WORKERS OF ALL COUNTRIES, UNITE!
FOR BOLSHEVISM
INSIDE THE COMMUNIST AND WORKERS’ MOVEMENT
No 12(69) DECEMBER 2008 AUCPB - ВКПБ
91 YEARS SINCE THE GREAT OCTOBER SOCIALIST REVOLUTION
Dear Comrades! Members of the All-Union Communist Party of Bolsheviks, and also our like-minded thinkers in other leftist parties and movements!
Dear citizens of our Socialist Motherland!
The Central Committee of the AUCPB warmly congratulates YOU on the 91st Anniversary of the Great October Socialist Revolution – the beginning of a new era in Mankind, a new historical formation – without oppression of the working people, where a person who works is the creator of all values on Earth, and is the full master of everything that humanity has created during its arduous history.
Yes, we Bolsheviks have had to temporarily retreat in the construction of a socialist society due to betrayal, mainly by the degenerated party-nomenclatures of the CPSU (Communist Party of the Soviet Union), which headed the bourgeois counter-revolution in the USSR. Lenin believed that there cannot be a revolution without a counter-revolution (vol. 12 p 171, Rus.). Building something completely new, for the first time in history and never seen before is always very difficult. But we have gained an enormous amount of experience over the 70-year successful construction of a socialist state in conditions of a fortress under siege. We showed the whole world in practice the huge advantages of a socialist system over the capitalist system and encouraged many peoples in their struggle for socialism. These 70 years have been our greatest asset for the rebirth of our Socialist Fatherland. For we have become wiser and more experienced in how we need to run a new society and avoid those mistakes and errors already made in the past. We now know WITH WHOM we can go into battle, WHO are our trusty allies and where the true enemy is. Counter-revolution is conquered by revolution, (K. Marx in Vol 6 p218, Rus). We must prepare ourselves for a new socialist revolution seriously, without whining about difficulties, but being certain in our certain victory because our victory has been historically predestined by the flow of the development of history. We must even more steadfastly and patiently carry out explanatory and agitation of our Bolshevik ideas together with the distribution of our Bolshevik Program among the masses, especially among young people, the working intelligentsia, among the workers and peasants.
Pseudo-Marxists lie when they say that the working class has now ceased to exist, has degenerated and that the “white collar” workers are now allegedly the hegemony of revolutionary transformations in society. The working class, according to the words of V.I. Lenin, does not die, but grows, strengthens, unites, enlightens itself and becomes hardened in the struggle (Lenin, vol.23, p 257). This process of hardening of the working class and the working peasantry is clearly revealed in Bolshevik publications from the localities and Bolshevik central newspapers (Serp I Molot, Raboche-Krestyanska ya Pravda, Vperyod).
We are marking the 91st Anniversary of Great October in conditions of the most powerful global systemic crisis of imperialism since the great depression of 1929-1933. It began with the financial collapse of the leading props of the US financial pyramid and drawing into itself a growing political crisis of the institutes for running the international system which was formed after the ending of WWII, the destruction of all aspects of the existing world order.
The US economic recession has crossed over into Europe, having brought about a serious fall in production and, with this, a rise in unemployment, inflation, mass actions of the proletariat in the struggle for its survival. The hurried nationalization of the US economy will hardly save it from collapse. Europe is occupied with the same thing. The “G7” which had been tearing away trying to save its “friend” the USA, cannot improve the situation, since it no longer occupies the commanding heights in the global finances. The collapse of the soap bubble - the US dollar as the international currency reserve, the collapse of the dominating position of the US in the world, means also the collapse of the American idea of a mono-polar world, having demonstrated its complete failure to be what the USA constantly demonstrated to everyone to be the only aim of solving its own problems on the backs and to the detriment of others.
Russia at one time, in one imperialist connection with the USA has not escaped the financial crisis, although on the strength of a number of reasons, it has at the moment, a less catastrophic character.
Starting from the present political-economic situation in the world, we are standing on the threshold of serious political upheavals.
We, Bolsheviks also mark 8th November as the 17 year since the forming of our All-Union Communist Party of Bolsheviks (AUCPB)
17 years ago, having raised up high the banner of Lenin-Stalin at a turning point of our Soviet history, we proudly and courageously carried this banner forward under the hooting of the pseudo-communists, cowardly hiding from the portrait of Stalin on our banner. We did not allow the renegades to mock our glorious Soviet past. We then were the only ones to point out to the working masses who’s minds had been beaten with anti-Stalin mayhem, pointed out the real path out of the situation that was taking place in the territory of the USSR and in the world after the counter-revolutiona ry coup d’ etat in the USSR.
Today, like before, we are the only true communist party on the territory of the former Soviet republics, the party until the very end, loyal to the doctrine of Marx-Engels- Lenin-Stalin, the party of the working class entering into alliance with the peasantry and working intelligentsia under the banner of Marxism-Leninism.
Over the past 17 years - the difficult years of the bourgeois counter-revolution, the AUCPB has successfully overcome a number of obstacles which the bourgeois regime piled up in our path, smashed all attempts by the opportunists to split, destroy and wreck it from within.
All these years we have been carrying out an uncompromising struggle against opportunism inside the communist movement, not just here in our country, but also abroad, carrying our a struggle for the revolutionary revival of Soviet power as the dictatorship of the proletariat, socialism and our great multi-national Motherland- the Union of Soviet Socialist Republics.
The AUCPB from the moment of its founding is an All-Union party, actively working in all regions of the USSR. Our party is the banner bearer of Bolshevism, primordially built as a monolithic, ideological pure, revolutionary party, loyal to the great Marxist slogans of proletarian internationalism, the dictatorship of the proletariat. Its final aim is the building of communism.
Our party carries a large contribution in the cause of the international unification of anti-imperialist forces, has close ties and cooperation with socialist countries – the Democratic People’s Republic of Korea (DPRK) and Cuba, with revolutionary and national-liberation movements of the world. In other countries of the world, the ideas of Bolshevism are spread via our journals in French and English languages as well as via the Internet, and public speeches made by the higher ranking party activists at International seminars, conferences, and symposiums. The main materials of our Party have been translated into many languages of the world and are published abroad.
On the day since the forming of our All-Union Communist Party of Bolsheviks (AUCPB) – 8 November 1991, I sincerely wish all the members of our party good health, much vital strength and success in our exceptionally hard and necessary work on the spreading of the ideas of Bolshevism, on attracting in to the ranks of the AUCPB worthy comrades, on preserving a clear and firm position in the struggle against opportunism for the cause of Lenin-Stalin.
Long Live Great October!
Long Live international unity and brotherliness of all progressive forces on the Planet in the struggle against imperialism!

THE GLOBAL FINANCIAL CRISIS
RUSSIA AND UKRAINE
The adoption after a second attempt by the US Congress at the beginning of October of the “Paulson Bailout Plan” (named after the US Treasury Secretary, who had put forward this plan) on bailing out the country’s financial sector by way of allocating 700 billion dollars, has led to failure. Just in one day, on 7th October, the stock market of the US lost 700 billion dollars in trading, that is to say, equivalent to the sum proposed for saving the economy, having offered to buy up the shares that had dropped in value.
As spokesperson of an association dealing with stock market statistics, Wilshire Associates Incorporated, Kim Shepherd says, in all, starting from 19th September, when the world markets peaked, the US company shares had already lost 3.4 trillion dollars. The market was in panic: analysts and businessmen have admitted that the country’s economy is in depression which has not been reflected in official statistics.
“The packet of emergency stabilization measures which have for so long been discussed, in actual fact represent less than 1% of our financial hole….We are sitting on a ticking fiscal time bomb which needs to be stopped immediately”, declared well-known finance expert David Walker, formerly Comptroller General in the White House under Bush live on air on CNN. In his opinion, any measures taken by the government and directed at the increasing the budget deficit will only play on the financial destabilization, no matter what noble intentions the authors of the plan pursued for holding together the mortgage and financial giants, which finished up going down into the funnel of the crisis.
The US banking sector has been sunk into a new wave of crisis – this time, client credit card default, writes the Wall Street Journal referring to the statement by the Bank of America, commenting on the 68% fall in quarterly profits, and of the need to attract 10 billion dollars.
The US financial media reports of panic by small and medium investors, primarily counting on surviving a collapse in the markets, but now casting out their portfolios (that is, their securities).
The financial crisis also hit the pension system. US citizens over the last 15 months have lost in their pension funds, 2 trillion dollars in savings. According to the words of committee member Peter Orszag, the reason for the catastrophic loss in pension savings of citizens was in the collapse of the stock market. As a result, many Americans have had to re-examine their own pension plans, including when they can actually retire on a pension. One should note here that the minimum pension age in the US is 62 years old.
The US state budget deficit for 2008 stood at 454.8 billion dollars, a record high for the entire American history, is spoken about in a message by the US president. Compared to 2007, it has grown by almost three times – from 161.5 billion dollars. In connection with the 700 billion dollar packet of measures on reviving the US economy, the experts believe that 2009 will be even worse, according to Associated Press.
“I think that we are on the threshold of a complete collapse of the US financial system”, declared BBC professor of Maryland University, Peter Morrissey. “After this, panic may start, which will lead to the collapse of the world’s financial institutions”.
Dominic Stross-Kan, head of the IMF in a statement on the results of the meeting of ministers of finance of the “G7” which took place on 11 October, noted that the leading industrial powers of the world have not done enough to restore confidence in the markets. And that the doubts in the stability of a number of the largest financial institutions of the US and Europe are pushing the world financial system to the edge of a collapse of the system.
Another thing which did not lead to a positive result was the widely advertised plan for rescuing the European financial system adopted at a summit in Paris on 12 October by the leaders of 15 countries in the Eurozone (with the participation of British Prime Minister – Gordon Brown). According to the words of French president Sarkozi, state guarantees for temporary inter-bank lending was decided in order to avert a paralysis of the financial system. This plan also like the US one, is based upon the multi-billion dollar input into the banking sector of these countries and bailing out the banks which are in crisis, up to including their partial nationalization. After the plan was adopted, stocks started going up on the financial markets of Europe, but already by 14 – 15 October, they had already again dropped, that is, the fall continued.
The financial crisis began to influence the real sector of the economy. International financial institutes were gripped by fear. The IMF began talking of a threat of a slowdown in the world economy. According to the opinion of IMF specialists, developed economies have already entered a period of recession. The forecast for the growth in the US economy for 2009 stands at 0.1%, against the 0.6% that was earlier expected. The developed countries of Europe will show a growth in the area of around 0.2%. In Germany the forecast is of zero growth, according to Bloomberg. The IMF believes that the developing economies are also slowing down. A fall in the growth speed in the economy will lead to an increase in unemployment. The number of jobs lost outside the agricultural sector in the US for September stood at 159 thousand people. Across the world, the crisis has left more than 83 thousand bankers without jobs.
RUSSIA
Here the situation still worse. The world liquidity crisis, that is, a lack of money on the money markets, - has led to an even deeper crisis in liquidity inside Russia too. Over the past six months, the Russian market has lost about 70% of capitalization, at the same time when on other markets, the crisis has resulted in a fall in stocks on an average of 30% (China – 40%, Israel -34%, Japan – 29%, Britain and France - by 28%, Poland – 27%, USA – 27-24%, Germany- 25%, Belgium – 22%. Data source- stock report and news “FBK”). One more element of the crisis has been the fall in the price of oil which has led to a reduction in the influx of dollars for oil into the Russian budget.
The experts believe that the accumulated stabilization fund will soften the blow and that there is enough money in there for the time being, but all depends on how deep the world crisis turns out to be. Vice Chairman of the budget and tax committee of the Russian State Duma, Alexander Kogan says – “I think this year there will be no problems, because the budget surplus is now sufficiently big to ward off serious blows to the economy”. According to the opinion of the director of the institute for development, Sergei Glazyev, the problem lies in the fact that this money is invested in the American financial market, and due to the situation in the US, it can simply devaluate, and with this, very quickly.
