human rights”
What is in actual fact bourgeois democracy in the epoch of imperialism?
Lenin writes in his work “Proletarian revolution and renegade Kautsky”(Vol 37, p,251 Russian) that if one does not mock healthy reasoning and history, then it is clear thatone cannot talk of “pure democracy”, while different classes exist, but can only talk of class democracy. (In brackets saying, “pure democracy” is not only an ignorant phrase revealing a lack of understanding in the struggle of classes as well as the essence of the state, but also is a triply empty phrase, for in communist society, democracy degenerating and transforming into a habit, will die off, but will never be “pure democracy”)
“Pure democracy” is the false phrase of a liberal who is fooling the workers. History knows bourgeois democracy which replaces feudalism, and proletarian democracy which replaces bourgeois democracy”.
“Bourgeois democracy, at one time a great historic progress compared to the Middle Ages will always remain – and under capitalism cannot but remain – a narrow, cut off and false, hypocritical paradise for the rich, a trap and a deceit for those who are exploited, for the poor”. (p252).
In his work “The State and Revolution” v 33, p 99- 100) Lenin writes about “Democracy had huge significance in the struggle of the working class against the capitalists, for its liberation. But democracy is by now means the limit, but only one of stage along the road from feudalism towards capitalism and from capitalism to communism.
Democracy means equality. It is clear what great significance the struggle of the proletariat really is for equality and the slogan of equality, if to correctly understand it in the sense of the destruction of classes. But democracy means only formal equality. And following the implementation of equality of all members in relation to ownership over the means of production, that is to say, equality of labour, equal wages, and before humanity inevitably the question arises about the fact in order to advance further from formal equality to true equality…
The stages, the route of such practical measure that humanity will follow to get to this highest stage we do not know and neither can we. But it is important to explain how endlessy false the ordinary bourgeois idea is, as if socialism is something dead, frozen, once and for always, then in actual fact only with socialism begins the fast, true and actual mass participation of the majority of the population, and after that, the entire population, advancing forward in all areas of social and personal life”.
The life and activity of the Soviet people during the period of Soviet power completely confirmed the correctness of these Leninist words, when in a very short time we transformed a virtually illiterate country into a country with a highly developed culture, science, and a from a backward peasant country – into a highly developed industrial power, the first to launch an artificial satellite and Man into space, having placed nuclear power to the service of peaceful labour.
We, living at the start of the XXI century, were born, grew up, studies and worked under Soviet power. And therefore we know well the value of what Soviet power gave to the ordinary people, and WHAT socialist democracy means and what counter-revolution stole from us.
We also know well that today there is only one standing or more accurately, worthy means of existence – the struggle for Leninism – modern Bolshevism, the constant work in the propaganda of the ideas of Marxism-Leninism, in the mastering of Bolshevism by the masses in the name of the quickest approach of the inevitably impending and historically predetermined socialist revolution.
This is the sole thing for the sake of which is worth living and fighting for, in order to revive that what has been so talentless handed over to our class enemy

DIALECTICAL MATERIALIM AND MATERIALIST DIALECTIC – THE THEORETICAL AND METHODOLOGICAL BASIS OF THE SCIENCES ON HUMAN SOCIETY, NATURE AND TECHNOLOGY

The outstanding work of V.I. Lenin “Materialism and Empirocriticism” was written in a period of decline, decadency and break-up of feudal-bourgeois society in Tsarist Russia (February-October 1908).
New discoveries in science, in particular in physics which could be explained from the point of view of classic science of that period, built a number of scientists on an idealist platform.
The onslaught of reaction after the defeat of the first Russian revolution, led to the fact that in social-democratic circles of Russia, a number of comrades including Bolsheviks, slipped over onto positions of conciliation with religion and over to the positions of “god-searching”.
It was necessary to give a rebuff to these idealist tendencies, to placing everything onto its feet, onto true materialist soil, which was done by Lenin in his remarkable work.
The present situation in the period of the victory of counter-revolution and triumph of reaction, the period of the temporary defeat of socialism to a certain degree is similar to that 100 year old past, when this work was written by Lenin.
