Rodong Sinmun on Fundamental Principle to Be Adhered to in Socialist Construction
Pyongyang, November 8 (KCNA) -- It is a fundamental principle to be consistently adhered to in socialist construction to firmly protect and fully meet the desire for independence and interests of the popular masses. Rodong Sinmun Thursday says this in a signed article.
It goes on:
In order to build socialism in line with the above-said desire and interests, it is necessary, first of all, to strengthen the working-class party organizationally and ideologically and fully ensure the party leadership over the revolution and construction.
It is also necessary to steadily increase the function and role of the socialist power and protect and develop the socialist ownership.
It is one of the fundamental principles to be consistently maintained in socialist construction to resolutely struggle against imperialism.
Abandoning the above-said principle means surrender and betrayal.
The Eastern European countries, which were once engaged in building socialism, opted to make concessions over the socialist principle, wavering before the temporary difficulties and yielding to the pressure of the imperialists because they lacked faith in socialism and a firm revolutionary stand. They weakened the leadership role of the ruling parties and uniform leadership function of the socialist states, neglecting the work for strengthening the working-class parties. They, at the same time, compromised with the imperialists without principle, applying the relations of capitalist ownership and capitalist methods of managing economy. This brought such miserable consequences as degenerating socialism and ousting the working-class parties from power and pushing socialism to a collapse in the end.
The historical experience goes to clearly prove that if a country makes a single concession and backdown over the socialist principle, it is bound to make them a hundred times and this will lead to the final collapse of the working-class party and socialism.

We congratulate you on the 90th Anniversary of the Great October Socialist Revolution!
90 years ago, on the 25 October (7 November new style calendar) 1917, the working class and working people of Russia under the leadership of the party of Bolsheviks headed by the leader of the proletariat Vladimir Ilyich Lenin destroyed the power of the bourgeoisie and landowners and took power into their own hands.
For the first time in the history of human civilization, a road to a new socialist society was laid down – a society without exploitation and oppression, without wars and violence, a society of equality, friendship and brotherhood of all nations and ethnicities.
The great and mighty Soviet Union 75 years ago was a guiding light of the working people of the whole world, laying down a road towards a classless communist society – the future of all mankind.
The counter-revolution which occurred in the USSR in August – December 1991 temporarily halted the advancing flow of history, having plunged the peoples of the ex-USSR into the depths of rightlessness and the darkness of grinding poverty, local wars and conflicts, transforming the former Soviet republics into colonial-raw material appendages of the imperialist West.
But nighttime cannot last forever on our Earth.
The example of Great October, the activity of the outstanding proletarian leaders V. I. Lenin and J.V. Stalin, the heroic history of the All-Union Communist Party of Bolsheviks (CPSU-b) cannot be erased from the people’s memory by any lies or slander.

APPEAL TO WORKING PEOPLE
In Russia, the further elimination and limitation of bourgeois democratic rights and freedoms continues. The majority of the population is deprived of an elementary right – the right to elect their own representatives and to be elected into representative organs of state power. Scores of political parties and movements have been banned from participation in elections, including all the communist parties. In conditions when power, money, the press and so forth are in the hands of the bourgeoisie and their parties, when many parties and movements are not given the chance to put forth their own candidates, elections cannot be fair. The CPRF (Communist Party of the Russian Federation) intends again to carry on its policy of conciliation and together with the bourgeoisie call on the people to take part in unfair elections and to further deceive the working people. We call on all working people to put an end to the myth about the productiveness of parliamentary politics – in history there has never been a case when the working power took power out of the hands of the bourgeoisie by parliamentary means, with the help of ballot papers. Our choice – this is the class uncompromising struggle; this is socialist revolution and power of the working people in the form of Soviets.
We call on workers, working intelligentsia, peasants, pensioners, military servicemen, students and all honest citizens of Russia to boycott the forthcoming Elections to the Russian State Duma (Lower House of Parliament) scheduled to be held in December 2007.
No support whatsoever to the bourgeois parties and anti-peoples bloodsucking authorities.

BOYCOTT THE ELECTIONS!

Any bourgeois elections, regardless of any criminal authority that organizes them, are elections into organs of a criminal organisation making it its aim to keep the people in fear and complete ignorance.
This clan needs these people for nothing else but objects for making a profit from, exploiting and making money out of.
Any candidate, even one with the best intentions, willfully or not, is going to be working for capitalism, and that means - for the exploiter, for extending the life of the criminal power. And this means, against people of labour, against socialist revolution. Any leader of bourgeois power, whether tough of soft, smooth or coarse works not for the working people, but for the keeping of working people away from revolutionary struggle and class struggle.
Any party, leading the struggle for its own power and not for the organisation of the power of the working people, as the vanguard of the working class is a party of a bourgeois type.
Soviet power – this is power carrying out the will of the working class. The working class will never ever abandon in poverty its own doctors, teachers, children, students, engineers, scientists, soldiers and everyone who works for the good of the entire people.
On 17th March 1991, a referendum was held in the USSR. The overwhelming majority of the population rejected the path towards the restoration of capitalism, and voted in favour of the preservation of socialism and the state – the USSR.
Today, 15 years later, we now have 10 million wealthy people, just as many lackeys and 120 million poor and impoverished people. The richest country in the world is being looted, public ownership destroyed, and exploitation of man by man introduced. Reckless reforms are being carried out against the people making the rich even richer and the poor being led into deeper poverty.
Back in 1988, the Bolsheviks inside the CPSU spoke out against Gorbachev’s reformism and his small number of supporters who made up the minority in the membership of the CPSU, warning the people of the hostile to them policy being carried out by Gorbachev. General Secretary of the AUCPB, Nina Andreeva spoke in the press about the danger of counter-revolution in the USSR.
Soviet people had been so accustomed to believe their communist party under J.V. Stalin, that they had lost all vigilance against forces hostile to socialism, having counted on the fact that such an act as counter-revolution would be impossible.
However, enemies of socialism never slept, counter-revolution was carried out and continues its march, depriving the peoples of Russia of those benefits which remained after socialism. Reforms in the army, in the housing sector (ZhKKh) are finally bleeding white an enormous territory of the planet.
Workers and all working people, students and intelligentsia! You are being threatened with unemployment, loss of qualifications and moral degradation into philistinism. Today the entire country is still in a state of apathy - so strong is the blow inflicted on it by the return of capitalism.
Meetings by the AUCPB are used to explain in simplest terms what has happened, what is happening and what is going to happen in perspective.