The stormy growth in the economy will most certainly end this year and, beginning from next year, a significant slowdown will be observed, believes senior analyst of the company “Global Insight” on Russia, Doctor of political science, Natalie Leshenko.
The financial crisis in Russia has crossed over into a new phase: a sharp reduction of turnover capital will lead to stagnation in production. Automobile concerns “GAZ” and “KamAZ” have already announced a partial closure of their assembly lines. Metallurgists have warned of reductions in the volume of production by 20%. Magnitogorsk Metallurgical Plant (MMK) has announced a reduction in production and layoffs. According to the finance director of MMK Vladimir Shmakov, in October it is possible there would be fall in production by 25% in relation to the previous month.
According to the opinion of economists, the majority of Russia’s population will have prepare themselves for wage freezes and a fall in real incomes by approximately 30%. And in the first half of this year, real incomes of the population had already fallen by almost 10%.
The fall in growth and the stagnation of production will lead to a growth in unemployment. According to the opinion of specialists, the total number of people laid off due to a drop in production may real several million. The hardest hit will be the construction firms which survive entirely on hired means. They, according to data by economist Mikhail Delyagin, which radio station “Nemetskaya Volna” has quoted, have begun to freeze projects that have already been completed, and in the near future, millions of migrant workers who have been deprived of work will be thrown onto the streets of Russians towns and cities, and who could turn into violent criminals. On the whole in Russia at present there are, according to the economist, about 12 million migrant workers. One million of them have legal status, 11 – illegal status. Out of those, 6.5 million work in the construction industry. Delyagin forecasts that between 1 and 1.5 million migrant workers will keep their jobs in construction which are have been spared. Another one million of them will be able to find other jobs or manage to escape in time. But no less than 4 million of them will finish up on the streets – outside the law and outside of society. “For them lies the threat of a cold and hungry death, because they, as people from the warmer southern parts, are more sensitive to the winter that is fast approaching. On the other hand, for inhabitants of major towns and cities, this means a sharp rise in crime. And what is a very true reality, this will be violent crime, because people will be struggling for their physical survival”, warns Delyagin.
UKRAINE
The situation in Ukraine is lot worse than in Russia. More than this, it is catastrophic. The fall in stock market shares on the PFTS for the indicated period (May-October) was more than 70%. The trade balance was completely deregulated. Thus, if back in 2004, Ukraine sold onto the international market commodities worth 3.66 billion dollars more than it bought (that is, it was exporting more than it was importing), then with the arrival to power of the orange group and the first government of Yulia Timoshenko, already according to the total of 2005, the trade balance deficit stood at 1.91billion dollars. After that, with each year, the deficit has grown, and according to the 2007 results, stood at 11.42 billion dollars. For January – May of this year, import was greater than export by already 9.2 billion dollars and, according to specialist forecasts, the annual deficit for this year will be around 20 billion dollars. Ukraine’s financial system is only just floating thanks to foreign investments which in 2007 alone stood at 7.88 billion dollars. But with the start of the global financial crisis, foreign capital has begun leaving Ukraine (as with Russia too).
Ukraine’s foreign debt, according to data of the National Bank, at April 1, 2008, reached the astronomical sum of 92.49 billion dollars which is 65% of the entire GDP. With this, Ukraine has to pay back short-term loans to foreign lenders to the sum of 21 billion dollars. The need to have to repay these loans is forcing them to take out more credit at a higher rate of interest. Moreover, in the conditions of a financial crisis, these credits are extremely difficult to obtain. Economists have forecast that already by the end of this year (2008) the country’s financial system will have collapsed. This will lead to a devaluation of the Ukrainian hryvnia by a minimum of 1.5 – 2 times, the bankruptcy of the banking system, “having been sown” by foreign credits, the collapse of the stock market with a fall in the price of shares by 3 – 5 times, a hike in inflation up to 15 – 30% a month and the lowering of real income of the population.
The financial crisis has already affected in a negative way the economy of Ukraine. In particular, a large-scale crisis has begun in the steel industry. In connection with the fall in world prices, Ukrainian steel plants can no longer compete with Chinese and Russian producers. A month’s amount of products has accumulated at the companies’ warehouses due to problems with sales. Already 17 of the 36 smelting furnaces have stopped working, and the steel industry is looking at the partial closure of steel plants. Considering that the share of enterprises of the mining-metallurgica l complex in the GDP is 20%, and up to 40% of the hard currency enters Ukraine from steel production, the consequences of the crisis in the metallurgical branch of industry may be pitiful; from a budget shortfall and massive job cuts up to the complete collapse in the economy of Ukraine. The country will sink into several years of depression.
The result - a sharp decline in the living standards of the working people of Ukraine and a new wave of labour migration.

In this situation, instead of restoring financial-economic and friendly ties with Russia in order to together try to stave off the crisis, the orange leadership of Ukraine headed by president Yukoshenko is forcing anti-Russian sentiment onto society. It has got so bad that the president now confiscates the plane from the prime minister when she goes to Moscow to solve questions on the price of gas. Indeed if Russia raises gas prices from 1st January 09 to the level of world gas prices, then the economy of Ukraine will come to an end. By order of the National Council for TV and Radio broadcasts, from the start of October 08, a number of cable Russian TV channels are to be suspended. All this is being done to stop Ukrainian viewers and listeners from getting information from out of Russia, in particular on the question of shining light on the Georgia- South Ossetia conflict and the participation of Ukraine in the face of the orange leadership, in the arming up of Georgia with weapons of attack. Practically as we were writing this article, Ukraine had taken part in that conflict on the side of Georgia and against Russia.
***
In order to take the attention of Ukraine’s working people off the extremely difficult situation, and also with the aim of dumping the entire blame for the impending catastrophe onto the Cabinet of Ministers headed by Yu. Timoshenko, V. Yushenko announced new elections to parliament. He gave the order for the dissolution of parliament (9 October) and designated the election for 7 December. Yulia Timoshenko in no way wants to lose her high and mighty post of prime minister with huge financial-economic power, and she, together with her power bloc (BYUT), is doing everything in order to wreck these elections. A legal war has broken out between the president and prime minister. The president’s Decree has been annulled by the area court administration of Kiev, the dissolution of this court by the president, the annulment of the given Decree by a higher court, the blocking of courts and the Central Electoral Commission by the BYUTites etc.
The working people of Ukraine understand all too well that all these “battles” have nothing in common with their daily lives, have nothing to do with their pains and concerns, that the president with the prime minister, - and the political forces oligarch clans breathing down their necks are simply carving up their own loot on the backs of the working people.

The impending collapse of world imperialism speaks only of one thing – capitalism at its highest imperialist stage has completely exhausted its own historical resources and to the utmost revealed its beastly inhuman essence.
The working people, like 91 years ago have to rise up to the struggle for the revolutionary overthrow of the power of capital and the rebirth of the power of the working people, Soviet power.
We, Bolsheviks have no doubt that a new wave of proletarian revolutions is growing and which will sweep off from the face of the Earth the rotten and criminal system of imperialism.
16 October 2008
A. MAEVSKY, Secretary of the Central Committee of the All-Union Communist Party of Bolsheviks (CC AUCPB)
The electing of Barak Obama as US president became news item number one in the world recently in conditions of a developing world systemic crisis and recession in the economies of the leading imperialist states.
What is the world expecting from the new president of the USA?
Firstly, the world is expecting a change in US foreign policy after the changeover in power in the White House, and namely:
1. a rejection by the USA of the role of world’s gendarme and that it subordinates to the rules to laid down by the United National Organisation (UNO);
2. the withdrawal of US troops from Afghanistan and Iraq;
3. the closure of the Guantanamo concentration camp and the banning of the use of any kind of torture by the Army as well as the CIA, and also the closing of the network of secret prisons scattered by the US all around the world;
4. rejection from the policy of listing a number of sovereign states as belonging to the “axis of evil”, or defining them as “rogue states”, rejection of the human-hating policies in relation to them, made more severe by harsh economic blockades against countries like Cuba and the DPRK. Iran is also included in this list, with its peaceful atomic research that so irritates the USA;
5. cessation of extremist Americanism unleashed on independent states under the pretext of the “struggle of Americans for human rights”, the “establishment of democracy” – the American way of life and the corrupting human personality of American “culture”;
6. cessation of the gangster-style military arbitrariness on Palestinian soil and on the whole, in the Middle East on part of Israel fed by the US;
7. inadmissibility of aerial bombardments by the US airforce over territory of independence, where Americans allegedly suddenly spot the presence of terrorists (Syria, Lebanon and others);
8. signing of the Kyoto protocol, thereby confirming US readiness to cooperate internationally in preserving the environment in the struggle against global warming;
9. ending the construed global anti-missile defence system located close to Russia (Poland, Czech) and the former republics of the USSR as a factor for stepping up military tension;
10. the ending of the expansionist policy of NATO and the unrestrained expansion of zones of activity of the North Atlantic Treaty Organisation further into the East;
11. a number of other no less important acts.
In the domestic political sphere, the world is waiting from the US serious efforts on ending the US initiated world financial and economic crisis which has led the economies of the leading countries of Europe into recession and strongly hit the economies of countries like Russia, Japan, China and others.
These, maybe are the main questions which the world is waiting a solution to from the 44th president of the USA, Barak Obama. Can he, the first in American history black president, a descendant of a white slave-owner and a Jewess of African origin, fulfill the hopes of the world community?
It seems that serious changes in the foreign policy of the USA under Obama are not envisaged. More than this, to the majority of the listed questions, Obama has already publicly stated – “NO”, or that he is completely unsure. The USA will not be withdrawing from Afghanistan soon, or even at all at this rate. It is of no accident that they got involved in that conflict. Iraq remains occupied by US troops for the long term, for a withdrawal by them from Iraq would mean a loss of US influence in that region. Blood will continue to flow from Palestine, since Israel and the US will not reject their policy of invasion into this territory of the Middle East. Russia, like before represents an interest for the USA only as a source of raw materials, the country, preferably in dismembered form. (A former enemy will never be a friend – proclaims a Russian proverb). We have already analyzed the question as to who real power belongs to in America. It belongs to the Zionist lobby, aiming for world domination. Therefore, any US president is, in all, only an executive of the will of the ruling Zionist elite of America, the Committee of 300, which runs the transnational corporations and dictates its will to the presidents and higher electoral power of the imperialist countries of the world.
Well ok, Barak Obama has black skin, so what? He is still their puppet, from out of their “nest”. The arrival of a politician with other views and another political orientation other than what makes the true power in the USA happy, to the post of US president, is practically impossible. And so Obama will do what he has “been told” by the hierarchs of Zionism and he will do it even more decisively (than George Bush has done, which Obama has already publicly stated), in order to constantly prove his complete loyalty and obedience to the demands of the Zionist lobby of the USA.
One can judge in advance the policy of Obama by the makeup of the pro-presidential team chosen by him. Out of them, who has already been designated as member of Obama’s team are all hawks, who have already showed their true selves in the organizing and carrying out by the US of local wars. For example, Richard Holbrooke is one of the architects of the bombing of Yugoslavia whilst completely ignoring the recommendations of the UN. Joe Biden – engineered and took active part in the plan of action for attacking Iraq. These are just two, but there are other hawks. Post of Head of chancellery of the White House will be filled by Ram Emanuel, who comes from an Israeli family who immigrated to the USA. This is a post which occupies third place in importance in the government hierarchy of the USA. The head of chancellery carries responsibility for the choice of cadres for the government apparatus, the contact with the White House and US Congress, the country’s domestic policy and work with the cabinet of ministers. Ram Emanuel is closely tied in with Israel. Therefore one need not expect any easing of tension in the Middle East. The remaining members in Obama’s team are of the same level of loyalty to the idea of world domination by the American empire and the use of military force for realizing the expansionist plans of the USA.