And in the present time, idealism and fideism has penetrated the communist and leftist movement, the flirting with the priesthood right up to an including the joint carrying out of various actions with religious organisations.
Lenin’s work with all its sharpness is directed against imperialism and fideism and is deeply materialistic. In his work, Lenin noted that the great service of Marx, “advancing far ahead along a sharply defined philosophical path” in actual fact consists “in this reluctance to consider bastardized projects of conciliation of materialism and idealism”. “Marx and Engels, Lenin notes further on – from the start and until the end were party members in philosophy, knew how to launch an offensive from the position of materialism against the pampering of idealism and fideism in all and every kind of “latest tendencies”.
It should be noted that Lenin, following Marx and Engels, examines materialism not metaphysically, but dialectically, that is to say, examines matter (the material world) in its continuous movement and development, revealing the internal source of this development – the struggle of opposites. Characterizing Marxism, Lenin notes: “In this philosophy of Marxism, moulded out of a single piece of steel, one must not take out neither one fundamental reference or one substantial part, and not depart from objective reality, or fall into the embrace of the bourgeois-reactiona ry lie”.
At the present time in the communist movement prevails a retreat from the most important, fundamental principles of Marxism-Leninism, that is, the permitting of private ownership, priority of parliamentary forms and methods of struggle over revolutionary ones, right up to the rejection of the path towards socialist revolution and establishing a dictatorship of the proletariat, that is to say, opportunism, revisionism and anti-Stalinism as the most dangerous form of modern-day revisionism.
Only getting back onto the track of revolutionary Marxism-Leninism, the theoretical basis, scientific footing of which is dialectical and historical materialism will help the modern-day working class, working masses of the ex-USSR, as well as on a world-wide scale, will achieve victory over imperialism and the most evil and most crafty enemy of all of humanity – US-NATO imperialism.

The developing world financial crisis is just another crisis of imperialism, and has yet again confirmed the correctness of the classics of Marxism-Leninism about the cyclical character of the development of capitalism at its highest imperialist stage. Every 10 – 11 years, a new crisis occurs in imperialist production, taking hold in its globalist phase, the entire capitalist world and deeper and deeper striking and shaking the very basis of capitalism. Imperialism is ever more getting tangled in its own contradictions and searches for a way out only in the unleashing of more wars, directed at the enslavement of peoples and countries, for the seizing of new sources of raw materials, markets of cheap labour power, in order to extend its existence for a certain period.
The main aim of capitalism, its stimulus, its motive and driving force is in the gaining of maximum profit. J.V. Stalin in his outstanding work “Economic problems of socialism in the USSR” thus outlines the main characteristics and demands of the fundamental economic law of modern capitalism (that is to say, imperialism) : “the gaining of maximum capitalist profit by way of exploitation, breakup and impoverishment of the majority of the population of a given country by way of enslaving and systematically pillaging the peoples of other countries, especially the backward countries, and finally by way of wars and the militarization of the economies used for gaining the biggest profits.”
But modern imperialism has already practically exhausted all internal reserves for its development. The unswerving and ambitious development of productive forces which imperialism itself is in need of due to stiff competition, is compelled to develop (with all its negative characteristics, inherent to imperialism, that is, by monopoly, control, by the closure up for a certain period of time of these or those scientific-technolo gical achievements as a result of all this competition) , and namely – in introduction of automation, robotization, computerization of production and new information technologies etc, has led to man being more and more squeezed out of the direct production process. But indeed, profit (as a transformed form of surplus value) is obtained only on the backs of exploitation of man by man. With the removal of man from the production process, the profit margin falls. The law of the tendency for the profit margin to drop was established by Marx in “Capital” (Vol. 3, part 3). With the squeezing of man out of the production process, surplus value and, correspondingly, the profit will aim towards zero. Capitalism lose all motivation to its own further development.
That is to say, modern-day and quickly developing production forces have placed a limit on the further development of capitalism and its imperialist stage; this is on the one hand; and on the other hand, they have created all the material prerequisites of a communist means of production.