One needs to begin with the curbing of capitalist exploitation, and today a very powerful weapon is the boycott of elections, any elections. Under a bourgeois system, elections do not liquidate exploitation of man by man, do not eliminate the impoverishment of the population. This can be achieved only by the complete liquidation of the domination of capital, that is, by the establishment of socialism - the power of the proletariat and the working people of the population. For this, you have to be merciless to the entire gang of oligarchs and their protégés in the government who are killing off a great country. You have to have a struggle for socialism and only for socialism! Socialism – this is history’s necessity and truth. For such a victory of socialism, we have to have a firmly united workers movement of thousands upon thousands of you in a single formation.
The task of the AUCPB is to propagate among the widest sections of the proletariat and people the idea of the necessity of constant political pressure on the government. The AUCPB carries out a constant ideological struggle for the mastering of the consciousness of the working class and working people, since only the organised proletariat is the advanced class of modern society and without its awakening nothing will occur. In Russia there exist 7 or 8 pro-communist parties of the opportunistic type (that is, appeasers and conciliators) and all of them are aiming towards getting into bourgeois power. The largest of them is the CPRF led by Zyuganov. The CPRF is confusing minds, propagates the idea of altering the policy of reforms, bourgeois reforms.
The AUCPB demands a lot more – the elimination of private ownership giving rise to exploitation of man by man, that is, it demands the establishment of socialism, which is done only by revolution. In politics there is no place for “appeasement”, but there is only the class struggle, the growth of which leads to revolution. A socialist revolution changes the social system at the roots, handing power over into the hands of Soviets of working people with the dictatorship of the proletariat.
The CPRF replaces the revolutionary struggle with altering the policy of bourgeois reforms. This is a policy of appeasement with a bourgeois government. And about a revolutionary struggle – not one word! About socialism – not a word! Any bourgeois reforms only lacerates society in to parts, which the CPRF and other pro-communist parliamentary parties are assisting in. Workers and working people need the struggle for socialism leading to one aim - to take power into their own hands and remove the bourgeoisie without any compromises and the AUCPB is only for such a struggle. Today the AUCPB supports any movement against government attacks that encroach and complicate the life of working people – this is a political tactic. We, Bolsheviks are for the growth of political self-awareness and call on people to stand up on the path of struggle for socialism.
Free yourselves from harmful illusions about parliamentary struggle! Go against the entire bourgeoisie, declare a boycott to any elections; they have deprived you the right to vote “against all” candidates on the ballot paper – then do not vote! Be watchful! Zyuganov has got other competitors from other pro-communist parties. They are trying to deceive you yet again for years with the usual “chattering away” inside parliament – reaction is growing, that is, the attacks on the lives of the people. Therefore, a boycott of all elections in 2007 –2008 is possible. Organise yourselves into a movement only for socialism!
By using elections to parliament and presidential thrones, the CPRK if attracting workers into a repeating circle of responsibility for the existing policy of continuing the robbing reforms directed against themselves and all the those people who are impoverished. The CPRF has the deliberate intention of doing a deal with the government in order to blunt the aim of the working people towards revolution. The CPRF blunts the socialist struggle although socialism in general remains the only way out for preservation of life on Earth. Genocide is marching across the entire planet and in Russia the population is falling at a rate of more than 700 thousand each year. The Russian people are suffering from genocide more than any other, as the root nation of the existence of Russia herself.
Zyuganov has built himself a cosy nest inside the Duma. The Duma is not a field of ideological struggle. Marx spoke about this 150 years ago. People of labour – do not lose any more time! Choose the correct path – the path of class struggle, of political struggle for socialism. Learn about the new relationship towards the world, learn to respect the person in you, respect yourselves and start by unifying efforts. Today in the 21 century, capitalism is the hidden enemy which beats not with a weapon, but with all the charms, delights and temptations of small trading and mercenary-mindednes s, and together with capitalism and the CPRF with Zyuganov, and the rest of the opportunistic pro-communist aiming to get into parliament. Their opportunism is crafty and dangerous for the workers’ movement, which is only arising in Russia. All of them are concealing their deal with capitalism with red banners and communist slogans, disuniting your still uncertain ranks and weakening you as a class.
The CPRF draws in workers to vote for the party into parliament and you vote for them, deceiving yourselves with empty hopes. But! – The Duma is the president’s “handkerchief” which he has the right to throw out, that is – to dissolve the Duma according to the Constitution of the Russian Federation.
The CPRF and other pro-communist parties can in no way be the political and ideological vanguard of the workers’ movement – they are lackeys of the bourgeoisie and are very dangerous for the organisation of the workers’ movement since the class struggle – this is always a political struggle.
Workers! Yes, you are at the moment still not hungry, you are dressed and have your own apartments…But! But! Capital has found in the 21st century another means of applying pressure on your class – by drunkenness, binge drinking, drug addiction, AIDS which all poison your mind, and the minds of your children which are being poisoned by gaming and completely idiotic, mind numbing, thick-headed TV shows. All of these things spare the bourgeoisie from the growing threat of unemployment, that is, from the necessity of having to feed “too many mouths” – a true genocide is underway – and this is already true fascism in action.
Only socialism can deliver whole nations from extinction. Workers! Organise yourselves around the AUCPB – this is our workers’ ideological and political vanguard. The movement towards revolution always was by way of worst times for the peoples of the world and in Russia. One needs to know and remember that the articles in the bourgeois constitution of the Russian Federation defend not you, but the bourgeoisie. Besides this, the president himself is fully dependent on the influence of the “big seven”, which runs the economy and politics of the whole world. The USA and the EU are competitors for leadership. Joining the World Trade Organisation aids towards Russia’s further economic decline – our natural resources will be working for the WTO. Oil, rare metals, timber, etc. Today, only 40% of industrial enterprises and 42% of agricultural enterprises are in operation, but they are not competitive. By joining WTO, bankruptcies will begin along with a sharp rise in the prices on communal services, prescriptions for medicines, foodstuffs and on public transport. Any payment arrears will be dealt with by evicting people from their privately owned apartments – and “homeowners” of high-rise apartment blocks will appear and they will dictate the prices to be paid for communal services as much as they want. Mass unemployment of office employees and bureaucrats will result from the bankruptcy of “firms”. The CPRF and Zyuganov won’t help you, for they will never recognize the revolutionary, political path of struggle since this is dangerous for their pockets.
The AUCPB is a political organ of the working class. This party is armed with knowledge – the knowledge of scientific communism of Marx, Engels, Lenin and Stalin.
Workers! Hellish capitalism has created you as its own slaves and only you are able become its gravedigger! Organise yourselves into a class, come out only for socialism, in this lies the guarantee of victory!