Therefore, in the White House, besides a change in the colour of the skin of the person who is to carry out the duties of a president, little is going to change. The American naïve euphoria over the coming to pass of the American dream of the forefathers- founders of America will soon pass, and the real affairs will hardly instill optimism into the ordinary Americans.
However, it is not excluded that the choosing out of all pretenders to the White House of namely a black president by the Zionist lobby of America follows long term aims, namely: the use of him, a black man, like one of “their own”, as a passing figure for the broad penetration and conquering by America, of the African continent under the decrepit slogans of “human rights struggle” and “democracy”. The African continent which is so rich in the rarest minerals and raw materials and exceptionally cheap labour power (before, black slaves were sent to America as slaves, but now they can be utilized on the spot, in Africa, and with this, gaining huge profits without the cost of transit and maintenance even it only on the most basic of needs. And imperialist Europe will be able to utter a sigh of relief, for while at least, since the problem of illegal migration of the impoverished African population into the countries of Europe, will lessen.
It is possible that the US Zionist lobby is planning on gaining another doping, by way of enslaving black Africa, stealing its rich minerals and raw materials and with this, finds its way out of the crisis. Indeed, the attitude to the USA in Latin America (one of the main suppliers of energy resources for the USA) is by far cloudy, and in the Middle East, is with hatred towards American occupiers.
In the 1990-s the US gained a huge doping on the backs of the breakup of the USSR which provided the US with a sufficiently peaceful existence in the flow of 20 years (read A.A. Ponomaryev’s “Yeltsin – Russia’s tragedy” M., 1999).
By the words of the 41st US president George Bush (senior) in 1992, - “We have spent 4 trillion dollars on winning the cold war and compared to this amount, the sum we intend to spend now (for breaking up the USSR) - is 24 billion dollars. The democrats inside the Kremlin are able to guarantee our security far more reliably than our nuclear missiles”. In other words, Gorbachev’s betrayal cost America 166 times less compared to the confrontation between the two political systems.
During a meeting in the summer of 1987, Gorbachev together with Shevardnadze on a destroyer in the Mediterranean Sea near Malta, gave their consent to US president Ronald Reagan to dissolve the “Warsaw pact”, withdraw Soviet troops from the German Democratic Republic (GDR), and also the ending of the Soviet space shuttle “Buran”…. In passing it needs to be mentioned that West German Chancellor Kohl (1981 – 1998) in those days offered Gorbachev 160 billion dollars for “handing over” East Germany. After time-out, Gorbachev went away happy with 14 billion dollars for the deal.
Thus, the higher party-nomenclature of the CPSU sold off the USSR together with the people, and sold off the countries of the communist camp to their ideological opponent….
Today, the USA is in a state of deep economic recession. Unemployment for the first time in 25 years has reached an unprecedented of level for the first time in the USA of 6.5% (4 million unemployed). In Europe, the number is even greater.
The growth in GDP in 2009 for the USA and countries of the EU is planned to be zero and even into minus figures. Western analysts believe that the consequences from the US mortgage crunch may be overcome no earlier than 2010. May be, but will it? Nobody knows what it will be in 2010.
Having complete inability to pay and a state deficit astronomical in size, the machines in the US are still printing their long time ago devalued green banknotes, continuing to flood the whole world with them and forcing other countries to carry out payments namely in dollars. “Fanatics” of the US are gaining huge material assets throughout the world for greenbacks. Today, the exchange rate of the absolutely devalued US currency, not having any backup in gold, is artificially incredibly inflated and absurdly growing, bringing huge profits to currency speculators. This soap bubble definitely has to burst, which may naturally lead to the complete collapse of the USA and the imperialist world on the whole. (Today, America is just managing to hold on because of the growth in the volume of paper money being printed). The US Federal Reserve system is not under the control of the president and prints as much paper money as it feels necessary, and with this, gaining a profit from every printed banknote. There is information that John Kennedy wanted to curb the US FRS, and that is probably why he was assassinated. As is known, until this day, the killers remain “unknown”.
Neither the huge financial injections into the US economy of the countries of the EU, nor Russia which supports America with its gold-currency reserves to the detriment of its own economy and the further lowering of the level of social provision of the absolute majority of citizens of the Russian Federation (RF), could NOT prevent the growing crisis in the USA. The export of capital from Russia is fast underway. Between 10 – 24 August, the pure outflow of capital amounted to 9 billion dollars. Russia’s financial reserves are being exported at a catastrophic rate. Huge state financial injections into banks are not reaching their designated goal, but are going towards the writing off by these banks, of loans taken out by them earlier from Western investors who are now fleeing the Russian markets, and therefore the financial doping of the state to the banks has absolutely no effect on the state of the Russian economy itself. Enterprises in Russia are laying off workers or are closing down altogether. Wage arrears in the country in a number of places go back as far as 6 months or more. The growth of GDP is falling and is now already below the earlier predicted figures. Inflation has exceeded the worst predictions earlier made. At the same time, on the TV channels in Russia, merry little talk shows are being aired, like a feast during the plague, together with the manipulation of the minds of the masses and being even more trained up on the lies of the elite with the aim of turning people’s attention away from thoughts about an impending collapse.
In connection with the sharp fall in world prices on oil (in half a year, the prices of oil has dropped three times) all Russian national projects can only remain as such:- projects and only projects. It is known that the Russian budget was made up in such a way that 70 dollars will cover only the obligations of the budget on domestic loans. And this means that all the rest will have to been cut back and reduced or used notes “of the national reserve” which under such a rate of spending may become zero in 3 – 4 months. On 13 November, the cost of a barrel of Russian oil on the world market stood at 45 dollars a barrel (a barrel of oil is equal to 159 litres). With the making up of the Russian budget for 2009 – 2011, they started out from the price of oil at 95 dollars a barrel. (At that time on the world market the price of a barrel of oil stood at 145 dollars, with a forecast of it reaching 200 dollars a barrel)…At the end of October the budget was over estimated taking into account the price of oil already at 78 dollars a barrel in 2009 – 74 dollars in 2010 – and 88 dollars in 2011.
In connection with the global crisis, the countries of OPEC are planning to cut oil output even more, due to recession in the main economies of the world and the sharp fall in consumption of energy resources because of the closing of a number of areas of production. The fall in world oil output will lead to a further fall in the price of oil. Russia will hardly be able to overcome this crisis on the path of the liberal market and deepening of the capitalization of Russia’s economy. However, the arrival to power as a result of the bourgeois counter-revolution, the existing power in the Russian Federation states and by the words of Putin and the words of Medvedev, that there will be no re-examination at the results of the criminal privatization, devoutly defending the sacred cow of private ownership, obtained by the oligarch clan by way of theft of the people’s property.
President of the Russian federation, D.A. Medvedev in his throne speech on 5 November in the Kremlin, said that one of the main things for us is the “preserving and defending of our fundamental values” (bearing in mind firstly, private ownership), having forgotten that all the time that the most fundamental value for a Russian person has always been social justice. Is there any social justice in Russia today? – NO and not even any mention of it. Today, besides those who acquired for themselves the enormous people’s wealth, possess several villas and castles abroad and in Russia, yachts with several helicopter landing sites and a submarine inside the yachts, who boast publicly, openly and arrogantly before an impoverished population about their wealth they stole (these are all those same “seeds” which Gorbachev had sown in ploughed soil after rooting SOCIALISM from out of it, and now oligarchs have grown out of it), shocking the West with their wealth, having seen various swindlers and thieves, and with those who have to survive on bread and water, there is an ever expanding and deepening chasm. Indeed the main mass of the population under a common wage leveling is “ok” but with a miserly wage of 15 thousand rubles, that provide a very modest living, and those who have been cast overboard – senior citizens, the sick, children who have poor parents – to which, by words of Medvedev are supposedly, “guaranteed from birth equal opportunities” which will never be realized due to the lack of financial means from the parents, with hatred look upon the modern day elite oligarchic Bohemia.
Medvedev stated in his throne speech on 5 November, that “we will not tolerate any igniting of social or national discord” and we shall guarantee “constitutional” (bourgeois- our italics) order using all “legal means”.
We were all by birth from the USSR. For each and every one of us, there has never been a superior nationality of our compatriots, our comrades, our friends. And happy marriages took place on the basis of love between people of various nationalities. And in any Soviet republic, no matter where we traveled, we were always greeted as guests and friends. And every citizen of the USSR was proud of their national identity, their national spiritual culture. Interethnic strife brought into our lives constituted in-power counter-revolution.
Concerning social unrest, then it is natural and inevitable under the presence of a huge gap between the super rich and impoverished people. And it will not be quelled neither by fascistic methods of the Russian riot police OMON, or the beating by the police and other law-enforcement structures for suppressing civil resistance. And how they deal with people arriving to take part in pickets and meetings we know all too well on our experience with dealing the servants of the bourgeois “constitutional order”, using their “legal means”. You can read all about this in the Internet and in the bourgeois media as well as in our press. Medvedev also noted that “there are things that cannot be allowed to happen, there are things for the sake of which we have to fight and win”. For Soviet people here are the things which we cannot forego and will never give up:
- our socialist Fatherland – which has been stolen from us,
- our glorious heroic Soviet history in which, like Soviet poet Victor Kochetkov once wrote – “Thirty years of victories and troubles and we are departing from our place and what has been done” our counter-revolutiona ries- democrats;
- our Soviet certainty in the morrow and the chance for anyone to study free of charge in an Institute for Higher Learning and receive a scholarship according to ones own choice of profession;
- a purely symbolic sum to have to pay for housing services under Soviet power; symbolic cost of all foodstuffs and public transport; symbolic price to pay of any – including imported- medicines; free universal health care, highly qualified surgical assistance by specialists of the highest qualifications;
- free housing to all in need of it;
- full access for everyone to museums, theatres with world acclaimed artists, access with no restrictions on possessing world culture;
- our great selfless friendship of Soviet peoples – is the main factor in the victory at the end of the Great Fatherland War;
- our national pride of the Great Rus which has been taken away from us, the reminder of our nationality erased from the new passports, having made all of us not just Russians, but “Ivans, not even remembering our past national affinity.”
We shall never give up our Marxist-Leninist principles, our firm certainty in the victory of socialism across the entire planet, our belief in the rebirth of the multinational Soviet Socialist Motherland which the counter-revolution has stolen from us.
We shall never forgo our belief in the triumph of social justice, in the victory of SOCIALISM, because SOCIALISM – is the true future of civilization and its progress.
But we have to fight for all of this and truly carry things to a complete victory. Hatred for all the evil done to the Soviet people is ripening and reprisal is unavoidable against the “architects of perestroika” and the traitorous “democrats” – betrayers of the Motherland.
In his time, president Putin said that a thief must do time in prison. We agree with this. But today the thief sits in the Kremlin and the Federal Assembly, feeding off corruption, wasting enormous state money on maintaining him or herself – money from the taxpayers, and with this, significantly reducing state social benefits for the impoverished population. This is yet another outrageous injustice which must be liquidated.
In the days of celebrating the 80th Anniversary of the Great October Socialist Revolution, we were told that the XXI century would be a century of socialist revolutions, a century of victory for socialism in the majority of countries of the world, a century in the victory of the ideology of Bolshevism. The flow of world history at the start of the XXI century, the processes in Latin America, the systemic crisis of imperialism, overwhelming the world imperialist at present, confirms that prediction.
We are standing on the threshold of large social changes and we need to be ready to correctly understand them and realize them wisely.
With us, in our struggle for social justice, for socialism, are our leaders – Lenin and Stalin!
Today, for every decent person, the struggle for preserving civilization means a struggle against international imperialism, and primarily against US imperialism, against the American empire of evil, hatred and trampling of the rights of the individual wherever a US soldier puts his feet.
The duty of every communist – is to take the most active part in the anti-imperialist and anti-globalist struggle, since this is the type of struggle for SOCIALISM.