And if Lenin at the beginning of the 20th century spoke imperialism being the eve of a social revolution of the proletariat, that between imperialism and socialism there are no intermediate stages, then imperialism at the start of the 21st century has created all the material prerequisites for a direct transition towards communist means of production (obviously, a certain period from capitalism to communism on the scale of the entire human civilization remains all the same, considering the backwardness and economic underdevelopment of a number of countries (with the inherent to this period extremely acute class struggle between the bourgeoisie who are departing from the historical arena and the proletariat and its allies who are taking its place).

The building of a classless communist society is the historical mission of the proletariat.
The proletariat is the only class in history which does not aim towards infinite power (the dictatorship of the proletariat) , but uses it for the liquidation of commodity production and commodity-monetary relations and, on the basis of this, for the liquidation of classes and the destruction of itself as a class.
Marxism-Leninism is the ideological- theoretical basis of this historic mission of the proletariat.
But with the dissolution of the working class itself in a classless communist society, Marxism-Leninism disappears, since its material carrier – the working class will not exist.
What then will be the theoretical basis of the impending classless communist society from which, according to Marx true history of mankind, human civilization starts?
The answer to this question was given by Stalin in his brilliant work “On dialectical and historical materialism”, in the preface to this work, written in the “Short course on the history of the CPSU (Bolshevik)”:
“Dialectical and historical materialism form the theoretical fundament of communism, the theoretic basis of a Marxist party”. (“History of the All-Union Communist Party of Bolsheviks”) (1945).
Thus, dialectical and historical materialism, the core, the “soul of Marxism” will be the theoretical fundament of a communist social-economic formation.
Engels in “Anti-Dǘring” emphasizes: “Once society takes ownership of the means of production, then commodity production will removed and together with that the denomination of the product over the producers. Anarchy within social production will be replaced by planned and conscious organisation. The struggle for separate existence will cease. With this, man, in the known sense will finally will be separated from the animal kingdom and from savage conditions of existence cross over to truly humane conditions. The conditions of life surrounding people and up till now dominating them, now fall under the power and control of people who for the first time become true and conscious masters of nature, because they become the masters of their own merging into society. The laws of their own social actions in opposition to people, up until now alien, the laws of nature ruling over them, will be used by people with full knowledge of the cause and with that, will be subordinated to their rule. Then the unification of people in a society which opposed the up until now as unleashed by higher nature and history, now becomes their own free affair. The objective, alien forces that had ruled up until now over history, come under the control of the people themselves. And only from this moment will people themselves begin to fully and consciously create their own history, only then, the social causes brought into action by them will have in a overwhelming and ever growing measure those consequences they desire. This is that leap by humanity from the kingdom of necessity into the kingdom of freedom.
To complete this liberating world campaign – such is the historic mission of the modern-day proletariat” (Engels).
Man, by large account differs from animals by two principle qualities. Man has reason and feelings, which not one animal has. Conscience is the alloy of these two qualities.
And the relationship between people in communist formation will also be built on the basis of reason, feelings and conscience (morals). In relations between people, the middle man – money will disappear – which deform these relations, giving them degenerate, hypocritical, false and malicious forms.

To end this short speech, I would like to say by the words of Lenin from the works examined by us today: “The only conclusion from the opinion shared by Marxists, is that the theory of Marx is the objective reality and consists in the following: going along the path of Marxist theory, we will get ever more closer to objective reality (never ever exhausting it); going along any other path we cannot get anywhere other than confusion and lies”.
We Bolsheviks count on the fact that the given scientific-practica l conference dedicated to the main philosophic work of V.I. Lenin “Materialism and empiro- criticism”, makes its own contribution to the ridding of opportunism, idealism and fideism from the communist movement, in its transition over onto the revolutionary path of struggle, the struggle for the final liberation of labour from the yoke of capital.

WE SHALL DESTROY IMPERIALISM – THE LAST EXPLOITER SYSTEM ON EARTH!