ABOUT THE PARTICIPATION IN THE ELECTION CAMPAIGN INTO THE RUSSIAN STATE DUMA OF THE RUSSIAN FEDERATION IN DECEMBER 2007
This election campaign differs significantly from previous ones. First of all, new rules for participating in the campaign have been introduced. Now only political parties, their nomination along party lists can take part in the elections. A 7% threshold barrier has been set up which leaves the remaining majority of parties left overboard. Parliamentarians cannot leave their fractions and cross over to another – in
this case they have been deprived of their authority, although they remain in the Duma(?) In the Federal lists, non-party candidates can register themselves, but there cannot be more than 50% of them(!).
Parliament (Duma) has to be at least a two-party one. The box on the ballot paper “AGAINST ALL CANDIDATES” has been removed by recommendation of the OSCE (Organisation on Security and Cooperation in Europe).
The lower threshold percentage barrier for voter participation in the elections has been removed.
The regulations concerning refusing parties to register due to irregularities in their documents has been removed. All these newly introduced measures are directed at the building of a two-party system like in the West.
In order to be allowed to take part in the election campaign a party must either gather 200 thousand signatures or put forward a sum of money amounting to 60 million roubles (approx 2 million US dollars).
Presently there are in the order of 15 parties aspiring to take part in the elections. Those parties which have a chance of passing the 7% barrier are – the ruling United Russia party, A Fair Russia, Communist Party of the Russian Federation (CPRF), Liberal Democratic Party of Russia (LDPR), and possibly Patriots of Russia party. Regarding the Union of Right Forces party, Yabloka, Demparty, Citizens’ Force party, then all of them share approximately 15% of the right wing electorate and they have little chance of getting into the Duma. This relates also to the party of Sazha Umalatova – Peace and Accord, Russia’s Revival – Genady Selyeznov, Great Russia – Dimitry Rogozin and others. It is interesting that on the first three of the list of the LDPR together with Zhirinovsky his son Lebedyev has been placed on there too.
The United Russia Party is the ruling party, 80% of the membership consisting of former members of the CPSU (Communist Party of the Soviet Union), not in possession of its own ideology or party programme and characterizing itself by the fact that it always speaks out “for the president”. In its own mass, this is the bureaucratic- state functionary apparatus of modern-day Russia.
The Fair Russia Party, formed in the flow of a year by recommendation of Putin by chairman of the Upper House of the Duma, Mironov consists of the Party of Pensioners, part of the Party of Patriots of Russia, part of the CPRF, baited or bribed by Mironov in the implementation of the regime’s task of breaking up the CPRF.
Mironov himself believes that for him will vote those who also “support the president, but are categorically against United Russia Party”.
And what the role of Russia’s president is today – this question was well commented on by Oleg Deripaska, leading oligarch of Russia (his wealth amounts to “21.2 billion dollars which 0.2 billion dollars exceeds the wealth of Roman Abramovich).
“Russia’s president – this is its own type of top-manager running the whole country. He is a competent person who never goes beyond the limit of his authority… Noone hinders us now”. “We” – this is the Russian true power- the true face of Russian power, “We” – this is big business”. “The small and medium sized businesses in all just serve the population and their influence on the technology of power does not exist and neither should there be such an influence. On the contrary, the power arranges small business to suit itself at a given moment…”
“A group of people implementing power (oligarchs – our note) take the decision as to the type of power will run the country. Nowadays, this is the form of democracy when the broad public is convinced that they are being ruled by those who they voted for in the voting booths.” “In actual fact, voting booths exist so that the population has the chance to enter a place ceremonially under the sound of music. This population has to remember for a long time that they have the democratic possibility of placing a tick in any box they want.”
Such a sham appearance of the participation of the population in the running of the state and that from their voting something will change or that from their voting, they will influence something is only in all just an element of “stabilization of the social processes”, in other words, a cunning trick for deceiving the population and a advertisement of a “democratic society”.
For a long time before the elections the economically dominant oligarchic upper echelons have determined everything: what parties and how many votes will get into the Duma and how the portfolios of the Duma committees will be distributed among the parties.
In the Duma elections of 2007, the CPRF will still remain, but in the following elections it will hardly be let near the feeding trough, since its business for already 15 years of sitting in the Duma has helped and not badly, stabilize the situation in the country, letting off steam of popular dissatisfaction with nice speeches and complete inactivity. Now, the authorities can get along without socialist utterances of the “red opposition” inside the Duma. However, in Deripaska’s opinion, “it is absolutely necessary to have an opposition in the structure of power. “Otherwise the technology of ruling the masses becomes inefficient”. But the ruling echelons need not just any opposition. “In Russia for example, we have been successful in forming non-marginal opposition structures and manage them well. Their functionaries are ours completely and are well paid by us. There are marginal groups and we work with them too: we give and take and so forth”.
What is his attitude towards talented people? “Very simple. Immediately and for always buy them up. Either if a deal is not made – destroy them – morally destroy them.” (Deripaska is modest with this. We know all too well HOW the opposition is destroyed and not just morally).
“For this – he continues- we use the obedient former special forces from the former KGB and other special services. The morally destroyed opponent proves our strength and our boundless possibilities…”
So much open cynicism and mockery over the sheep tearing ahead at taking part in the election campaign into the State Duma of the RF on 2 December 2007! Does one need to play the role of cattle prescribed to the voters by the powers that be? Does one need to assist faithful lackeys to the regime crawl into the Duma for the sake of comfortable seats for themselves inside the Duma? One has to understand that in the pre-election debates all of them are going to be decorating their feathers with the most unusual and attractive colours, making themselves out to be defenders of the people. Mironov tries hard at this especially (already too free and easy life of a deputy in the Duma, leaving the scene), a law has been adopted according to which each of the deputies receives a salary no less than that of ministers, plus all extras for running the Duma committees etc. etc..
Note: The salary of a minister today is from 1 – 2 million roubles a year (approx 34.5 thousand US dollars). On maintaining the State Duma in 2007, 4.68 billion roubles is used, and in 2008 already 5.2 billion will be used. This sum of money includes the monetary maintaining of the deputies and their assistants (in the order of 1.5 billion roubles, plus 892.2 million for transport, plus 558 million for maintaining the Duma possessions, plus 17 million for communication services. Floral products the deputies can buy with 4 million roubles, for 5 million – calendars etc. Each parliamentarian will cost the state coffers 11.5 million roubles a year. In addition, apartments at a minimum of 100 sq m are offered to them free of charge in Moscow. For such blessings and money, deputies are selling their souls to the devil.
And so, do we communists need to take part in this noisy, speculative bourgeois show under the tile of “democratic elections of state power”? I think the answer must be NO.
Having abolished the low voter turnout threshold barrier, the regime has cynically declared by this, that it fully controls Russia and that there is NO NEED for the population to take part in elections.
Having removed from the ballot paper the box where it says vote “against all” candidates, the regime has shown that no matter HOW the population votes, only those who the upper echelons of power have designated as future deputies will get into the Duma.
Chairman of the Central Electoral Commission (CEC), Vladimir Churov, proposes that those who are used to taking part in elections, drop an empty, unfilled ballot paper into the ballot box. Ones needs to think about the fact that such a Ballot paper is going to be “filled in” after the ballot papers have be removed from the ballot boxes ready for counting the votes after the polls close, and a tick placed in the necessary box of the corresponding party – most likely in the box alongside the – United Russia Party.
Crossing out the whole ballot paper will mean – a vote against all parties. Writing in any words, swear words or other in any of the boxes will signify a vote in favour of namely that party.
One can tear up the ballot paper, then it will not be counted. But the best thing to do in general is not go to vote at all, but carry out the broadest explanatory work concerning our bourgeois pseudo-democracy of the money bag and the absence of freedoms including freedom of speech, since in reality it is not provided neither by the Constitution nor by the authorities.
Today, Russia is paradise for the oligarchs. For 15 years, Russia has grown 44 billionaires – more than across the whole of Europe. Their wealth amounts to almost the total income of the rest of the country’s population. The well-fed 1% of the population owns the main means of production. Such a divide has never been seen in any developed capitalist country. Nowhere in the world are there individuals who own 90% of property in the state that do not pay in all 13% tax to the state!!! In Norway, the entrepreneur pays the state 90% of the tax on profits.
The difference between the rich and the poor in Russia is enormous! In Moscow according to official data, the difference amount to 45 times! This is in Moscow. And if you take into account our outlying areas with the wages and pensions out there at 3 – 4 times below the minimum, then we get a figure amounting to 100 times! If the difference amounts to 10 times between the richest and the poorest people, this means the country is on the border of a social explosion…(according to science).
How long are we going to put up with and wait for unknown how long from the present day power in Russia?
Russia’s stabilization fund and gold-currency reserves today amount to 14 trillion roubles. Instead of using this money for developing our own industry and with this, providing jobs for our citizens, we, at a low rate of interest have invested the Stabfund in securities of US companies that have gone bankrupt, helping Putin’s “friend” George Bush and his warring empire keep away from the cliff edge. Here is why the income from our investments in America amount to only 2.5% and not 8 % like citizen