No to illusions about Imperialism-DPRK
People Called upon Not to Harbor Illusion about Imperialism
Pyongyang, November 15 (KCNA) -- Only when people bolster national power, weathering manifold difficulties by their own efforts, not harboring any illusion about imperialism, can they emerge victorious in the struggle against imperialism and exalt the dignity of their country and nation, says Rodong Sinmun Saturday in a signed article.
The U.S. and other imperialist forces are working hard to let other countries harbor illusion about them, after learning that they can not easily bring those countries to their knees with strength only although they have modern weapons and combat equipment, the article says, and goes on:
They are also craftily scheming to quell people's hatred against imperialism, anti-imperialist sentiment mounting in various regions of the world by creating illusion about it.
If one harbors illusion about imperialism, taken in by such scheme, this will entail miserable consequences.
Illusion about imperialism may become a factor of inviting a war.
The imperialists are leaving no means untried to appease and deceive anti-imperialist and independent countries. They absurdly claim that they will give "aid" and "economic cooperation" to those countries if they accept brigandish demands raised by them to force the countries to disarm themselves.
The historical lesson teaches that if one makes one-step concession in face of coercion and appeasement policy of the imperialists, one will be compelled to make ten and a hundred-step concessions and, finally, leave everything to the tender mercy of the imperialists.
The imperialists perpetrate military intervention and war without any hesitation if they are sure that anti-imperialist and independent countries are unable to counter them after those countries are disarmed. To harbor any illusion about imperialism is a suicidal act of inviting a war.
If one has illusion about imperialism, one can neither augment national power nor defend the dignity of the nation.
The imperialists' persistent pressure upon anti-imperialist and independent countries to accept the policy of "reform" and "opening" while showing off their money bag is aimed to completely neutralize their national power and reduce them to neo-colonies.
By doing so the imperialists seek to create illusion about them and put the whole world under their domination and control.
If one harbors illusion about imperialism, one will become an idiot and the country and the nation will meet ruin.
mperialists' Despicable Scheme to Lead DPRK to "Reform" and "Opening" Flailed
Pyongyang, November 21 (KCNA) -- "Reform" and "opening" touted by the imperialists are a reactionary plot to block social progress and stem the trend of history and a sinister move to destabilize and undermine other countries under the signboard of "globalization" in a bid to attain their hegemonic purpose, says Rodong Sinmun Friday in a signed article.
The article says: The imperialists are using "reform" and "opening" as pretexts for political pressure, economic sanctions and blockade, while putting them up as preconditions. They have gone the lengths of crying out for "reform" and "opening" when dealing with humanitarian issues in a bid to make humanitarianism a plaything for their political bargaining.
What should not be overlooked is the pressure put by them upon the DPRK to accept "reform" and "opening" despite its firm adherence to the socialist principle.
They are groundlessly accusing the DPRK of opting for "isolation" and "closure", not "reform" and "opening". This is nothing but sheer sophism which can be uttered by those who distort reality and make profound confusion of right and wrong.
As far as reform is concerned, the DPRK transformed the old social system in a revolutionary manner decades ago and it has carried on a steady renovation drive to get rid of everything old and backward and create everything new.
As for opening, the DPRK has always kept its door open. The DPRK has boosted foreign relations since it identified independence, peace and friendship with the avowed basic idea of its foreign policy.
The imperialists are unilaterally admonishing and pressurizing other countries to opt for "reform" and "opening" while not transforming their outdated social system and unpopular system though they are vociferous about "reform" and "opening". What a brigandish behavior.
The ulterior aim sought by the imperialists and their followers in pressurizing the DPRK to opt for "reform" and "opening" is to bring down its socialist system and restore the capitalist system in it.
Their moves to destabilize and undermine Korean-style socialism centering on the popular masses through "reform" and "opening" will never work on the DPRK but are bound to go bust.
The people of all countries aspiring after independence should clearly see through the reactionary and dangerous nature of the imperialists' scenario to lead them to "reform" and "opening" and react to them with vigilance.

KIM JONG IL Socialism Is a Science
KIM JONG IL
Socialism is a Science
Treatise published in Rodong Sinmun, organ of
the Central Committee of the Workers’ party of Korea
(November 1, 1994)
1
Socialism is a science. Socialism has been frustrated in a number of countries, but scientific socialism is as alive as ever in the minds of the people. The imperialists and reactionaries are fussing about the "end of socialism", with regard to the events in some countries, which had been building socialism. The renegades of socialism try to justify their despicable betrayal, claiming that the ideal of socialism itself is invalid. However, the truth cannot be concealed or obliterated. The crumbling of socialism in various countries does not mean the failure of socialism as science but the bankruptcy of opportunism, which has corrupted socialism. Although socialism is temporarily experiencing a heart--rending setback because of opportunism, it will without fail be revived and win ultimate victory for its scientific accuracy and truth.
Socialism is the ideal and the revolutionary banner of the popular masses who are fighting for independence. The masses achieve their independence by means of socialism and communism.
The people's independence was ruthlessly trampled upon in the hostile class society. Where there is oppression, there will be resistance; where there is resistance, revolution will break out. The popular masses have vigorously struggled to win their independence for a long time. During this, class societies have changed and the struggle of the masses for independence has developed. However, the only changes brought about when hostile class societies were replaced, were in the forms of oppression of the popular masses' independence; the masses were not freed from social and political subordinat1on.
The failure to attain the masses' independence in hostile class societies was because all these societies were based on individualism. Individualism is the product of private ownership. Society, based on private ownership and its product, individualism, inevitably splits into hostile classes, produces class antagonism and social inequality, and is accompanied by the exploitation and oppression of the popular masses by a small ruling class. History shows that independence for the masses cannot be realized in a society based on individualism. A historical review of the development of human society proves that, in order to realize the masses' independence, a society based on individualism must be replaced by a society based on collectivism, by socialism and communism.
Capitalism has turned individualism into the unlimited greed of a handful of capitalists; it has precipitated antagonism in the society of individualism to the utmost. Meanwhile, the masses' struggle for independence has entered a new stage of development. Ours is an age of independence, when the popular masses have emerged as masters of their own destiny, as masters who dominate the word. This show that the transition of a society based on individualism to a society based on collectivism is an inevitable demand of historical development.
Collectivism is man's intrinsic need. People can exist and develop only when they work as a social collative. People can transform nature and society and meet their desire for independence, not as individuals, but only through collective cooperation among members of society. If people are to live in a social collective, they must meet both their collative and individual demands for independence. The collective demand for independence is the common requirement of members of society for the existence and development of the social collective. The individual need for independence is the need as an equal member of a social collective; it is the need, which should naturally be met through collective efforts in return for his contribution to society. The individual need for independence fundamentally differs from selfish greed, which ignores the collective and subordinates everything to the interests of an individual. Both the collective and individual needs for independence can be satisfied to the fullest only through collectivism. Individual demand divorced from collectivism becomes selfish greed. Such greed encroaches upon the demands of other members of the collective for independence, and hampers the unity and cooperation of the collective. Collectivism alone makes it possible to strengthen the unity and cooperation of the collective, to simulate the creative zeal of all collective members and to properly combine both the collective and individual demands for independence and thus fully meet them. Because working in a social collective is the mode of man's existence, and because man's demand for independence can be satisfied only through collectivism, society based on collectivism, socialist and communist society, is the most progressive society, which conforms with man's independent nature.
Certainly, collectivist principles are not fully applied in al1 spheres of social life immediately after the establishment of a social list system, because in socialist society the vestiges from the old society remain for some time. The survival in socialist society of the remnants of the outmoded society is a Passing phenomenon. With the development of socialism, these vestiges are gradually overcome and collectivist principles are implemented more fully in all areas of social life.
Although socialism is an inevitable stage of historical development and socialist society is the most progressive one, which conforms to man's independent nature, socialism will never be realized spontaneously. In order to realize socialism, we must prepare the revolutionary forces capable of doing this and evolve a correct method of struggle. Unless the revolutionary forces and the method of struggle are prepared, the desire for independence of the popular masses who aspire after socialism will remain a mere wish.
The idea of eliminating exploitation, oppression and social inequality, as well as the private ownership on which these are based, and of setting up an equal society based on public ownership, was put forward by utopian socialists a long time ago. However, the utopian socialists, despite their sympathy for the misery of the exploited working masses, failed to see them as the revolutionary force capable of burying the exploitative society and building a new society. They considered that enlightening people and appealing to the "good will" of the exploiter class could correct the irrational aspects of capitalist society. It is an unscientific illusion to expect "good will" from the exploiter class, whose nature is greed. The utopian socialists' expectation of "good will" from the exploiter class was their historical limitation.
The exploiter class and their stooges put forward the "theory of class cooperation" and tried to block the struggle of the exploited working masses against exploitation and oppression. Within the communist movement, reformists and revisionists demanded "class cooperation" and seriously harmed the revolutionary movement, Today, traitors to socialism are also clamoring for a return to capitalism, harboring illusions about capitalism and expecting "aid" and "cooperation" from the imperialists. History shows that to expect "good will" or "class cooperation" from the exploiter class is to make a mess of the revolution.
Marxism combined the demands of working people who aspire to socialism, with revolutionary forces and a revolutionary fighting method. Marxism made clear that contradictions existed between the productive forces and relations of production in capitalist society; that these contradictions could be resolved through the class struggle of the exploited working people against the exploiter class; and that the working class would take charge of and led this class struggle. Thanks to Marxism, the inevitability of the collapse of capitalism and the victory of socialism was proved, and the demands of exploited working people who aspire to socialism were linked with practical revolutionary forces and a revolutionary fighting method capable of meeting their demands' Socialism was thus coned from a utopian scheme into a science, and a revolutionary change took place in the history humanity's struggle for liberation.
However, the theory of socialism in the preceding age, based on a materialist outlook on history, was not free from historical limitations. This theory did not regard the social and historical movement as a movement of the motive force, as a movement which begins and develops on the initiative and through the roe of the popular masses, its motive force, but as a natural historical Process which changes and develops due to material and economic factors. According to the materialist outlook on history, the mere the predictive forces develop in a capitalist society, the more intensive the incompatible contradictions between the productive forces and relations of production and the antagonism between the exploiter class and the exploited class grow, the mere the working class and other revolutionary forces develop in strength and, accordingly, the more the revolution matures. Seeing material and economic factors as fundamental in the revolutionary struggle, the preceding theory of socialism failed to raise the task of strengthening the motive force of the revolution and enhancing its role as the basic way to cap out the revolution.
As for the influence exerted by the development of productive forces in capitalist society, we must no approach it from only one side. The development of the productive forces in capitalist society intensifies the bipolar differentiation, which results from the increasing imbalance between rich and poor. It sharpens class contradictions, while at the same time; it provides the monopolists with increasing possibilities to spend part of their high profits on soothing class contradictions. In addition, the development of the productive forces results in the expansion of the ranks of industrial workers by their incorporation of peasants and other high bourgeois classes, and also in an increased proportion of worker engaged in mental and technical labour in the productive sectors, as well as those in nonproductive sectors.
Of course, objective conditions have a great influence on the revolutionary struggle. But the decisive factor in the victory of the revolution lies not in objective conditions, but in how to strengthen the motive force of the revolution and how to raise its role. Whether in a developed capitalist country or an underdeveloped one, socialism can emerge victorious if the motive force of the revolution is strengthened and its role enhanced through efficient work. History shows that socialism first triumphed in relatively backward countries, not in the countries where capitalism had developed. The experience of our revolution, which has advanced under the banner of the Juche idea, shows that if we strengthen the motive force of the revolution and enhance its role, we can not only avail ourselves of the given objective conditions but also to unfavorable objective conditions into favorable ones and ensure the victory of the revolution by turning a misfortune into a blessing.
The limitations of the preceding theory based on the materialist outlook on history have been revealed more clearly in the course of socialist construction since the establishment of the socialist system.