“Imperialism is the eve of a social revolution of the proletariat” V.I. LENIN
91 years ago – on November 7 (25 October old style calandar) in 1917 the Great October Socialist Revolution was carried out. The working class of Russia under the leadership of V.I. Lenin overthrew the power of the bourgeoisie and the landowners, and established their own workers’ peasants’ Soviet power. On 30 December 1922, the Union of Soviet Socialist Republics was formed – a voluntary alliance of independent brotherly peoples and states.
Under the leadership of the party of Lenin-Stalin, the people built socialism, defeated fascism and liberated Europe from fascist slavery; it was the first country in the world to launch an artificial satellite and Man into space; it built the first nuclear power station and nuclear ice-breaker “Lenin”, and steadily moved along the path of scientific-technolo gical and social progress. The prosperity of Soviet citizens steadily grew, cultural and education levels were raised. Friendship and brotherhood of the peoples of the USSR, mutual help and assistance, the certainty in the morrow and social optimism were the most important moral-ethic qualities of socialism.
The arrival to power after the death of J.V. Stalin of petty the petty-bourgeois neo-Trotskyite clique of N.S. Khrushchev, the unleashed, starting from the XX Congress of the CPSU anti-Stalin campaign, laid the basis for the restoration of capitalism in our country. Gradually in the CC CPSU ripened the headquarters of counter-revolution which was brought about by the traitors-Gorbachevi sts under the guise of perestroika.
For already 17 years and the across the expanse of the ex-USSR, counter-revolution has been ruling. The working people of our country under the guise of de-nationalisation and privatization have been robbed of their common property: factories, manufacturing plants, mine shafts: the high productive collective agriculture system has been destroyed; education, health care, science and culture are eking out a meagre existence.
The revived bourgeoisie have become immeasurably wealthy. Its top layer has transformed into oligarchs, in possession of multi-billion US dollar wealth. The working people – the creators of all the material wealth, have been robbed and are doomed to extinction and poverty. Every year in Russia, the population is falling at a rate of 1 million people a year, and in Ukraine – by half a million. A decrease in the size of the population is happening in all the remaining republics of the ex-USSR. Unemployment and poverty, drug addiction and drunkenness, alcoholism and prostitution, epidemics of tuberculosis and AIDS have become the lot for millions of people.
During the years of so-called “independence”, Ukraine has practically been transformed into a US colony. Its present-day Orange leadership headed by V. Yushenko is faithfully serving US imperialism, leading the struggle for world domination and possession of huge miner-raw material resources of Russia. In Ukraine, nationalism had emerged, the fascist Banderites and OUN-UPA fighters are glorified – these gangsters, loyal servants of Adolf Hitler and butchers of Ukrainian, Polish, Jewish, Russian, Gypsy, Slovakian and other peoples. Carrying out the order of their overseas masters, Yushenko is aiming to drag Ukraine into NATO and pit the Ukrainian people against their brotherly Russian people and provoke them into a brother-killing conflict. And the start of this had already begun in the August 5 day War in 2008, unleashed by Georgia under M. Saakashvili (the same puppet of US capital as Yushenko) against the South Ossetian people. With the blessing of Yushenko, Ukraine supplied Georgia with weapons worth millions of US dollars which were used in the war against the Russian army, with the participation of Ukrainian military servicemen.
The unfolding world financial crisis speaks of an impending collapse of the system of imperialism. Attempting to delay its own death, the governments of leading imperialist countries are handing out multibillion dollar credits to rescue their own main banking and financial structures and institutions.
The government of Ukraine is hoping to receive IMF loans amounting to more than 16 billion dollars. And this is presented as concern for the welfare of the people and country. In reality, the ruling regime, despite the acute differences between the president and prime minister, it is trying to provide support to the major finance-industrial groups of Ukraine. And it is trying to do this on the backs of the working people, since us, the working people are the ones who are going to have to pay off the debt.
Which is why Yushenko and Timoshenko talk about the need to close down all social programmes in 2009, which will deliver another blow to the people’s living standards.
The financial crisis will deliver a blow to the real sector of the economy.