People have to finally wake up and start to think, think and once again think. And they themselves will think to the truth, like Maxim Gorky once said. And WHAT has to be done – one can find in our party literature. Read it carefully and analyse it.

REVELATIONS OF AN OLIGARCH
“WE” – THIS IS THE REAL RUSSIAN POWER
According to the journal “Finance”, the richest man in Russia last year was Oleg Deripaska, the owner of the holding “Bazovy Element”, president of the company “Russky Alyuminy”. O. Deripaska’s wealth amounts to 21.2 billions US dollars which exceeds Roman Abramovich’s fortune by 0,2 billion who for several years topped the list of Russia’s wealthiest oligarchs.
We publish here a slightly abridged interview given by O. Deripaska to correspondent of the Bulletin VEA, N. Asmolov (using material from the article “A bourgeoisie has revealed himself”, newspaper “Mysl” (Moscow), No11 (277), October 2006.
This interview is the best rebuke to all those naïve well-wishers who believe that by way of elections, referendums etc, parliamentary bustle will snatch the property and power away from the bourgeoisie. The bourgeoisie will never give up their wealth and power voluntarily, which the interview below bears witness to.
N.A. Oleg Vladimirovich. You are a permanent participator in all the visits of Vladimir Vladimirovich Putin to the republics of Central Asia. Recently Russia’s president received you personally in his own residence in Bocharovy Ruchye, and you laid out your big plans to him for participation in the metallurgical and energy business of the Asia part of the CIS (Commonwealth of Independent States). What is your interest in Asian projects?
O.D. Big business, like any other, searches for free areas for its activity … The Asiatic region, especially the republics of the post Soviet expanse is at the stage of forming power. And this process is happening under the significant influence of our Russian political power structures. How we lay the foundations down now, will see us through for many years ahead.
The created in Soviet times high technological enterprises in Central Asia are often operated ineffectively, some have been destroyed or completely worn out. Capitalization of them is low, but prospects for investment are of extreme interest: the value of labour power is not very high…
N.A. Are your finances going to be playing on the territory of the CIS?
O.D. They are already playing there, as you express it. Ukraine, Armenia, Tadzhikistan. The further we go, the more we’ll get. Our arrival into Central Asia – this is already a development. For example, we shall write off international loans to poorest Tadzhikistan; V.V. Putin has already stated this. We then become the owners of the aluminium factory on that territory. Is that bad? That’s an excellent deal.
The state organs of power need not hinder us forming such power in the republics of that region which will effectively run the state apparatus as well as our own business and the economy. This will mean – running the whole of society.
N.A. What then in such a case does the concept of “power” actually mean?
O.D. First of all, a group of people, an elite, able to take decisions and realize them in practice… Firstly, these have to be economically viable decisions. Secondly, these must be decisions on the effective running of the political structures and the state apparatus. You see, the head of state is not necessarily the true leader of the country. He may only use the authority of those who have the real power. He may be for example, a hired manager responsible for the coordination of activities of various businesses in the region… The title isn’t important, whether it be president or premier or some other. When I talk about business, I naturally mean, big business. Small and middle business in all just serve the population, and their influence on the technology of power does not exist and neither should there be any influence of that kind. On the contrary, the power arranges small business to suit itself at a given moment…
N.A. President Putin constantly emphasizes your personal role in Russia’s economy. Judging by everything, the Russian verticals of power are no secret for you. Tell me, how do you today judge the ability and effectiveness of Russian power and Russian big business?
O.D. Russian power was finally formed only recently, around a year or two ago. This was at a time when into the structure of power stopped crawling incompetent, inadequate people who had split capitals in a “game of roulette’, and not in system approach. Now they have all been removed – some already dead, others behind bars in prison, but a large section of them are living off the remains of their money in foreign countries.
N.A. Excuse me, do you mean people like Berezovsky, Khodorkovsky, Gusinsky, Zhivilo and others?
O.D. Yes and many others like them. You see, it is namely now that Russian power, that is, people able to take decisions that are taking them in such a way in order to arrange the system of running the state, mass media and other elements of ruling the masses. Nobody interferes with us now. And good managers for this have been found.
N.A. But Putin – excuse me – him, a manager? Or does he make decisions himself?
O.D. Russia’s president – this is its own type of top-manager running the whole country. He is a skillful, competent person who never goes beyond the limit of his authority. Have you noticed how the state apparatus inside the White House has begun working and how the prosecutors, courts, judges, special services, Russian TV channels and newspapers have all been working? Simply brilliantly! Everything is aiding the economy and business and is not hindering us like it was until only recently. With it all like this, we can give money, which is what we do.
N.A. “We” – that is, big business?
O.D. “We” – this is the Russian real power. Major business – this is part of our technology.
N.A. If it is no secret, who makes up your circle?
O.D. All those who consistently rallied around Russia’s first president – B.N. Yeltsin, who took upon himself to take difficult economic and social decisions. Despite those attempts to play at populism of that time of which there were a huge number – in politics as well as in the economy of Russia.
N.A. Can you give me the name of your friend?
O.D. The governor of Chukotka – Roman Abramovich, I am at your service too. The head of MDM-Bank – Andrei Melnichenko. Do you want me to continue?
N.A. No, thank-you, I already understand. And is this power democratic, what do you thing?
O.D. Where more democratic, if naturally one discards all kinds of fairly tales about democracy of allegedly someone deciding something by walking into a voting booth. In actual fact, voting booths exist so that the population has the chance to enter a place ceremonially under the sound of music. This population has to remember for a long time that they have the democratic possibility of placing a tick in any box they want. This is the element of stabilization of the social processes. It is completely obvious that the economy, major competitive business cannot take such a risk as allowing the arbitrary designation of managers of the state apparatus to ones heart’s content... Cadres for the running of the country and state must be carefully selected. The state manager must be firstly, competent. Secondly, he has to be professional. In this case he has all the chances of support of the power, including a dignified material incentive. But under no circumstance should he himself take from where he wants and as much as he wants. Unfortunately there are still regions in Russia where this still has not been fully dealt with. Those in charge of Moscow are still incompetent and greedy people… We shall bring order to Moscow quite soon. Luzhkov is one of the last of those remaining that doesn’t fit in… Concerning my relationship with V.V. Putin, we have the closest, warmest and friendly relations. Vladimir Vladimirovich is a person who knows how to listen and remember very carefully and analyse and bring about ideas fully. I value him very highly, and do not regret that in our time our chose fell namely on him.
N.A. Your business seriously materially stimulates bureaucrats. Nevertheless you manage to escape accusations of corruption.
O.D. Nowhere in the world do bureaucrats including security departments, judges live on a miserly wage from out of the state budget cash tin. If a person correctly understands everything, if he is active in some technology of power activity – the level of personal income will be allotted to him, and the life of him and his family will be very good. Films and blockbusters about the fight against corruption – this is for capturing the wide audience – population. That is way we have it here in Russia and it’s the same in America and everywhere. Besides, corruption is not simply about a case when big business pays a wage and provides the personal income of a state functionary. Corruption is when a state functionary himself freely takes when he wants and where he wants, I have already said….
I shall make it clearer in order for the technology of running society, any society to become understandable. A group of people, who are implementing power, let us say in a state, take decisions about what type of power this is. Now these days, for example, this power is in the form of a democracy, when the broad public are convinced that they are ruled by those who they voted for in the voting booths.
After the first decision is taken relative to the true form of power the country will have, a decision is then made as to who will head the ruling structures of this power – either one person from out of this group of people or someone hired form outside this group. In Russia for example, a hired manager.
N.A. But what about social upheavals?
O.D. Social problems in business is a normal thing. One has to know how to work with the state apparatus and political structures – then one can solve everything. We have very good experience in solving such problems in various regions, and it is especially interesting what happened in the town of Achinsk. A certain trade union leader went against the rules and tried to take away an alumina factory, tried to raise up the workers’ movement and journalists…. The trade union offered around 4 million dollars for the factory. For me the price was the value of the factory – around 1.5 billion dollars. Of course we did not start to pay. But this poor devil, Smolenstev the trade union leader did not take into consideration that Achinsk is a town that is full of criminal activity. We only had to remove all state protection from the trade union for short time only. And why should the power/authorities protect those who go against it? And then the criminals heard about these 4 million dollars. Then the action started. The trade unionist got scared, started running away from the gangsters and his activists went into hiding. After a short time, he went for a swim in the local pond and his little heart gave way from the stress of it all – and drowned. It all turned out quite funny really. The body was found. The union activists gathered – there were shouts of protest as to why there was so much blood lost coming from the back of his neck and head and his fingernails had been torn off his fingers – like he had been tortured. The forensic expert did his job, I myself requested V.V Ustinov the prosecutor general to control that process… The result turned out very professional, and then publicized. The man was swimming in the pond, which was rather large. The water - about 2 metres deep. The wind was blowing, the waves were big. The trade unionist’s heart could not withstand it. He began to gasp for breath but still managed to scramble along the shore, and whilst doing this his fingernails got torn out from his fingers. And when he was completely exhausted the back of his head and neck got banged about by a wave hitting it on a rock. This is how the body became injured and not from gangster torture. All kinds of social activists kicked up a fuss over this, blamed us and brought about criminal proceedings against us three times. The result was the same each time. He had died of a heart attack.
Now we do not have a problem in Achinsk. The factory is ours. The journalists and trade unionists have moved to other towns, have run away. Therefore, it is not worth bringing things to the brink of mass public disorder, and so ones needs to act within the institutions…
N.A. How do you work with the law enforcers, with those who have left the special forces? Have you any desire to take the power of the special forces under control?
O.D. We take recruit into the ruling structures only those who have left the law enforcement structures who understand the primary importance of the financial mechanisms of power. That is, recognize our leading role. If a former state security employee even with a lot of experience does not possess prospects and does not understand that he has to serve Russia’s real power with loyalty - he will have zero chance of getting in…
N.A. But what do you think about the role of the opposition in the power structure? Is an opposition needed in general?
O.D. Definitely needed. Otherwise the technology for ruling the masses will become inferior. In Russia for example, we were successful in forming non-marginal opposition groups and we manage them very well. Their functionaries are fully ours and are good. There are marginal groups too – we also work with them. Give and take etc..
N.A. And what do you think about the role of the Public Chamber (for public enquiries), which was recently set up on the initiative of President Putin? Do you think that this will really clean up Russia’s state apparatus?
O.D. Yes, of course it will. Naturally for a short while incompetent people will settle in there. Those that remain in there will understand where they can and cannot go. We really need to purge the top brass in the army. Please do, then - and straight away there arises a huge case of bullying. And there it is – the public chamber. The generals won’t even budge.
N.A. But how can your attitude be towards talented people in general? How does your system of power use them?
O.D. Very simply. Immediately buy them up and keep buying them up. Otherwise, if there is no deal – destroy them.
N.A. What do you mean, physically destroy them?
O.D. What are you talking about, that method is no longer fashionable. In this case our technology is – moral destruction. I have already explained why we use obedient agents from the former KGB and other special services. The morally destroyed opponent demonstrates proof of our strength and our limitless possibilities. The more such a poor fellow shouts loudly for help the better it is for us. He shouts and nobody comes to his aid. And then he becomes a laughing stock. The others by then already would have grasped the point as to whether or not to go against us or not.
There you are, take a look at Yushchenko (Ukraine’s president), he is gradually becoming a joke, a laughing stock. Especially after we did a deal with Yulia Timoshenko. She …. helped us with the Nicolaeyevsky Alumina Factory. Now Yushchenko has nothing left to do except travel around Europe begging for support. The result of his effort is simply laughable – they are trying to curry favour with us from out of Europe. With each day he is becoming even more laughable…
N.A. You have a very tough position.
O.D. Tough game –tough position. There is no other way.