In general, the more a society develops, the greater the role played by the popular masses, the driving force of social movement, becomes. This is because their independent consciousness and creative ability increase with the development of society. The role of the popular masses as the driving force of social movement is raised to an unprecedented level in socialist society. Socialist society develops thanks to the creative power of the popular masses, which are at with a high level of consciousness and are united as one. In socialist society, the transformation of man, his ideological remolding, becomes a more important and primary task than that of creating the material and economic conditions of socialism. Only when precedence is given to the transformation of man, will it be possible to strengthen the driving force of the revolution and increase its role, and thus build socialism successfully. If the ideological remolding of the popular masses is regarded as and of secondary importance and the work of strengthening the driving force of the revolution and enhancing its role is neglected in socialist society, while attaching decisive importance to the objective material and economic conditions and concentrating only on economic construction, the building of socialism as a whole cannot be carried out properly and economic construction itself cannot avoid stagnation. These practices were very apparent in some countries, which had been building socialism in the past. Taking advantage of this, the renegades of socialism carried out "reforms" and committed counterrevolutionary acts, destroying the socialist economic system itself.
In the past, the founders of Marxism evolved socialist theory by putting the main stress on material and economic conditions. This is to do with the fact that it was regarded as an important historical task to disprove the bourgeois reactionary theory, which consecrated capitalism and preached its "eternity", while maintaining mysticism and fatalism. But now, the renegades of socialism are advocating the material-is-almighty doctrine and the economy-is-almighty doctrine in order to restore capitalism, of which they harbor illusions.
Putting socialism on a new, scientific basis was regarded as a very urgent task, not only to overcome the historical limitations of the Preceding theory of socialism, but also to defend socialism against all kinds of opportunist distortions and imperialist attacks.
The great leader comrade Kim Il Sung, who created the Juche idea and, on this basis, evolved an original socialist theory, successfully solved the historical task of putting socialism on a new scientific basis. The respected Comrade Kim Il Sung discovered the philosophical principle that man is the master of everything and decides everything. He explained a new law, which governs social movement, the movement of the motive force, and he thus put socialism on a new, scientific basis. The socialist and communist cause as clarified by the Juche idea is the cause of the popular masses for their complete independence. Socialism as scientifically systematized by the great leader Comrade Kim Il Sung is man-centered socialism and socialism centered on the masses. Ours is socialism where the popular masses are the masters of everything, where everything serves them, and which is developing through there united efforts. The Juche-orientated theory of socialism scientifically clarified the essence of socialism and the law governing its development, by placing man at the center. On this basis, the theory explained that if the building of socialism is to succeed, a vigorous struggle must be waged to occupy the two fortresses of socialism and communism, the ideological and material fortresses, and that here, absolute Precedence must be given to the struggle to take the ideological fortress.
The scientific accuracy and truth of the Juche orientated theory of socialism have been proved by the practical experience of our revolution. Our people began to wage the struggle for socialism in the backward circumstances of a colonial semi-feudal society. They had to carry out the revolution and construction under unusually difficult circumstances. Despite this, our Party could successfully blaze the trail for socialism by constantly making its main task that of firmly uniting the popular masses around the Party and the leader, organizationally and ideologically, as required by the Juche idea, thus strengthening the driving force of the revolution and enhancing its role. Our Party is increasing the political and ideological might of our revolution in every possible way by giving definite priority to the transformation, of man, to ideological remolding, in all work in the building of socialism, while at the same time, strengthening our self reliant national economy and defense. As a result, it is vigorously advancing the revolution and construction without vacillation, even under the present comp1ex circumstances. Practical experience clearly shows that our socialism, the embodiment of the Juche idea, is the most scientific and viable socialism.

Sixty Years of DPRK Glorious with Independence
Sixty Years of DPRK Glorious with Independence
Pyongyang, September 8 (KCNA) -- The sixty-year course covered by the Democratic People's Republic of Korea has been a proud chronicle of advance and victory achieved under the banner of independence.
The DPRK owes it to the independent politics of the Workers' Party of Korea that it has been able to defend the country like an impregnable fortress and demonstrate the dignity and might of socialist Korea to the world, frustrating the maneuvers of the imperialists against it and socialism at every step.
President Kim Il Sung blazed a trail in the independent development of the Korean revolution, holding aloft the banner of Juche from the first days of his revolutionary activities. And he regarded it as the fundamental principle to establish Juche and maintain independence in the revolution and construction and wisely led the people to apply it strictly to the reality.
Under the leadership of the President, a democratic line suited to the conditions of Korea was indicated by independent judgment and decision in a complicated situation in which flunkeyism and dogmatism were prevailing after the national liberation, and the Democratic People's Republic of Korea, a sovereign and independent state, was founded. This made the Koreans a strong and dignified people who would shape their destiny in an independent way.
The young DPRK defeated the US imperialist aggressors and defended the dignity and sovereignty of the country with credit in the 1950s.
In the 1960s when the U.S. imperialists got more blatant in their moves for aggression and interference with the incident of the armed spy ship "Pueblo" as a momentum and the modern revisionists ran into extremes in their artifices, the DPRK crushed all the challenges of history decisively and turned itself into an industrialized socialist power.
In the 1970s it set forth the strategic slogan of the revolution and construction, "Let us live our own way!" and accelerated socialist construction and, in the mid-1980s, it staunchly defended Korean style socialism in turbid floods degenerating socialism. It owes this also to the mighty weapon of independent politics.
In the 1990s when the Soviet Union and eastern European socialist countries were collapsing one after another and the imperialists and reactionaries were twanging the harp of "end of socialism", the DPRK staunchly defended political independence, holding aloft the banner of Songun, unshaken in any raging storm of opportunism and anti-socialism.
Upholding unique Songun politics, independent politics of the WPK, the Korean army and people are today vigorously accelerating the building of a great, prosperous and powerful nation in the interest of the country and in keeping with its conditions, determinedly pushing aside all manner of pressure and interference of outside forces.

CONNECTING BOLSHEVISM WITH THE WORKERS’ MOVEMENT
A.A.MAEVSKY, Secretary of the Central Committee of the All-Union Communist Party of Bolsheviks (CC AUCPB)
Report read out at a session of the Buro of the CC AUCPB for Ukraine, Moldavia and Pridnestrovia on 12 July 2008
It is twenty years ago since the time of the writing of the famous letter by Nina Alexandrovna Andreeva “I cannot give up principles”, which laid down the start of the rebirth of Bolshevism in modern conditions; our party – the All-Union Communist Party of Bolsheviks - (AUCPB) has been active and struggling for already 17 years; 13 years have passed since the moment of the start of work of the Ukraine Buro of the CC AUCPB (Buro of the CC AUCPB in Ukraine, Moldavia and Pridnestrovia) and the newspaper “Raboche-Krestyanska ya Pravda” has been published for already 12 years and for over two years has been the party’s Central Organ. It is necessary to summarize some of our activity.
One may say that despite all the difficulties and problems, our party on the whole, as well as the Ukraine organization of the AUCPB, have continued work. In particular, the close scrutiny of our activity by the ruling bourgeois regimes on the territory of the ex-USSR bears witness to this in particular, by way of their incessant attempts at forming pseudo-Bolshevik parties and organisations (in detail spoken about in the article of the General Secretary of the CC AUCPB Comrade N.A. Andreeva “Another mass attack on Bolshevism and the communist movement on part of the ruling power of the Russian Federation”) with the aim of steering the communist and workers’ movement away from the revolutionary path of struggle, and creating confusion in the minds of working people. The continuing massive ideological attack by the bourgeois regimes, using all the power of the modern media against the true achievements of socialism in our country, the wild and false campaign when addressing V.I. Lenin, J.V. Stalin, the malicious anti-communism, anti-Sovietism and anti-Stalinism bear witness to this. In Ukraine it is the same thing, combining Russophobia with primitive nationalism. The bourgeoisie understands very well who its main enemy is, and is doing everything in order not to allow the merging of Bolshevism with the workers’ and protest movement of the working people.
At the same time, the most important principle of activity by the Bolsheviks, is their critical approach towards the results of their daily work, the analysis of shortcomings, and the working out of ways and means of their elimination.
It is namely on our shortcomings that I believe necessary to remain on firstly.
The vast majority of party activists and members of our party are working exceptionally selflessly, unselfishly, putting in their whole heart, their entire life experience, knowledge, energy, abilities and talents to the cause of the revival of our dear Soviet Motherland, to the cause of the struggle for the overthrowing of the thievish power of capital and the rebirth of Soviet power, socialism and the rebirth of the USSR.
However, the results of our practical activity are more than modest. The party organizations are small and are held together by only a few activists. Our veterans do their best, and many of them are over 70 years old. There are few young people in the organizations, and those who are in them often appear passive and infantile.
What are the reasons for these shortcomings? Why, despite the selflessness of the party members and their dedication to the cause of Marxism-Leninism (Bolshevism) , we still find ourselves on the fringes of political life, and therefore the masses do not follow us?
In our analysis, I shall not stop on the objective circumstances behind this, as the reasons and obstacles have been repeatedly analyzed by our party at congresses, Plenary Sessions of the Central Committee and at sessions of the Ukraine Buro of the CC. Firstly, I want to focus our attention on the subjective factor, on our skill in working with the masses of the working people, on the skill to bring to life the party decisions.
The main reason for our shortcomings, in my view, lies in the inability to connect our party work to the daily needs and concerns of the working people, to their struggle for their rights. That is to say, it is as if the party work is going along at its own pace, but the life of the working people, with their troubles and concerns - at its own pace. What we are seeing is a break between the activity of the party organizations and the life of the working people, and of not being able to bring to life the decisions made by the party.
You don’t have to go far to find an example of this. In the beginning of June, an explosion occurred at the K. Marx mine in Enakievo resulting in the death of miners. The editorial board of the newspaper “Raboche-Krestyanska ya Pravda” analyzed the material by the media (I emphasize that we are talking here about the bourgeois mass media which tries to steer the working people away from the true cause of another mining tragedy), the material from Internet publications give their own evaluation of what actually happened. And where is the Donetsk organization of the AUCPB headed by member of the Central Committee, vice chairman of the Ukraine Buro of the CC? Not a word. Does it not turn out that the life of the miners, their pain and problems do not concern our Donetsk Bolsheviks!? How do we expect to influence the working class and more so, raise it up to the struggle against the anti-people’s bourgeois regime if we stand aside from the miners’ tragedy? Here is the result. In the Donetsk organization, in the centre of the mining district, there is not one miner. And with such an attitude we won’t get far. We often criticized and justifiably so, comrade Ya for appeasement with the opportunism of the Communist Party of Ukraine (CPU). But with all this, she led the Donetsk analytical centre of the AUCPB, and attracted many specialists to the work, although only sometimes, but gave an analysis of the situation of things in the mines of Donbass. Lately, due to circumstances, she has been less active and the Donetsk comrades have “forgotten” about the miners. It is the same situation with the Lugansky party organization. I think you all remember the articles and notes by comrade Knishov. He had been directly connected with the life of the miners and constantly handed in material about their work to the newspaper for printing, about the deliberate ignoring by the ruling regime as well as the management and owners of the mines, health and safety at the mines, since the bourgeoisie by making cuts in health and safety at the mines, are making a profit. Often to the bourgeoisie, it is cheaper to bury miners and make a few handouts towards the dead and shed a few crocodile tears concerning another tragedy, rather than investing money in health and safety at the mines and introducing new technology etc. The sharp incriminating articles by comrade Knishov led to the authorities constantly harassing him. The authorities twice locked up comrade Knishov in a “mental institution” and forced him to reject the Bolshevik struggle, threatening him if he did not conform, with life in a psychiatric ward. The remaining Lugansky organizations, (excluding the Bryankovsky party organization) are not interested in the life of the miners or workers of other professions. And indeed in Donbass there is not just the coal industry. There is metallurgy and machine building as well as other branches of production. Donbass is rich too, in revolutionary traditions. The working class will come over to us and follow us, if we do our own work in the closest contact with the needs and issues of the people of labour. Then they will listen to us, and accept our Bolshevik ideas and slogans. And namely then, our Bolshevik work will acquire not only a theoretical character but will also start to gave practical-political tangible results.