Unable to endure the competition with steel industries of China and Russia, steel plant in Ukraine are folding up, which had previously given 20% of GDP and 40% of currency input to the budget. The construction industry has frozen. Hundreds and thousands of newly unemployed people are being thrown onto the streets. In conditions of a worn out housing-communal sector, the residents are threatened with a cold winter.
The working people of Ukraine are up against the threatening reality of survival in conditions of an imperialist crisis.
The only way out of the current catastrophic situation, like 91 years ago, - is to rise up to the revolutionary struggle for your rights, for the revival of Soviet power, socialism, the rebirth of out great Soviet Motherland.

THE LENINIST-STALINIST ROUTE – TOWARDS VICTORY!
On 21 December 1879, Joseph Vissarionovich STALIN was born – leader of the Soviet people and working people of the whole world, outstanding statesman, political activist, successor and continuer of the cause of great V.I. Lenin.
With the name of J.V. Stalin is connected all our victories and achievements: the building of the world’s first workers’ and peasants’ state – the Union of Soviet Socialist Republics; the victory of socialism that was legally set in the Stalin Constitution of the USSR (5 December 1936); the defeat of fascism and liberation of the peoples of Europe from fascist slavery; the restoration of the people’s economy in the post-war years and the creation of the material prerequisites for the gradual transition over to the construction of communism.
With the name Stalin is connected and all the achievements of Ukraine. Namely in the Stalin years, the merging of all iconic Ukrainian lands in a single state took place – the Ukrainian Soviet Socialist Republic. Soviet power in Ukraine was established on 25 December 1917, straight after the victory of the Great October Socialist Revolution. And already by 1940, Ukraine in the makeup of the USSR had been transformed into one of the most highly developed countries of Europe, and was comparable to France in economic potential.
What “independent and sovereign” Ukraine has to offer now, we can all see. In terms of GDP were capita, Ukraine occupies third place among the poorest countries of Europe (worse off countries are Albania and Moldavia). Millions of unemployed, hundreds of thousands of homeless. Destroyed families, children thrown to arbitrariness of fate. The continuous price increases on vital foodstuffs, medicines, transport and housing-communal services. An AIDS epidemic and tuberculosis…..
The catastrophic situation in the housing-communal sphere which according to the media, is worn out by more than 60%. It is namely because of the number of accidents in this sphere, (i.e. gas explosions in housing resulting in deaths) has grown in the last 10 years by 5(!) times. Public transport has been left to ruin. 90% of all trolleybuses and trams have worked well past their useful operational time.
Interesting in connection with this, are the words spoken by the leader of the Libyan revolution, Colonel Gadaffi at the beginning of November 08 who was on a visit to Ukraine: “Agricultural life in Ukraine is similar to that of in Africa”. (6.11.08. “Ukrainian Novosti”). What is true, must be true. Under Stalin, Ukraine was one of the most highly developed countries in the world in economic potential, which at that time provided one of the highest living standards and transformed Ukraine into a highly developed missile-space power. The result of 17 years of “independence” – a continuous decline of Ukraine from the heights of scientific-technolo gical progress to the level of the most backward of African countries. This, according to Yushenko, is called the “devotion” to European-Atlantic values”

For “rescuing” the economy of Ukraine in the period of an ever deepening world financial crisis, the government of Timoshenko received from the IMF credit amounting to 16.5 billion US dollars for Ukraine.
In actual fact this credit was designated of rescuing Western banks which had invested their money in Ukraine. A large proportion of the credit will not get to Ukraine, but will go directly to the Western banking structures (which is why the IMF recommended such a measure). At the same time, this credit will have to be paid off by the Ukrainian taxpayer, that is, by you and I. In essence on the backs of Ukraine, its people, the Western economy is being rescued, the US economy – the main guilt party of the present crisis. (One should note that the US and the West are trying to put an end to the crisis on the backs of the weakest countries. In particular, the same IMF credits have been given to Hungary, Iceland as well as Ukraine, which are on the edge of default, that is, a financial collapse, brought about by the impossibility of making loans repayments; a default = not fulfilling repayment obligations, a cessation of payments).