Protest Staged in Britain
Members of the Coordinating Committee of Friends of Korea in Britain, the British Association for the Study of Songun Policy and the British Group for the Study of the Juche Idea held a successful protest in front of the Japanese embassy in London on September 24 organised by the Korean Friendship Association (KFA) against the suppression of the General Association of Korean Residents in Japan (Chongryon) by the Japanese authorities.
They held the protest for about two hours, holding placards reading; "Japanese authorities, take hands off Chongryon at once", "Respect the rights of the Korean residents in Japan", “Stop suppressing Chongryon” and “Hands off the DPRK”.
Korean songs including "No Motherland without You" rang out loudly when they waved flags of the DPRK and the Soviet Red Flag, expressing support to and solidarity with the Korean people in their just cause and bitterly condemning the Japanese authorities for their brutal suppression of Chongryon and Koreans in Japan. The anthem of the DPRK was played along with other music from the DPRK. Attempts by the British police to stifle the anthem of the DPRK by trying to force us to turn the DPRK national anthem off, failed, much to the great disappointment of the Japanese embassy officials who see this as a “grave insult” to them. Speeches condemning the Japanese reckless suppression of Chongryon were read out over a loudhailer.
They distributed to pedestrians literature disclosing the criminal nature of the suppression of Chongryon and Koreans in Japan.

Dear Comrades!
We congratulate you on the 90th Anniversary of the Great October Socialist Revolution!
90 years ago, on the 25 October (7 November new style calendar) 1917, the working class and working people of Russia under the leadership of the party of Bolsheviks headed by the leader of the proletariat Vladimir Ilyich Lenin destroyed the power of the bourgeoisie and landowners and took power into their own hands.
For the first time in the history of human civilization, a road to a new socialist society was laid down – a society without exploitation and oppression, without wars and violence, a society of equality, friendship and brotherhood of all nations and ethnicities.
The great and mighty Soviet Union 75 years ago was a guiding light of the working people of the whole world, laying down a road towards a classless communist society – the future of all mankind.
The counter-revolution which occurred in the USSR in August – December 1991 temporarily halted the advancing flow of history, having plunged the peoples of the ex-USSR into the depths of rightlessness and the darkness of grinding poverty, local wars and conflicts, transforming the former Soviet republics into colonial-raw material appendages of the imperialist West.
But nighttime cannot last forever on our Earth.
The example of Great October, the activity of the outstanding proletarian leaders V. I. Lenin and J.V. Stalin, the heroic history of the All-Union Communist Party of Bolsheviks (CPSU-b) cannot be erased from the people’s memory by any lies or slander.

APPEAL TO WORKING PEOPLE
In Russia, the further elimination and limitation of bourgeois democratic rights and freedoms continues. The majority of the population is deprived of an elementary right – the right to elect their own representatives and to be elected into representative organs of state power. Scores of political parties and movements have been banned from participation in elections, including all the communist parties. In conditions when power, money, the press and so forth are in the hands of the bourgeoisie and their parties, when many parties and movements are not given the chance to put forth their own candidates, elections cannot be fair. The CPRF (Communist Party of the Russian Federation) intends again to carry on its policy of conciliation and together with the bourgeoisie call on the people to take part in unfair elections and to further deceive the working people. We call on all working people to put an end to the myth about the productiveness of parliamentary politics – in history there has never been a case when the working power took power out of the hands of the bourgeoisie by parliamentary means, with the help of ballot papers. Our choice – this is the class uncompromising struggle; this is socialist revolution and power of the working people in the form of Soviets.
We call on workers, working intelligentsia, peasants, pensioners, military servicemen, students and all honest citizens of Russia to boycott the forthcoming Elections to the Russian State Duma (Lower House of Parliament) scheduled to be held in December 2007.
No support whatsoever to the bourgeois parties and anti-peoples bloodsucking authorities.
A new Socialist October is on the horizon!

BOYCOTT THE ELECTIONS!

Any bourgeois elections, regardless of any criminal authority that organizes them, are elections into organs of a criminal organisation making it its aim to keep the people in fear and complete ignorance.
This clan needs these people for nothing else but objects for making a profit from, exploiting and making money out of.
Any candidate, even one with the best intentions, willfully or not, is going to be working for capitalism, and that means - for the exploiter, for extending the life of the criminal power. And this means, against people of labour, against socialist revolution. Any leader of bourgeois power, whether tough of soft, smooth or coarse works not for the working people, but for the keeping of working people away from revolutionary struggle and class struggle.
Any party, leading the struggle for its own power and not for the organisation of the power of the working people, as the vanguard of the working class is a party of a bourgeois type.
Soviet power – this is power carrying out the will of the working class. The working class will never ever abandon in poverty its own doctors, teachers, children, students, engineers, scientists, soldiers and everyone who works for the good of the entire people.
On 17th March 1991, a referendum was held in the USSR. The overwhelming majority of the population rejected the path towards the restoration of capitalism, and voted in favour of the preservation of socialism and the state – the USSR.
Today, 15 years later, we now have 10 million wealthy people, just as many lackeys and 120 million poor and impoverished people. The richest country in the world is being looted, public ownership destroyed, and exploitation of man by man introduced. Reckless reforms are being carried out against the people making the rich even richer and the poor being led into deeper poverty.
Back in 1988, the Bolsheviks inside the CPSU spoke out against Gorbachev’s reformism and his small number of supporters who made up the minority in the membership of the CPSU, warning the people of the hostile to them policy being carried out by Gorbachev. General Secretary of the AUCPB, Nina Andreeva spoke in the press about the danger of counter-revolution in the USSR.
Soviet people had been so accustomed to believe their communist party under J.V. Stalin, that they had lost all vigilance against forces hostile to socialism, having counted on the fact that such an act as counter-revolution would be impossible.
However, enemies of socialism never slept, counter-revolution was carried out and continues its march, depriving the peoples of Russia of those benefits which remained after socialism. Reforms in the army, in the housing sector (ZhKKh) are finally bleeding white an enormous territory of the planet.
Workers and all working people, students and intelligentsia! You are being threatened with unemployment, loss of qualifications and moral degradation into philistinism. Today the entire country is still in a state of apathy - so strong is the blow inflicted on it by the return of capitalism.
Meetings by the AUCPB are used to explain in simplest terms what has happened, what is happening and what is going to happen in perspective.
One needs to begin with the curbing of capitalist exploitation, and today a very powerful weapon is the boycott of elections, any elections. Under a bourgeois system, elections do not liquidate exploitation of man by man, do not eliminate the impoverishment of the population. This can be achieved only by the complete liquidation of the domination of capital, that is, by the establishment of socialism - the power of the proletariat and the working people of the population. For this, you have to be merciless to the entire gang of oligarchs and their protégés in the government who are killing off a great country. You have to have a struggle for socialism and only for socialism! Socialism – this is history’s necessity and truth. For such a victory of socialism, we have to have a firmly united workers movement of thousands upon thousands of you in a single formation.
The task of the AUCPB is to propagate among the widest sections of the proletariat and people the idea of the necessity of constant political pressure on the government. The AUCPB carries out a constant ideological struggle for the mastering of the consciousness of the working class and working people, since only the organised proletariat is the advanced class of modern society and without its awakening nothing will occur. In Russia there exist 7 or 8 pro-communist parties of the opportunistic type (that is, appeasers and conciliators) and all of them are aiming towards getting into bourgeois power. The largest of them is the CPRF led by Zyuganov. The CPRF is confusing minds, propagates the idea of altering the policy of reforms, bourgeois reforms.
The AUCPB demands a lot more – the elimination of private ownership giving rise to exploitation of man by man, that is, it demands the establishment of socialism, which is done only by revolution. In politics there is no place for “appeasement”, but there is only the class struggle, the growth of which leads to revolution. A socialist revolution changes the social system at the roots, handing power over into the hands of Soviets of working people with the dictatorship of the proletariat.
The CPRF replaces the revolutionary struggle with altering the policy of bourgeois reforms. This is a policy of appeasement with a bourgeois government. And about a revolutionary struggle – not one word! About socialism – not a word! Any bourgeois reforms only lacerates society in to parts, which the CPRF and other pro-communist parliamentary parties are assisting in. Workers and working people need the struggle for socialism leading to one aim - to take power into their own hands and remove the bourgeoisie without any compromises and the AUCPB is only for such a struggle. Today the AUCPB supports any movement against government attacks that encroach and complicate the life of working people – this is a political tactic. We, Bolsheviks are for the growth of political self-awareness and call on people to stand up on the path of struggle for socialism.
Free yourselves from harmful illusions about parliamentary struggle! Go against the entire bourgeoisie, declare a boycott to any elections; they have deprived you the right to vote “against all” candidates on the ballot paper – then do not vote! Be watchful! Zyuganov has got other competitors from other pro-communist parties. They are trying to deceive you yet again for years with the usual “chattering away” inside parliament – reaction is growing, that is, the attacks on the lives of the people. Therefore, a boycott of all elections in 2007 –2008 is possible. Organise yourselves into a movement only for socialism!
By using elections to parliament and presidential thrones, the CPRK if attracting workers into a repeating circle of responsibility for the existing policy of continuing the robbing reforms directed against themselves and all the those people who are impoverished. The CPRF has the deliberate intention of doing a deal with the government in order to blunt the aim of the working people towards revolution. The CPRF blunts the socialist struggle although socialism in general remains the only way out for preservation of life on Earth. Genocide is marching across the entire planet and in Russia the population is falling at a rate of more than 700 thousand each year. The Russian people are suffering from genocide more than any other, as the root nation of the existence of Russia herself.