Taking part in the events on 7 November, 1 and 9 May in Kiev and in other mass actions, we could not but notice that in the CPU (Communist Party of Ukraine), many young people had started appearing. What does this say? This speaks of the fact that despite the unbridled and frenzied anti-communist campaign, the youth are all the more turning towards leftist ideas. No matter what the bourgeoisie say about the “charms” and “delights” of life in capitalist society, young working people are ever more becoming convinced in the fact that in bourgeois “independent” Ukraine, there is no future. Education is fee paying and available to by far not every young boy or girl and their parents. Having graduated learning institution, they will unlikely be working according to their specialty because the salary will be very low. By far not everyone will be lucky enough to fix themselves up in one or the other business structures. The absence of the means will not allow young people to form a family and to have children. Housing, with their crazy prices, costing several thousand US dollars for a square metre, is practically inaccessible to young families. And the most conscious young people are entering the path of struggle and are going into the communist movement. But since they practically hardly ever see us, they then enter the CPU. But that is not the only reason. We do not know how to work with the present youth, do not try to delve into the needs and problems that stand before young people, and talk to them banally, often mentor-like with an impatient tone, not listening to the youth. The result of this is clear – a splitting of generations, the inability to pass on revolutionary Bolshevik ideas to the comrades and the inability to attract the youth over to the idea of revolution. And indeed it is namely they who will carry out a revolution, revive socialism and build a classless communist society.
Although it goes without saying that we are not sitting down doing nothing with our arms folded. A certain amount of progress has been noted in the Kiev party organisation. There have been attempts to attract over to our party work young people in Umansky, Kharkovsky, Odessa, Ladizhinsky and Vininitsky party organisations. In this respect, progress has been noted also in the Kramatorsky party organisation. More and more letters from young people are arriving (including by email) at the editorial board of the Bolshevik newspaper “Raboche-Krestyanska ya Pravda”. The letters are in discussion form, interesting, with a fresh view of young people on problems which stand before the workers’ and communist movement. But on the whole, work with young people is at an extremely insufficient level. To turn the youth towards Bolshevism, to include them in revolutionary activity and struggle – is our most important task. Young people will only follow us when they see in us active and selfless fighters for the rights of the working people, who know not just how to distribute Bolshevik newspapers and make correct speeches, but who will work in the depth of the masses, understand and reflect in our daily activity and the struggle, the demands and needs of the people of labour, the demands and needs of young people.

About the current situation in which we have to work. Imperialism at the start of the XXI showed its own true bankruptcy. More accurately speaking, imperialism has been demonstrating its own economic failure throughout the entire XX century. It is no wonder that V.I. Lenin in his outstanding work “Imperialism, the highest stage of capitalism” showed the dying and decaying character of this highest and last stage of capitalist social-economic formation. But the dying of the last exploiter system does not take place in an instance. Understanding, more accurately speaking, having a presentiment about its inevitable death, imperialism searches ways for saving itself by conflicts and wars. Just in the past 100 years, the imperialists have unleashed two world wars, taking away tens of millions of lives, scores of local wars and conflicts have been unleashed bringing about countless torment and suffering of peoples.
The beginning of the XXI century has been marked by new wars and conflicts in which US imperialism, is leading the struggle for world domination and its own survival. NATO aggression headed by the USA against Yugoslavia, and aggressive wars by American imperialism and their allies against Afghanistan and Iraq show this. The endless threats addressed at the DPRK and Cuba, Iran and several other countries that are carrying out their own independent domestic and foreign policy, that do not fit into the frame of the American “New World Order”.
The inevitable death of imperialism is not a propagandist communist slogan. It has been conditioned by the objective laws of the development of the capitalist means of production. We have had to talk about this, about the objective character of the death of capitalism and the inevitable replacement of it by a new communist social-economic formation. Capital gets its profits only by the exploitation of man by man, on the backs of extracting surplus value, that is to say, the unpaid labour of the worker. Modern-day scientific-technolo gical progress squeezes people out of the process of production, replacing direct labour power with automatic machines and robots, utilizing computers in the production process, modern information, bio and nano-technology etc.
The fact that imperialism has outlived itself is displayed by the continuous, cyclic and repeating crisis. The financial crisis at the end of the 1990-s practically enveloped the whole capitalist world. Last year alone saw the largest ever mortgage crisis on the US market. Here is why many observers and analysts note that the USA has not been able to fully exit this crisis. The US economy is seriously sick. The dollar is losing its status as a world currency. For 20 years, from 1987 to 2007, the US deficit has grown from 11 to 48 trillion dollars, notes Kevin Phillips in the article “The Old Titans All Collapsed. Is The US Next?” (“Washington Post”, 18 May 2008). Kevin Philips writes: “The U.S. economy faces unprecedented debt levels, soaring commodity prices and sliding home prices, to say nothing of a weak dollar. Despite the recent stabilization (Spring 2008) of the economy, some economists fear that the world will soon face the greatest financial crisis since the 1930s.
In the world capitalist economy, inflationary processes are growing. Across the entire world, prices for food and energy resources, and firstly, oil are fast soaring. This is delivering a sharp blow, foremost to the world’s poorest countries.
The notorious financial expert and stock market speculator George Soros notes that the existing system is “cracking at the seams”. In the publication Public Affairs, his book “New Paradigm for Financial Markets: the Credit Crisis of 2008 and what it means” in which it talks about the fact that the “core economy is speckled with fundamental decay, therefore we are all doomed”. It is clear that under the words “we are all” the author implies the world’s strongest, that is, the ruling imperialist class.
We, Bolsheviks by reason of this, note that the entire world system of imperialism is doomed to death.
But no kind of dying system does not leave the world arena without a battle. The USA is leading the struggle, not for life, but to the death, for control over the mineral–raw material resources of the planet and the use of cheap labour power of countries that do not belong to the “gold billion”. The American empire is carrying out a struggle for domination and the establishment of the so-called “New World Order”. Having been able to delay its collapse thanks to the destruction (temporarily) of the USSR and living off the backs of robbing our country (the ex-USSR), US imperialism is now placing the task for the destruction (breakup) and colonization of Russia itself and the taking over of its natural wealth.
Russia has already been practically surrounded by US-NATO troops and military bases. The next ones lined up for NATO membership are Ukraine and Georgia as well as the locating of anti-missiles shields in Poland and Czech republic, namely: 10 missile interceptors in Poland, and anti-missile radars in Czech republic. The principled agreeing to the locating of US anti-missile bases has already been given by the governments of Poland of Czech republic, despite protests by their own people. According to the opinion of the deputy head of the Ministry for Foreign Affairs of Poland Vitold, Vashikovsky, the US is holding talks with Lithuania also, about the possibility of locating elements of the anti-missile system on Lithuanian territory (according to France Press agency from the 18 June).
“The US anti-missile system, the main aim which is the neutralization of Russia’s missile-nuclear potential, will been created along the entire perimeter of Russia’s borders”, believes the president of the Academy of geopolitical problems, Major-General Leonid Ivashov. In his interview with the Russian News agency “Novosti” of 18 June, the expert, commenting on the information about the talks between US and Lithuania about the possibility of locating on Lithuanian territory, elements of the US anti-missile shield noted: “It needs to be expected that elements of the anti-missile shield will be located not just in Lithuania, but also in all territories belonging to Russia, under the control of NATO…Air strike groups will be strengthened, the number of winged missiles increased, new weapons systems introduced that our anti-aircraft defence system will simply be unable cope with”. The possibility of Ukraine and Georgia joining the North Atlantic Treaty Alliance (NATO) will have the most negative consequences for Russia’s defence capabilities. The major-general notes: “It is to be expected, not counting on the naivety and the charity of the West, that with the inclusion of Ukraine and Georgia in NATO, there will definitely be elements of the US anti-missile system located there”. And further he adds, “and they want to include Makachevsky and Sevastopol RLS into this system, and they will be working against us”. The expert notes that “the USA is aiming to have a stable system with the ability to intercept and destroy Russian nuclear forces, a part of the missiles on land, part on a booster, part in orbit and then afterwards, destroy it having forced their way in”. By words of L.Ivashov, the meaning in having the US anti-missile defence shield is by 2012 – 2015 to have devalued the entire Russian missile-nuclear potential.
All this speaks about the fact that the USA is preparing for a possible war with Russia, complete the surrounding of Russia with troops and military bases, and is doing everything in order that in the case of a possible military conflict, to avert a retaliatory missile-nuclear strike on part of Russia from its own territory, that is, to defend itself. At the same time, the US knows well that by locating its own anti-missile defence shields and sites on the territories of Poland, Czech republic, Lithuania, in future Ukraine and Georgia and other countries of NATO and allies of the USA, they, with this, are subjecting to the danger of a retaliatory strike against these bases and sites from Russia with the consequent victims of the population in the given countries. That is to say, the peoples of Poland, Czech republic, Lithuania, Ukraine, Georgia and other “allies” of the USA will bring to sacrifice of their own maniac plans for the struggle for world domination. They themselves are counting on, like in the World War II, to sit with impunity over the Atlantic Ocean getting away with the minimum of losses.
He knows about threats to national security of the country and Russia’s leadership. Back at the start of February, the minister for Russia’s foreign affairs Sergie Lavrov in an interview with the Polish media noted that the US plans on setting up anti-missiles shields was aimed at surrounding Russia. In his words, elements of the anti-missile shield have already been built or will be built in Alaska, California and North-East Asia, Associated Press reported. “Elements of the anti-missile shield system are been set up around the borders of the Russian Federation, and probably in the near future, we will be hearing about the locating of hundreds or even thousands of missiles-intercepto rs in various regions, including Europe,” believes the Russian foreign affairs minister. But in the same interview on the 08 February, S. Lavrov reassured that Russia would not apply pressure on Poland or other countries on the question of locating an anti-missile shield in Eastern Europe, in his words, Russia only wants so that its position on this question and all the concerns about it were heard by their international partners. Thus, Russia’s leadership knows about the threats, but is not taking any adequate retaliatory measures for protecting its own national security. TV pictures showing the renewing of strategic missile carriers in the Russian Air Force should not fool anyone. The Russian army is certainly not like the Soviet Armed Forces. It is sufficient to say that during the years of military “reforms”, the Russian Armed Forces have been reduced by 4 times: from 4.8 million people down to 1.2 million. We have repeatedly spoken about the pitiful state of the Russian Army in our published views including analytical materials by Major-General L.Ivashov (see for example “Raboche-Krestyanska ya Pravda” No 9(102), 2005).
In economic terms, modern imperialist Russia is by far not like Soviet Russia, Socialist Russia and moreso, incomparable in economic might with the USSR. The gap between the rich and the poor is growing (according to V. Putin in February 2008, the ratio is 1:15). Russia is the leading country in the world for the number of millionaires and dollar billionaires. Putin himself during the 8 years of his rule has become one of the richest people in the country (40 billion dollars).
At the same time, the process of the Russian people dying out is continuing at a faster pace, and first of all the Russian people themselves. Yearly, the population of Russian is falling at a rate at more than 1 million people. Even Russia’s leaders have been forced to recognize the catastrophic state of the country’s mortality rate. In one of his last program speeches as president of the RF, V. Putin was compelled to admit that every second man in Russia has no chance of reaching even 60 years old. Labour productivity in Russia is significantly lower than in developed capitalist countries. The present president of the RF D.Medvedev at one of his meetings was forced to admit that in separate branches of the economy, Russia is lagging behind by 20 times, per capita of power consumption of industry – by 10 -20 times behind the developed countries. 40 million people are living in an unfavorable environment including one million out of them – in an atmosphere with dangerous levels of pollution. In the textile industry, according to D.Medvedev’s words, 50% of the shabby budget fund is unable to fulfill the country’s demands. At the session of the Presidential Soviet in Dubn 20.04.08, Mr D. Medvedev, speaking about the state, admitted the fact that “we are a long way off the Soviet potential”.