At the same time, although a large amount of the credit will simply bypass Ukraine, the IMF handing out this credit has placed a whole number of demands on the National Bank of Ukraine. In particular, the Cabinet of Ministers has been instructed not raise the minimum wage to the level of the minimum needed to live; neither is there going to be a re-look at the conditions of indexation of welfare payouts or a raise wages of government employees in December 2008 –January 2009. Also the IMF is demanding for the next two years (2009 – 2011) that gas prices for domestic use, and which the population needs to be levelled the same as the price of imported gas, which will mean a growth in the price of gas for the population up to the level of world prices. Besides that, in the near future, the Cabinet of Ministers has to prepare a list of companies for privatization in 2009, as well as a market for the sale of land, the sale of agricultural land. And this means that Ukrainian peasants are being finally deprived of land which is being seized by local and foreign oligarchs and, with this, the process of transforming the Ukrainian peasantry in hired hands on their (by then, not their own) land. In actual fact, the process is complete, by Ukraine having accepted the given IMF demands (in the face of the president, premier and their loyal parliament, having adopted on 31 October the anti-crisis program put forward by the president, in the next 3 years has completely deprived the country of its economic and financial sovereignty, since all the decision in the financial-economic sphere will be taken only after the agreement of the IMF.
In the betraying of Ukraine’s national interests along with the interests of its working people, Yushenko’s and Timoshenko’s “patriotism” is included. In order to disguise their traitorous essence, Ukraine’s president has again, like a year ago, ignited a campaign on the 75th anniversary of the ‘golodomor’ (state initiated famine) in 1932-33.

The capitalists of Ukraine as well as the major imperialist countries are aiming to get the working people to take on the burden of the crisis themselves. The conditions of the working people of Ukraine are worsening by the day.
The only way out of the present situation – lies not in parliamentary chatter and elections, but a transfer of the working people of Ukraine over to the Leninist-Stalinist route of revolutionary struggle and destruction of the power of capital.

ABOUT EVENTS IN THE MIDDLE EAST
American-Israeli Zionism once again ignited the fire of war in the Middle East, having begun military action by the Israeli Armed Forces from the sea and on land against the people of Palestine, having again occupied the Gaza Strip. Despite UN demands for a halt to the violence and killing of the peaceful population of Palestine, the Israelis threatened to “put an end to it” – the destroy the Palestinians who are under an Israeli blockade in the Gaza Strip. The world progressive community demanded an immediate end of Israel’s military operations. A working group of international meetings of communist and workers’ parties of the majority of countries of the world made a Statement on 30 December, condemning the actions of the Israeli war machine in support of the just struggle of the Palestinian people for the creation of an independent Palestinian state in the framework of the borders of 1967. Under this Statement, stand many signatures of the leaders of communist and workers’ parties. The AUCPB added its voice in support of the demands for a halt in the massacre of peaceful Palestinians by the Israeli war machine, having place its signature under the Statement.
In Beirut, Lebanon, on the 16 -18 of January an International Forum took place under the heading “For resistance, anti-imperialism, solidarity between peoples, and the alternatives”, in which the majority of leaders from communist and workers’ parties, national-liberation movements of the Middle East and other regions took part. The all-Union Communist Party of Bolsheviks greets the organizers and participants of the Forum “For Resistance, Anti-Imperialism, Solidarity between Peoples, And the Alternatives” and wishes them true success in the work of the forum.
We fully support the just struggle of the Arab people of the Middle East for their statehood and independence, for their historical choice of development of the country, for peaceful co-existence in this explosive region of the world.
We recognize well that regardless of the various Resolutions that have been adopted by the UN, there can be no peace in this region whilst the Israeli Nazis are committing outrages here, carrying out the policy of world Zionism, whilst ALL Arab states and all patriotic forces of the Middle East do no unify in a joint struggle against the common enemy – American-Israeli Zionism.