Today in the 21 century, capitalism is the hidden enemy which beats not with a weapon, but with all the charms, delights and temptations of small trading and mercenary-mindednes s, and together with capitalism and the CPRF with Zyuganov, and the rest of the opportunistic pro-communist aiming to get into parliament. Their opportunism is crafty and dangerous for the workers’ movement, which is only arising in Russia. All of them are concealing their deal with capitalism with red banners and communist slogans, disuniting your still uncertain ranks and weakening you as a class.
The CPRF draws in workers to vote for the party into parliament and you vote for them, deceiving yourselves with empty hopes. But! – The Duma is the president’s “handkerchief” which he has the right to throw out, that is – to dissolve the Duma according to the Constitution of the Russian Federation.
The CPRF and other pro-communist parties can in no way be the political and ideological vanguard of the workers’ movement – they are lackeys of the bourgeoisie and are very dangerous for the organisation of the workers’ movement since the class struggle – this is always a political struggle.
Workers! Yes, you are at the moment still not hungry, you are dressed and have your own apartments…But! But! Capital has found in the 21st century another means of applying pressure on your class – by drunkenness, binge drinking, drug addiction, AIDS which all poison your mind, and the minds of your children which are being poisoned by gaming and completely idiotic, mind numbing, thick-headed TV shows. All of these things spare the bourgeoisie from the growing threat of unemployment, that is, from the necessity of having to feed “too many mouths” – a true genocide is underway – and this is already true fascism in action.
Only socialism can deliver whole nations from extinction. Workers! Organise yourselves around the AUCPB – this is our workers’ ideological and political vanguard. The movement towards revolution always was by way of worst times for the peoples of the world and in Russia. One needs to know and remember that the articles in the bourgeois constitution of the Russian Federation defend not you, but the bourgeoisie. Besides this, the president himself is fully dependent on the influence of the “big seven”, which runs the economy and politics of the whole world. The USA and the EU are competitors for leadership. Joining the World Trade Organisation aids towards Russia’s further economic decline – our natural resources will be working for the WTO. Oil, rare metals, timber, etc. Today, only 40% of industrial enterprises and 42% of agricultural enterprises are in operation, but they are not competitive. By joining WTO, bankruptcies will begin along with a sharp rise in the prices on communal services, prescriptions for medicines, foodstuffs and on public transport. Any payment arrears will be dealt with by evicting people from their privately owned apartments – and “homeowners” of high-rise apartment blocks will appear and they will dictate the prices to be paid for communal services as much as they want. Mass unemployment of office employees and bureaucrats will result from the bankruptcy of “firms”. The CPRF and Zyuganov won’t help you, for they will never recognize the revolutionary, political path of struggle since this is dangerous for their pockets.
The AUCPB is a political organ of the working class. This party is armed with knowledge – the knowledge of scientific communism of Marx, Engels, Lenin and Stalin.

ABOUT THE PARTICIPATION IN THE ELECTION CAMPAIGN INTO THE RUSSIAN STATE DUMA OF THE RUSSIAN FEDERATION IN DECEMBER 2007
This election campaign differs significantly from previous ones. First of all, new rules for participating in the campaign have been introduced. Now only political parties, their nomination along party lists can take part in the elections. A 7% threshold barrier has been set up which leaves the remaining majority of parties left overboard. Parliamentarians cannot leave their fractions and cross over to another – in
this case they have been deprived of their authority, although they remain in the Duma(?) In the Federal lists, non-party candidates can register themselves, but there cannot be more than 50% of them(!).
Parliament (Duma) has to be at least a two-party one. The box on the ballot paper “AGAINST ALL CANDIDATES” has been removed by recommendation of the OSCE (Organisation on Security and Cooperation in Europe).
The lower threshold percentage barrier for voter participation in the elections has been removed.
The regulations concerning refusing parties to register due to irregularities in their documents has been removed. All these newly introduced measures are directed at the building of a two-party system like in the West.
In order to be allowed to take part in the election campaign a party must either gather 200 thousand signatures or put forward a sum of money amounting to 60 million roubles (approx 2 million US dollars).
Presently there are in the order of 15 parties aspiring to take part in the elections. Those parties which have a chance of passing the 7% barrier are – the ruling United Russia party, A Fair Russia, Communist Party of the Russian Federation (CPRF), Liberal Democratic Party of Russia (LDPR), and possibly Patriots of Russia party. Regarding the Union of Right Forces party, Yabloka, Demparty, Citizens’ Force party, then all of them share approximately 15% of the right wing electorate and they have little chance of getting into the Duma. This relates also to the party of Sazha Umalatova – Peace and Accord, Russia’s Revival – Genady Selyeznov, Great Russia – Dimitry Rogozin and others. It is interesting that on the first three of the list of the LDPR together with Zhirinovsky his son Lebedyev has been placed on there too.
The United Russia Party is the ruling party, 80% of the membership consisting of former members of the CPSU (Communist Party of the Soviet Union), not in possession of its own ideology or party programme and characterizing itself by the fact that it always speaks out “for the president”. In its own mass, this is the bureaucratic- state functionary apparatus of modern-day Russia.
The Fair Russia Party, formed in the flow of a year by recommendation of Putin by chairman of the Upper House of the Duma, Mironov consists of the Party of Pensioners, part of the Party of Patriots of Russia, part of the CPRF, baited or bribed by Mironov in the implementation of the regime’s task of breaking up the CPRF.
Mironov himself believes that for him will vote those who also “support the president, but are categorically against United Russia Party”.
And what the role of Russia’s president is today – this question was well commented on by Oleg Deripaska, leading oligarch of Russia (his wealth amounts to “21.2 billion dollars which 0.2 billion dollars exceeds the wealth of Roman Abramovich).
“Russia’s president – this is its own type of top-manager running the whole country. He is a competent person who never goes beyond the limit of his authority… Noone hinders us now”. “We” – this is the Russian true power- the true face of Russian power, “We” – this is big business”. “The small and medium sized businesses in all just serve the population and their influence on the technology of power does not exist and neither should there be such an influence. On the contrary, the power arranges small business to suit itself at a given moment…”
“A group of people implementing power (oligarchs – our note) take the decision as to the type of power will run the country. Nowadays, this is the form of democracy when the broad public is convinced that they are being ruled by those who they voted for in the voting booths.” “In actual fact, voting booths exist so that the population has the chance to enter a place ceremonially under the sound of music. This population has to remember for a long time that they have the democratic possibility of placing a tick in any box they want.”
Such a sham appearance of the participation of the population in the running of the state and that from their voting something will change or that from their voting, they will influence something is only in all just an element of “stabilization of the social processes”, in other words, a cunning trick for deceiving the population and a advertisement of a “democratic society”.
For a long time before the elections the economically dominant oligarchic upper echelons have determined everything: what parties and how many votes will get into the Duma and how the portfolios of the Duma committees will be distributed among the parties.
In the Duma elections of 2007, the CPRF will still remain, but in the following elections it will hardly be let near the feeding trough, since its business for already 15 years of sitting in the Duma has helped and not badly, stabilize the situation in the country, letting off steam of popular dissatisfaction with nice speeches and complete inactivity. Now, the authorities can get along without socialist utterances of the “red opposition” inside the Duma. However, in Deripaska’s opinion, “it is absolutely necessary to have an opposition in the structure of power. “Otherwise the technology of ruling the masses becomes inefficient”. But the ruling echelons need not just any opposition. “In Russia for example, we have been successful in forming non-marginal opposition structures and manage them well. Their functionaries are ours completely and are well paid by us. There are marginal groups and we work with them too: we give and take and so forth”.
What is his attitude towards talented people? “Very simple. Immediately and for always buy them up. Either if a deal is not made – destroy them – morally destroy them.” (Deripaska is modest with this. We know all too well HOW the opposition is destroyed and not just morally).
“For this – he continues- we use the obedient former special forces from the former KGB and other special services. The morally destroyed opponent proves our strength and our boundless possibilities…”
So much open cynicism and mockery over the sheep tearing ahead at taking part in the election campaign into the State Duma of the RF on 2 December 2007! Does one need to play the role of cattle prescribed to the voters by the powers that be? Does one need to assist faithful lackeys to the regime crawl into the Duma for the sake of comfortable seats for themselves inside the Duma? One has to understand that in the pre-election debates all of them are going to be decorating their feathers with the most unusual and attractive colours, making themselves out to be defenders of the people. Mironov tries hard at this especially (already too free and easy life of a deputy in the Duma, leaving the scene), a law has been adopted according to which each of the deputies receives a salary no less than that of ministers, plus all extras for running the Duma committees etc. etc..
Note: The salary of a minister today is from 1 – 2 million roubles a year (approx 34.5 thousand US dollars). On maintaining the State Duma in 2007, 4.68 billion roubles is used, and in 2008 already 5.2 billion will be used. This sum of money includes the monetary maintaining of the deputies and their assistants (in the order of 1.5 billion roubles, plus 892.2 million for transport, plus 558 million for maintaining the Duma possessions, plus 17 million for communication services. Floral products the deputies can buy with 4 million roubles, for 5 million – calendars etc. Each parliamentarian will cost the state coffers 11.5 million roubles a year. In addition, apartments at a minimum of 100 sq m are offered to them free of charge in Moscow. For such blessings and money, deputies are selling their souls to the devil.
And so, do we communists need to take part in this noisy, speculative bourgeois show under the tile of “democratic elections of state power”? I think the answer must be NO.
Having abolished the low voter turnout threshold barrier, the regime has cynically declared by this, that it fully controls Russia and that there is NO NEED for the population to take part in elections.
Having removed from the ballot paper the box where it says vote “against all” candidates, the regime has shown that no matter HOW the population votes, only those who the upper echelons of power have designated as future deputies will get into the Duma.
Chairman of the Central Electoral Commission (CEC), Vladimir Churov, proposes that those who are used to taking part in elections, drop an empty, unfilled ballot paper into the ballot box. Ones needs to think about the fact that such a Ballot paper is going to be “filled in” after the ballot papers have be removed from the ballot boxes ready for counting the votes after the polls close, and a tick placed in the necessary box of the corresponding party – most likely in the box alongside the – United Russia Party.
Crossing out the whole ballot paper will mean – a vote against all parties. Writing in any words, swear words or other in any of the boxes will signify a vote in favour of namely that party.
One can tear up the ballot paper, then it will not be counted. But the best thing to do in general is not go to vote at all, but carry out the broadest explanatory work concerning our bourgeois pseudo-democracy of the money bag and the absence of freedoms including freedom of speech, since in reality it is not provided neither by the Constitution nor by the authorities.
Today, Russia is paradise for the oligarchs. For 15 years, Russia has grown 44 billionaires – more than across the whole of Europe. Their wealth amounts to almost the total income of the rest of the country’s population. The well-fed 1% of the population owns the main means of production. Such a divide has never been seen in any developed capitalist country. Nowhere in the world are there individuals who own 90% of property in the state that do not pay in all 13% tax to the state!!! In Norway, the entrepreneur pays the state 90% of the tax on profits.
The difference between the rich and the poor in Russia is enormous! In Moscow according to official data, the difference amount to 45 times! This is in Moscow. And if you take into account our outlying areas with the wages and pensions out there at 3 – 4 times below the minimum, then we get a figure amounting to 100 times! If the difference amounts to 10 times between the richest and the poorest people, this means the country is on the border of a social explosion…(according to science).
How long are we going to put up with and wait for unknown how long from the present day power in Russia?
Russia’s stabilization fund and gold-currency reserves today amount to 14 trillion roubles. Instead of using this money for developing our own industry and with this, providing jobs for our citizens, we, at a low rate of interest have invested the Stabfund in securities of US companies that have gone bankrupt, helping Putin’s “friend” George Bush and his warring empire keep away from the cliff edge. Here is why the income from our investments in America amount to only 2.5% and not 8 % like citizen