The growth of prices and drunkenness are believed to be the biggest problems in Russia. According to statistics from 24.05.08, 67% of Russia’s citizens believe the rise in the cost of commodities and services to be the country’s main problem; 63% - drug addiction and alcoholism; 44% - the situation in the housing communal sector.
UKRAINE
In Ukraine, the situation with the working people is even worse than in Russia. The extra-ordinary elections into parliament which were held in September last year, and the formation of the so-called “democratic coalition” (NUNS-BYUT), the activity of the government of Y. Timoshenko and the “opposition”, the activity of the PR (Party of the Regions) –has shown the working people of Ukraine that 3 major groups of the bourgeoisie (NUNS-BYUT-PR) are locked in a bitter struggle for power. The interests of the people (the electorate) absolutely does not worry them. Since the beginning of the year, prices on the most important foodstuffs (including bread), transport and housing communal services have risen. The promised “Yulina thousand” was only handed out to 5 million people, costing in all, 5 billion hryvnia (Ukrainian currency); there was no more money available! And indeed in all, there were around 20 million who were to receive this thousand hryvnia.
Examples from the localities (second half of May – the start of July; data from the media):
- In Lugansk – rent has been increased, water bills have increased while the loss of water in the system due to leaks, stands at 70%;
In Lutsk – a statement by a woman who works as cleaner: “I receive 700 hryvnia a month, I pay 300 for rent. Can one live on this money?!
- In Zaporozhe – the cost for traveling on public transport has risen. A family of 4 spends on average of 400 hryvnia a month;
- Poltavsky Region – from the start of the year, rent has risen 2.5 times (!)
- In Lvov – the price of bread has been increased again, several months ago;
- In Odessa – bread went up at the start of April (a French loaf which cost 3 hryvnia 5 kopiykas, costs 3 hryvnia 70 kopiykas);
Price increases for bread in Kiev and Kharkov have been noticed.
The cost of a litre of diesel is already over 7 hryvnia (which exceeds the cost of AI-95 petrol), which various dealers and traders are making money on. This is why the cost of diesel fuel each time increases namely in the sowing and harvesting periods. Undoubtedly this autumn will see another increase in the price of bread and other food products.
The government is already proposing gas bills increase by 8-13%.
The cost of higher education is fast going up. In this year alone, this increase has been from 10 – 50%. Thus, on average, students get 20 thousand hryvnia, students receive payment for studying to become lawyers and diplomats; 12.5 thosand hryvnia year makes up the tuition fee in Kharkovsky Judicial Academy; the fee for studying at the T.G. Shevchenko Institute for International Relations costs 20 thousand hryvnia, etc.
It would already seem the authorities are obliged to care about the financial maintenance of the employees of Ukraine’s State Security. The operatives of the Security Service of Ukraine (SBU) have nicknamed it “poverty service Ukraine” and have been forced to leave the service due to low pay. At the same time the SBU is under the watchful eye of the USA. Thus, this year, the US ambassador in Ukraine W. Taylor together with the chairman of the SBU Nalivaichenko, handed out diplomas to graduates of the SBU training college.
It should be noted that Ukraine occupies leading position in the world for the number of alcoholics – we have one million of them, (every year in the world, 2.3 million people die from alcoholism), it occupies first place in Europe for the spread of AIDS. The AID-s epidemic in Ukraine presents the greatest threat in Europe. Every 100th pregnant woman is infected with HIV. By level and speed of the spread of AIDS, Ukraine has been compared to the poorest countries of Africa and the Caribbean. There is yet another problem – smoking. And here Ukraine occupies first place in the whole world (!) in the shear numbers of smokers; in the number of child smokers – Ukraine occupies second place (after Chile). Every year in Ukraine, 100 thousand people fill the ranks of smokers, and the total number of smokers amounts to 12 million people! At the same time, each year the same 100 thousand people die from smoking related diseases.
Just by official statistics alone, during the years of “independence” 305 villages have disappeared from the face of the map of Ukraine (and with this, one needs to take into account that if even just one person lives in a village, then this village is considered a village in existence).
With the entrance into the WTO, GM foods have been flooding into Ukraine, which places under threat the very existence of future generations (in the EU, GM-foods have to be labeled as such, but not in Ukraine, where such demand does not exist).
The ruling orange regime, like its predecessors continues, by demand of the West, to implement a policy of destruction of the population of Ukraine: including with the help of vaccinations of untested and poor quality medical drugs; by way of alcoholism, drunkenness and smoking (each year, in Ukraine 120 million hryvnia are spent just on advertising alcohol and tobacco. The destruction of Ukraine’s coal industry is well underway, together with the miners and miners’ families.
On 29th June, on Youth Day, a bloody tragedy occurred in the village of Bogorodchana Ivano-Frankovsky Region. A drunk 22 year old policeman-traffic officer driving in a foreign-built car, drove at high speed into a crowd of people who were celebrating this day. As a result, a 13 year old girl was killed instantly on the spot, and a 30 year old woman died in hospital after 3 days. Her 5-year old daughter has now been left without a mother. Many people with various injuries finished up in hospital. The Youth Day celebration took place along the main street Bogorodchan, along a highway of state significance, the so-called “presidential highway”. The type of president – the same type of highway! The type of “chief of police of the country – the type of policeman!”. And we not just talking about a young drunken scumbag (according to unverified statistics, his father works in the regional highway police headquarters of the Ministry of the Interior and is not short of any money. In total, in the Bogorodchansky district since the beginning of the year, 23 accidents have happened, 9 people have been killed, 26 traumatized and in the majority of cases – due to drunk drivers), but and in the very organisation of the celebratory day which was held on the main street of the village. At the same time, there is no money in the village budget for the reconstruction of the stadium and the simple lighting up of it.
We, Bolsheviks, have to WARN the working people of Ukraine that if we shall carry on just aimlessly “floating along on the waves” and not fight for our rights, for our lives, then we – the people of Ukraine will soon be wiped out and only the territory where there once lived Ukrainians, will remain.
And here is the result. The ratio between the wealthiest and poorest in Ukraine stands at 1:40 (that is, the ratio of the level of incomes of 10% of the poorest layer of the population of Ukraine against 10% of the richest people).
For taking the attention of Ukraine’s working people away from their disastrous condition, the president of Ukraine – Victor Yushenko constantly asserts the “golodomor-genocide” (state famine) in 1932-1933, in all his foreign trips he appeals to the leaders and parliamentarians of other countries with a request that they recognize the famine of 1932-1933 to be a “golodomor” and “genocide”, blaming Bolshevism and the Stalin leadership in the USSR for all of this.
The president, government and parliament in the face of its speaker are doing everything they can to drag Ukraine into NATO more quickly and place pit Ukraine against Russia. And the Party of the Regions only in words is against NATO, but in deeds always votes in favour of toeing the NATO line, in particular, the Regionals voted in parliament “for” the holding of NATO military exercises this year on the territory of Ukraine, from May until November.
The president is encouraging the growth of nationalism in Ukraine. And this is being done in order to steer the working people away from the main cause of their troubles and suffering – CAPITALISM, and pit working people against each other on national, religious etc, signs and differences.
Thus, in Ivano-Frankovsk at the end of June, a celebratory occasion was held to mark the 65th anniversary since the forming of the SS “Galchina” division, honoring the veterans of this division, that is, honoring fascists. The authorities officially did not take part in this event, but assisted in organizing and holding it, and several bureaucrats to honor them.
Lvovsky Regional Soviet came out with an initiative to abolish Victory Day (held on 9th May).
On the 1st May, the Day of International solidarity of the working people in Kiev, a parad of young fascists took place alongside the demonstration and meeting of working people of Ukraine.
V. Yushenko is doing everything in order to strain relations with Russia. At the end of May, he gave the Order for the withdrawal of the Russia’s Black Sea Naval Fleet from Ukraine in 2017. Preparations are underway for the celebration of the 350th year (1659) of the so-called Konontopsky battle, in which, like the exclusion in history of brotherly relations of the two peoples, Ukrainian and Russian soldiers clashed with each other. Besides, by this, V. Yushenko is showing that he is not against in the future, to aggravate the two brotherly people into a brother-killing war.
Our main task is to raise up the working class, working people of Ukraine to the struggle for the overthrowing of the hated anti-people’s bourgeois regime.
And for this, it is necessary to connect Bolshevism with the workers’, protest movement of the working people, with the struggle of the working people of Ukraine for their rights.
In this plan, it would be rather useful for us to turn to the experience of the forming of the party of Bolsheviks under the leadership of V.I. Lenin, to the activity of the social-democrats (thus in the period up to the VII Congress of the Russian Communist Party (Bolshevik), it was called Bolsheviks) of the end of the 19th - start of the 20th centuries.
This is how V.I. Lenin describes the work of a local social-democratic circle of that period, in the work “What is to be done?” (written in Autumn of 1901 –February 1902) when he spoke about how it was well known to everyone that the wide spreading and strengthening of the economic struggle of the Russian workers went hand in hand with the creation of “literature” of economic (factory and professional) exposures. The main content of the “leaflets” was the exposures of the factory order, and among the workers soon sparked up true passion towards exposures. As soon as the workers saw that the circles of social democrats want and can supply them with a new type of leaflet, which spoke the whole true about the impoverished life, the immeasurable heavy labour and rightless situation of them, they started, one can say, getting correspondence from plants and factories.
Further on, Lenin continued about this “exposing literature” causing a huge sensation not just at that factory, where the leaflet sharply criticized the existing order, but at all the factories, where something was heard about revealed facts. And since the needs and problems of the workers of various branches and professions have much in common, then the “truth about working life” excited everyone.
I want to note that in that work by V.I. Lenin, he criticizes the so-called “economists” (an opportunistic trend in our party during the period of its founding) not for the fact that they occupied themselves with the above indicated work among workers, but for the fact that they centred the entire task of social democracy on this work alone and this struggle, the economic struggle (trade-unionist – in the terminology of that period), not leaving the framework of the struggle within the bourgeois system, and not threatening a single thing, neither the autocracy, nor the bourgeoisie.
At the same time, Lenin noted that Engels recognized not only two forms of the great struggle of social-democracy (political and economic), - like this is done by the party at that time, but three, by placing the theoretical alongside them. Fredrick Engels (“The Peasant War in Germany”).
And Lenin places the task to raise up the social-democratic struggle to its highest level, to the political, theoretical struggle, directing social-democracy towards the overthrowing of the autocracy.
He emphasizes that the working class itself cannot construct socialist ideology, that the task of instilling political consciousness into the ranks of the working class lies on the shoulders of its party, its vanguard – the party of the working class.
That is also how things stand with us. Are we occupied with the economic struggle of the proletariat which makes up the basis, the material basis of the entire proletarian class struggle. Unfortunately, we practically do not. More precisely, we do this, but very weakly and very irregularly.
After the 4th party congress, having placed the task of activizing the work of the, local party organisations in work collectives and taking part in all acts of protest - three years have already passed. But unfortunately, the given work has not been well fulfilled by our comrades. Correspondence to the newspaper “Raboche-Krestyanska ya Pravda” from the localities bears witness to this.
Vinnitskaya party organisation. Only one article was received on the trade union struggle at one of the enterprises in the town.
Ladizhinsky – one piece of material reflecting the protest work of the party organisation against the renaming of the town’s streets, the destruction of the green area, the liquidation of the House of Culture, etc.
Umansky - participation in several acts of pretests against the privatization of the cinema and against the removal of Soviet memorials.
Bryankovskya – several pieces of material in support of miners fighting for their rights.
And that maybe, is just about all.
The Donetsk organisation used to more or less actively take part in the struggle of the working people and miners for their rights. But unfortunately, after the 4th party congress, the Donetsk comrades starting doing less work. And so, the period described by Lenin, was a period when the social-democrats were dealing with mainly only the current workers’ struggle, not leaving the framework their root economic interests, which Lenin sharply criticized.