We fully support the heroic struggle of all Palestinian patriots for their country’s independence and we heartedly support the principled position and revolutionary struggle of the patriots of the Islamic resistance movement “HAMAS”.
We understand that the struggle is being waged unfairly. The human loss on the two sides on 11 January 09 – 854 peaceful Palestinians killed and only 13 Israeli military servicemen – this bears witness to the weak organizational ability and extremely weakly equipped weapons of the “HAMAS” patriots compared to the regular army of Israel, freely obtaining from the USA unlimited numbers of the latest weapons systems and huge financial aid from the US at the same time.
The situation bears witness to the fact that in the Middle East a deliberate destruction of the peaceful Palestinian people is underway in bringing about the plans of Israel – USA, the plans of WORLD ZIONISM for the complete take over of Palestine. Lately, Israeli troops have been using phosphorus bombs banned by the UN. Israel has stated its intention to strengthen military pressure on the Palestinians in the Gaza Strip (the third stage in the “molten lead” operation), despite the deepening humanitarian crisis there.
We wish the much suffering Palestinian people the quickest success in driving out the Israeli occupiers from the Gaza Strip, the return of Palestinians to their iconic Motherland, the creation of a free and independent Palestinian state in the framework of the 1967 borders with the capital – East Jerusalem.
Without an unification of efforts of all the Arab world in the struggle against world Zionism, the fire of war in the Middle East will be constantly burn, at times, getting less and then flaring up again.
We – the All-Union Communist Party of Bolsheviks (AUCPB) call on all Arab states of the Middle East to unite politically and practically in relation to American- Israeli Zionism, call on all patriotic forces, national-liberation movements, communist and workers’ parties and progressive social-political organisations to unity of actions in support of the just patriotic struggle of all the progressive forces of Palestine, in the support of the patriotic organisation – the Islamic resistance movement “HAMAS”.

SOCIALISM IS CREATING MIRICLES!
In December 2008, 36 years had passed since the day the Constitution of the DPRK was adopted. The fundamental law of the country, and a step undertaken by the Workers’ Party of Korea, the socialist system, the leadership of Kim Il Sung and Kim Jong Il being the main reasons for the great successes in this state. Even in our country – the USSR, there were never so many social guarantees. We’ll talk about these now.
1. In the DPRK, there is no crime, therefore there is no militia (police force).
2. Citizens of North Korea do not pay any taxes.
3. Young families, just starting out, are given apartments for free, with a area size of 120 sq.metres. And all the furniture and kitchen utensils are also supplied to them for free.
4. Thanks to the politics of “Juche” (“self reliance”), the planned, non-market economy, the DPRK is virtually not suffering from the world economic crisis.
5. Hair salons are completely free.
6. Twice a year, school children and students are given for free their uniform and study materials.
7. All newspapers are free.
8. Entrance to theatres in the DPRK are free (no need to buy tickets). Just go in and watch.
9. Health resorts are completely free.
10. In the DPRK there are hardly any divorces, although the right to divorce, is naturally guaranteed by the Constitution and laws of the country.
11. The education of the young up and coming generation in North Korea has achieved impressive successes. In the towns and villages you won’t see women smoking. Alcohol consumption is minimal and there is no drunkenness. The streets are very clean. A North Korean having throwing litter on the ground knows that he is creating problems for himself and the environment. All of this has been achieved by way of persuasion and not by means of punitive fines and bans.
This is by far not the entire list of achievements of socialism in the DPRK. We have only stopped on a few of its characteristics.
These are some of the great successes with a socialist system is capable of! Russia and the other republics of the USSR must aim towards this in order to solve all of today’s problems.
The fairytales about “famine in the DPRK” are so false and so untrue. The bourgeoisie arrogantly slanders the socialist state with one aim – so that workers and peasants do not find out the Truth, do not organise a Proletarian revolution in their own countries and did not use the example of the Soviet Union or the DPRK.
Comrades! To hell with all the bourgeoisie – the bloodsuckers, Zionists, Chubaises, Bushes and Putins –We shall do in the Soviet Union like what is done in the DPRK!