REVELATIONS OF AN OLIGARCH
“WE” – THIS IS THE REAL RUSSIAN POWER
According to the journal “Finance”, the richest man in Russia last year was Oleg Deripaska, the owner of the holding “Bazovy Element”, president of the company “Russky Alyuminy”. O. Deripaska’s wealth amounts to 21.2 billions US dollars which exceeds Roman Abramovich’s fortune by 0,2 billion who for several years topped the list of Russia’s wealthiest oligarchs.
We publish here a slightly abridged interview given by O. Deripaska to correspondent of the Bulletin VEA, N. Asmolov (using material from the article “A bourgeoisie has revealed himself”, newspaper “Mysl” (Moscow), No11 (277), October 2006.
This interview is the best rebuke to all those naïve well-wishers who believe that by way of elections, referendums etc, parliamentary bustle will snatch the property and power away from the bourgeoisie. The bourgeoisie will never give up their wealth and power voluntarily, which the interview below bears witness to.
N.A. Oleg Vladimirovich. You are a permanent participator in all the visits of Vladimir Vladimirovich Putin to the republics of Central Asia. Recently Russia’s president received you personally in his own residence in Bocharovy Ruchye, and you laid out your big plans to him for participation in the metallurgical and energy business of the Asia part of the CIS (Commonwealth of Independent States). What is your interest in Asian projects?
O.D. Big business, like any other, searches for free areas for its activity … The Asiatic region, especially the republics of the post Soviet expanse is at the stage of forming power. And this process is happening under the significant influence of our Russian political power structures. How we lay the foundations down now, will see us through for many years ahead.
The created in Soviet times high technological enterprises in Central Asia are often operated ineffectively, some have been destroyed or completely worn out. Capitalization of them is low, but prospects for investment are of extreme interest: the value of labour power is not very high…
N.A. Are your finances going to be playing on the territory of the CIS?
O.D. They are already playing there, as you express it. Ukraine, Armenia, Tadzhikistan. The further we go, the more we’ll get. Our arrival into Central Asia – this is already a development. For example, we shall write off international loans to poorest Tadzhikistan; V.V. Putin has already stated this. We then become the owners of the aluminium factory on that territory. Is that bad? That’s an excellent deal.
The state organs of power need not hinder us forming such power in the republics of that region which will effectively run the state apparatus as well as our own business and the economy. This will mean – running the whole of society.
N.A. What then in such a case does the concept of “power” actually mean?
O.D. First of all, a group of people, an elite, able to take decisions and realize them in practice… Firstly, these have to be economically viable decisions. Secondly, these must be decisions on the effective running of the political structures and the state apparatus. You see, the head of state is not necessarily the true leader of the country. He may only use the authority of those who have the real power. He may be for example, a hired manager responsible for the coordination of activities of various businesses in the region… The title isn’t important, whether it be president or premier or some other. When I talk about business, I naturally mean, big business. Small and middle business in all just serve the population, and their influence on the technology of power does not exist and neither should there be any influence of that kind. On the contrary, the power arranges small business to suit itself at a given moment…
N.A. President Putin constantly emphasizes your personal role in Russia’s economy. Judging by everything, the Russian verticals of power are no secret for you. Tell me, how do you today judge the ability and effectiveness of Russian power and Russian big business?
O.D. Russian power was finally formed only recently, around a year or two ago. This was at a time when into the structure of power stopped crawling incompetent, inadequate people who had split capitals in a “game of roulette’, and not in system approach. Now they have all been removed – some already dead, others behind bars in prison, but a large section of them are living off the remains of their money in foreign countries.
N.A. Excuse me, do you mean people like Berezovsky, Khodorkovsky, Gusinsky, Zhivilo and others?
O.D. Yes and many others like them. You see, it is namely now that Russian power, that is, people able to take decisions that are taking them in such a way in order to arrange the system of running the state, mass media and other elements of ruling the masses. Nobody interferes with us now. And good managers for this have been found.
N.A. But Putin – excuse me – him, a manager? Or does he make decisions himself?
O.D. Russia’s president – this is its own type of top-manager running the whole country. He is a skillful, competent person who never goes beyond the limit of his authority. Have you noticed how the state apparatus inside the White House has begun working and how the prosecutors, courts, judges, special services, Russian TV channels and newspapers have all been working? Simply brilliantly! Everything is aiding the economy and business and is not hindering us like it was until only recently. With it all like this, we can give money, which is what we do.
N.A. “We” – that is, big business?
O.D. “We” – this is the Russian real power. Major business – this is part of our technology.
N.A. If it is no secret, who makes up your circle?
O.D. All those who consistently rallied around Russia’s first president – B.N. Yeltsin, who took upon himself to take difficult economic and social decisions. Despite those attempts to play at populism of that time of which there were a huge number – in politics as well as in the economy of Russia.
N.A. Can you give me the name of your friend?
O.D. The governor of Chukotka – Roman Abramovich, I am at your service too. The head of MDM-Bank – Andrei Melnichenko. Do you want me to continue?
N.A. No, thank-you, I already understand. And is this power democratic, what do you thing?
O.D. Where more democratic, if naturally one discards all kinds of fairly tales about democracy of allegedly someone deciding something by walking into a voting booth. In actual fact, voting booths exist so that the population has the chance to enter a place ceremonially under the sound of music. This population has to remember for a long time that they have the democratic possibility of placing a tick in any box they want. This is the element of stabilization of the social processes. It is completely obvious that the economy, major competitive business cannot take such a risk as allowing the arbitrary designation of managers of the state apparatus to ones heart’s content... Cadres for the running of the country and state must be carefully selected. The state manager must be firstly, competent. Secondly, he has to be professional. In this case he has all the chances of support of the power, including a dignified material incentive. But under no circumstance should he himself take from where he wants and as much as he wants. Unfortunately there are still regions in Russia where this still has not been fully dealt with. Those in charge of Moscow are still incompetent and greedy people… We shall bring order to Moscow quite soon. Luzhkov is one of the last of those remaining that doesn’t fit in… Concerning my relationship with V.V. Putin, we have the closest, warmest and friendly relations. Vladimir Vladimirovich is a person who knows how to listen and remember very carefully and analyse and bring about ideas fully. I value him very highly, and do not regret that in our time our chose fell namely on him.
N.A. Your business seriously materially stimulates bureaucrats. Nevertheless you manage to escape accusations of corruption.
O.D. Nowhere in the world do bureaucrats including security departments, judges live on a miserly wage from out of the state budget cash tin. If a person correctly understands everything, if he is active in some technology of power activity – the level of personal income will be allotted to him, and the life of him and his family will be very good. Films and blockbusters about the fight against corruption – this is for capturing the wide audience – population. That is way we have it here in Russia and it’s the same in America and everywhere. Besides, corruption is not simply about a case when big business pays a wage and provides the personal income of a state functionary. Corruption is when a state functionary himself freely takes when he wants and where he wants, I have already said….
I shall make it clearer in order for the technology of running society, any society to become understandable. A group of people, who are implementing power, let us say in a state, take decisions about what type of power this is. Now these days, for example, this power is in the form of a democracy, when the broad public are convinced that they are ruled by those who they voted for in the voting booths.
After the first decision is taken relative to the true form of power the country will have, a decision is then made as to who will head the ruling structures of this power – either one person from out of this group of people or someone hired form outside this group. In Russia for example, a hired manager.
N.A. But what about social upheavals?
O.D. Social problems in business is a normal thing. One has to know how to work with the state apparatus and political structures – then one can solve everything. We have very good experience in solving such problems in various regions, and it is especially interesting what happened in the town of Achinsk. A certain trade union leader went against the rules and tried to take away an alumina factory, tried to raise up the workers’ movement and journalists…. The trade union offered around 4 million dollars for the factory. For me the price was the value of the factory – around 1.5 billion dollars. Of course we did not start to pay. But this poor devil, Smolenstev the trade union leader did not take into consideration that Achinsk is a town that is full of criminal activity. We only had to remove all state protection from the trade union for short time only. And why should the power/authorities protect those who go against it? And then the criminals heard about these 4 million dollars. Then the action started. The trade unionist got scared, started running away from the gangsters and his activists went into hiding. After a short time, he went for a swim in the local pond and his little heart gave way from the stress of it all – and drowned. It all turned out quite funny really. The body was found. The union activists gathered – there were shouts of protest as to why there was so much blood lost coming from the back of his neck and head and his fingernails had been torn off his fingers – like he had been tortured. The forensic expert did his job, I myself requested V.V Ustinov the prosecutor general to control that process… The result turned out very professional, and then publicized. The man was swimming in the pond, which was rather large. The water - about 2 metres deep. The wind was blowing, the waves were big. The trade unionist’s heart could not withstand it. He began to gasp for breath but still managed to scramble along the shore, and whilst doing this his fingernails got torn out from his fingers. And when he was completely exhausted the back of his head and neck got banged about by a wave hitting it on a rock. This is how the body became injured and not from gangster torture. All kinds of social activists kicked up a fuss over this, blamed us and brought about criminal proceedings against us three times. The result was the same each time. He had died of a heart attack.
Now we do not have a problem in Achinsk. The factory is ours. The journalists and trade unionists have moved to other towns, have run away. Therefore, it is not worth bringing things to the brink of mass public disorder, and so ones needs to act within the institutions…
N.A. How do you work with the law enforcers, with those who have left the special forces? Have you any desire to take the power of the special forces under control?
O.D. We take recruit into the ruling structures only those who have left the law enforcement structures who understand the primary importance of the financial mechanisms of power. That is, recognize our leading role. If a former state security employee even with a lot of experience does not possess prospects and does not understand that he has to serve Russia’s real power with loyalty - he will have zero chance of getting in…
N.A. But what do you think about the role of the opposition in the power structure? Is an opposition needed in general?
O.D. Definitely needed. Otherwise the technology for ruling the masses will become inferior. In Russia for example, we were successful in forming non-marginal opposition groups and we manage them very well. Their functionaries are fully ours and are good. There are marginal groups too – we also work with them. Give and take etc..
N.A. And what do you think about the role of the Public Chamber (for public enquiries), which was recently set up on the initiative of President Putin? Do you think that this will really clean up Russia’s state apparatus?
O.D. Yes, of course it will. Naturally for a short while incompetent people will settle in there. Those that remain in there will understand where they can and cannot go. We really need to purge the top brass in the army. Please do, then - and straight away there arises a huge case of bullying. And there it is – the public chamber. The generals won’t even budge.
N.A. But how can your attitude be towards talented people in general? How does your system of power use them?
O.D. Very simply. Immediately buy them up and keep buying them up. Otherwise, if there is no deal – destroy them.
N.A. What do you mean, physically destroy them?
O.D. What are you talking about, that method is no longer fashionable. In this case our technology is – moral destruction. I have already explained why we use obedient agents from the former KGB and other special services. The morally destroyed opponent demonstrates proof of our strength and our limitless possibilities. The more such a poor fellow shouts loudly for help the better it is for us. He shouts and nobody comes to his aid. And then he becomes a laughing stock. The others by then already would have grasped the point as to whether or not to go against us or not.
There you are, take a look at Yushchenko (Ukraine’s president), he is gradually becoming a joke, a laughing stock. Especially after we did a deal with Yulia Timoshenko. She …. helped us with the Nicolaeyevsky Alumina Factory. Now Yushchenko has nothing left to do except travel around Europe begging for support. The result of his effort is simply laughable – they are trying to curry favour with us from out of Europe. With each day he is becoming even more laughable…
N.A. You have a very tough position.
O.D. Tough game –tough position. There is no other way.