In our time, the party is occupied mainly with the theoretical struggle. The participation of the Bolsheviks in everyday economic struggle of the working people for their rights is largely absent. And, as a result, there is practically no participation by them in the political struggle and the political life of the republics of the ex-USSR.
We have already repeatedly pointed out the reasons for this. I think it is necessary to remind the reader about them once more.
Firstly, this is the result of the counterrevolution which took place in our country. As a result, the working class, the working masses became disappointed with the communists, who had voluntarily, without any fight whatsoever, gave away their power and allowed for the destruction of the Great Power – the USSR to occur. And to again win back the trust of the working people is going to be very difficult.
Secondly, during the 70 or more years of Soviet power and socialism, the working people lost the skills in having to fight for their rights, especially in the Khruschev-Brezhnev period, since the basic rights of a working person were provided and guaranteed by the Soviet socialist state. The communists also lost touch on how to carry on such a struggle.
Thirdly, from the previous – is our lack of skill (and in a some cases, non-desire), to occupy ourselves in the given daily work.
But namely the participation in this struggle is the main task of the Bolsheviks. We, Bolsheviks are the party of the working class, and it is our duty to live the life of our own class, reflecting in our activity its most inherent root interests.
From here flow the tasks, that stand before each local party organisation:
- participate in the daily struggle of the working class, working people for their rights;
- namely in the flow of this struggle, instill political class consciousness into the ranks of the working class;
- with this, not to invent any forms of struggle, and emanating from the conclusion of V.I. Lenin about the fact that Marxism differs from all primitive forms of socialism by the fact that it does not connect movements with any single form of struggle. It recognizes the various different forms of struggle, which is why they do not need any “inventing”, but only generalizes, organizes, instills consciousness to those forms of struggle of the revolutionary classes, which come about themselves in the flow of the movement;
- to systematically publish leaflets with exposures of the existing orders. Lenin emphasized that one of the main conditions for the necessary spreading of political agitation is the organisation of all-round political exposures. Otherwise, the political consciousness and revolutionary activity of the masses cannot be taught on the basis of these exposures.
- Lenin emphasizes the importance of introducing the widest possible political agitation, and consequently the organization of general political exposures is the absolute necessary and persistent of all necessary task of activity.
These are in my opinion the main tasks of our Bolshevik work.
Only if we will constantly work in the working class, take the most active and direct participation in the protest movement of the working people, only then can we closely connect Bolshevism with the workers’ movement. Only then, can we solve the task set by V.I. Lenin before social democracy (that is, before the Bolsheviks) still at the start of last century, and namely:
The whole task is to get stronger in the working class.
And Lenin concludes that the vanguard of revolutionary forces in our time is only the party that can organize a truly all-peoples exposures.
That means to organize all-peoples political exposures in our time also. And this means the following. The CC of our party, the party’s General Secretary, the Secretary of the CC in the framework of the functions designated to them by the party, are occupied with political exposures that is the revealing of the entire falsity and lies, unmasking the anti-people’s exploitative character of imperialism which is leading human civilization into a dead end, right up to including its own self-destruction. The anti-people’s character of the ruling regime in Russia, the ruling regimes in the republics of the ex-USSR are also being unmasked by the CC and the General Secretary of the CC AUCPB N.A. Andreeva. The Ukrainian Buro of the CC AUCPB and the editorial board of the newspaper “Raboche-Krestyanska ya Pravda” is occupied with the unmasking the essence of the anti-people’s character of the ruling bourgeois regime in Ukraine, the pro-American Banderite-neo- fascist orange regime of V. Yushchenko. But in order the exposures truly began to carry an all-peoples character, it is necessary to exposure the existing orders already at the regional, city, district, country and village level, and this has to be done systematically and not from event to event, regional and local party organisations. This is why together with political exposures it is necessary to organize and constant economic exposures of the existing bourgeois orders at separate enterprises, factories, plants, mines, agricultural enterprises, and learning institutions, etc. In the leaflets printed in the localities, the demands of the working people must be reflected against the growth of prices and tariffs, for wage increases, student grants, pensions, against layoffs, the closure of enterprises, etc. Only in this case of the exposures of the ruling regime, going from lower to higher, it gains an all-peoples character. Only in this case, the working class, the working masses recognize in our party the vanguard, not just theoretically, not just in words, but also in deeds and then, the masses will follow us.
And Lenin emphasizes that the work of political agitation across the whole of Russia, lighting up all sides of life and directed at the broadest masses are unthinkable without a common Russian newspaper published very frequently. Which is why V.I. Lenin demanded the supplying of a weekly newspaper, regularly distributed in tens of thousands of copies across the whole of Russia.
Meanwhile, the “Raboche-Krestyanska ya Pravda is published with a circulation of 8 thousand copies and comes out only once a month. And in separate organisations, there is trouble even distributing several copies of the newspaper in their own localities, not already speaking of several members not paying the editorial payment from sales.
In order for us to raise ourselves up to the level of the Leninist demands (and this is in modern conditions, the minimum level, indeed 100 years ago, there was no radio, no TV-s or Internet), and it is necessary to connect Bolshevism with the workers’ movement, then provide our party with a firm, wide and steady basis and allow the increase the circulation and frequency of publication of the newspaper.
And so, we can draw the following conclusions:
1) the local party organisations are to transfer the centre of gravity of their party work into labour, work collectives, learning institutions, youth collectives and also where possible, into military bases and other enforcement structures. This is why it has to be understood that officially, nobody will allow us over the threshold of a military base or factory gate. Consequently it is necessary to find on the path of establishing contacts with workers’ and collective representatives, via them, obtain information about the situation of things at a given enterprise, on this basis publish leaflets with the main demands of the workers. Only then, when the working people see that we are defending their everyday interests and needs, they will turn their faces towards us. From here is flows point 2
2) Take the most active participation in the daily struggle of the working people for their rights and inherent interests, reflecting the situation of things in this or that work collective (learning institution, etc.) the main demands of the working people of a given village, town, district.
3) Party organisations, working in the district centres and villages directly connected with the working people of the country, are to take part in their life and activity and struggle for their rights and publish leaflets on a given question.
4) In the flow of this work, we are to instill political consciousness into the ranks of the fighting working people, spread propaganda, distribute our Bolshevik ideas and views and explain our party Program, the materials and decisions of congresses and Plenary sessions of the CC AUCPB, materials of the sessions of the Ukrainian buro of the CC. With this aim, we are to actively distribute our Bolshevik press, to carry on verbal agitational- propaganda work.
5) Regularly send to “Raboche-Krestyanska ya Pravda” materials and correspondence about their daily activity, published newspapers, photographs for their publication, the summarizing and exchange of experience of work and struggle.
6) Every party organisation is to create a library of Marxist-Leninist literature for the organisation of political studies for member of the party and their sympathizers.
ABOUT WORK WITH POLITICAL PRISONERS
The most important direction of our activity is the work with political prisoners. The editorial board of “Raboche-Krestyanska ya Pravda” was successful in setting up contacts with many young political prisoners of Ukraine on the “Odessa case” as well as on the so-called NRA (political prisoners in Russia). On the pages of newspapers there has been systematically published and continue to be published letters and materials by A. Gerasimov, A. Yakovenko, I. Romanov, O. Alexeeva, N. Raks, when they were in prison, L. Romanov, and other comrades.
I want to remind the reader that on the so-called “Odessa case No 144” 11 people were held criminally responsible. Young communists and Komsomols were accused of the violent overthrow of a constitutional system and the seizing of state power in Ukraine, of terrorism, gangsterism, fights and killings. A number of other people were accused of committing crimes, but after the arrest of the Komsomols, those and other unsolved crimes were “hung” on them. In July 2004 by decision of the Odessa regional court of appeal, the Komsomols were sentenced to extremely lengthy prison terms: A. Yakovenko and I. Danilov – 14 years, O. Alexseev – 13 years, B. Zinchenko – 12 years, A. Gerasimov – 11 years, I. Romanov – 10 years, A. Smirnov – 8 years, A. Plevo – 6 years (all of them have had their possessions confiscated) . E. Semenov and N. Polskaya – 3 and 4 years, conditional. Sergei Berdyugin died in prison as a result of brutal torture.
In May 2003, the Putin regime in Russia after several years of judicial examination and a earlier investigation into the so-called “HRA case” (New revolutionary alternative) , sentenced for the allegedly carried out by them in 1998 and 1999 in Moscow, two bombings by the FSB (former KGB) reception and also the blowing up of the statue of Nicolai II (Russia’s last Tsar) in Podolksk, Komsolmols to lengthy prison terms: Nadezhda Raks – 9 years, (recently released from prison almost blinded), Larisa Romanov (a mother of two children) – 6.5, Oleg Nevsky – 6 years in prison.
All of these “cases” and extremely severe and mindless sentences follow one aim – to frighten the young people who rise up to the struggle against the anti-peoples ruling bourgeois regimes, to the struggle for the revival of Soviet power, socialism and the rebirth of out great Soviet Motherland. But no matter how the authorities (in the republics of the ex-USSR) try to silence and suppress all those people dissatisfied with their anti-peoples, pro-American thieving policy, more and more new ranks of the fighters are rising up to the struggle. The revolutionary process for the liberation of our Soviet Motherland from pillage and destruction, and the working people – from exploitation and oppression, is gathering strength. New ranks of fighters are joining the revolutionary process. And the revolutionary youth serves as an example to all of us, who are challenging the exploiters and traitors.
Our task, the task of the party organisations, supporters and sympathizers of the AUCPB and distributors of the Bolshevik press, is to set up contacts with political prisoners in their localities, provide them with moral support and, where possible, material assistance too.
The editorial board of the newspaper “Raboche-Krestyanska ya Pravda”, on their side, will be continuously publishing material on the political prisoners, informing the public of the ex-USSR about the struggle being carried out by them for the defence of their views and convictions even inside prison walls, and morally support the young fighters.
The newspaper “RKP” always publishes material on the Cuban Five – five great Cuban patriots – Gerardo Ernandes Nordelo, Ramon Labanino Salasar, Antonio Gerrero Rodriges, Fernando Gonsales Lort and Rene Gonsales Sehwerert , - who had averted a number of terrorist acts in relation to Cuba and the leader of the Cuban revolution Fidel Castro, and had been extremely long prison sentences in US prisons, (three of them - life imprisonment) .
To end my report I’d like to quote Lenin’s words:
“The aim of social-democracy, (that is , Bolshevism – lies in the root transformation of the conditions of live of all of humanity, therefore it is not right to “complain” about the question of the lengthy work involved.”
I have no doubt about the fact that no matter what the difficulties and trials are that lie ahead on the path of revolutionary struggle, we will definitely achieve victory!

- In Lugansk – rent has been increased, water bills have increased while the loss of water in the system due to leaks, stands at 70%;
In Lutsk – a statement by a woman who works as cleaner: “I receive 700 hryvnia a month, I pay 300 for rent. Can one live on this money?!
- In Zaporozhe – the cost for traveling on public transport has risen. A family of 4 spends on average of 400 hryvnia a month;
- Poltavsky Region – from the start of the year, rent has risen 2.5 times (!)
- In Lvov – the price of bread has been increased again, several months ago;
- In Odessa – bread went up at the start of April (a French loaf which cost 3 hryvnia 5 kopiykas, costs 3 hryvnia 70 kopiykas);
- participate in the daily struggle of the working class, working people for their rights;
- namely in the flow of this struggle, instill political class consciousness into the ranks of the working class;
- with this, not to invent any forms of struggle, and emanating from the conclusion of V.I. Lenin about the fact that Marxism differs from all primitive forms of socialism by the fact that it does not connect movements with any single form of struggle. It recognizes the various different forms of struggle, which is why they do not need any “inventing”, but only generalizes, organizes, instills consciousness to those forms of struggle of the revolutionary classes, which come about themselves in the flow of the movement;