Protest Staged in Britain
Members of the Coordinating Committee of Friends of Korea in Britain, the British Association for the Study of Songun Policy and the British Group for the Study of the Juche Idea held a successful protest in front of the Japanese embassy in London on September 24 organised by the Korean Friendship Association (KFA) against the suppression of the General Association of Korean Residents in Japan (Chongryon) by the Japanese authorities.
They held the protest for about two hours, holding placards reading; "Japanese authorities, take hands off Chongryon at once", "Respect the rights of the Korean residents in Japan", “Stop suppressing Chongryon” and “Hands off the DPRK”.
Korean songs including "No Motherland without You" rang out loudly when they waved flags of the DPRK and the Soviet Red Flag, expressing support to and solidarity with the Korean people in their just cause and bitterly condemning the Japanese authorities for their brutal suppression of Chongryon and Koreans in Japan. The anthem of the DPRK was played along with other music from the DPRK. Attempts by the British police to stifle the anthem of the DPRK by trying to force us to turn the DPRK national anthem off, failed, much to the great disappointment of the Japanese embassy officials who see this as a “grave insult” to them. Speeches condemning the Japanese reckless suppression of Chongryon were read out over a loudhailer.
They distributed to pedestrians literature disclosing the criminal nature of the suppression of Chongryon and Koreans in Japan.
